Getting an Asunción driving licence

Paraguay splits driving licences between a national rule-setter and municipal issuers. Asunción processes all of them on the ground floor of Bloque C at the Municipalidad, weekdays 08:00–15:00 and Saturday mornings, under Ordenanza N° 479/10. A first licence costs Gs 357,400 in itemised fees; a renewal Gs 239,400. You cannot hold two Paraguayan municipal licences at once.

    The Municipalidad states plainly that a licence 'del interior' must be cancelled and an OPACI certificate of cancellation produced. OPACI is the inter-municipal cooperation body that keeps the municipalities from issuing in parallel.

    Issued by the local police station under Policía Nacional Resolución N° 293/2014 — and note the published caveat that the station chief may ask for additional information at his discretion, so requirements vary slightly by comisaría.

    Do the medical and psychometric tests

    Sight and hearing (Gs 14,700) and a psicotécnico (Gs 27,500). From age 65 the psicotécnico must be repeated every year rather than at each renewal.

    Gs 65,900 each. Foreign licence holders are not automatically exempt: exemption from the exams turns on ANTSV Resolución N° 069/2019, which the Municipalidad cites for the diplomatic category. Ask at the counter with your foreign licence in hand rather than assuming.

    The remaining items are the sworn declaration form (Gs 50,300), photo and card (Gs 70,500), the antecedents certificate (Gs 10,000), the first-aid certificate (Gs 52,000) and the 2026 stamp duty (Gs 600).

Things most newcomers don’t know

The requirements are national; the licence is municipal.

ANTSV sets one rulebook for every municipality, so the paperwork does not change if you move within Paraguay — but the issuing office does, and so does the fee schedule, because each municipality prices its own.

Asunción requires cancellation of any other Paraguayan municipal licence plus an OPACI certificate. Someone who moves from Capiatá or Ciudad del Este into Asunción cannot simply apply afresh.

Common mistakes to avoid

  • Assuming a foreign licence exempts you from the exams — that turns on ANTSV Resolución N° 069/2019 and is not automatic for ordinary residents.
  • Turning up without the cédula. There is no route to a Paraguayan licence on a passport for an ordinary resident.
  • Arriving on a Saturday afternoon — the Saturday window closes at 11:00.
  • Assuming the Gs 357,400 is a single fee; it is ten separate line items and each is paid.
