Your vergi kimlik numarası is free, passport-only and obtainable online in minutes — it is the gateway to banking, property and utilities, and once you hold a residence permit your YKN doubles as it. The line that matters is residency: spend more than about 183 days in a calendar year, or establish a legal residence here, and Türkiye taxes your WORLDWIDE income, where non-residents are taxed only on Turkish-source income. Employees have tax withheld at source through payroll (stopaj) and usually never file. Freelancers open a sole proprietorship (şahıs şirketi), keep books through an accountant, charge and file VAT, and pay quarterly provisional tax. Ankara has one genuinely local wrinkle worth knowing: salaries for R&D, design and software personnel working inside a technology development zone — ODTÜ Teknokent, Bilkent Cyberpark, Hacettepe Teknokent — carry an income-tax exemption under Law No. 4691, which is why a teknokent offer can beat a nominally higher Istanbul salary.

    Free and open to any foreigner. Apply online through GİB's Dijital Vergi Dairesi 'Potansiyel Vergi Kimlik Numarası' form — enter your name in CAPITALS exactly as printed in the passport and upload the photo page — or in person at any Ankara vergi dairesi with your passport and a photocopy. The 10-digit number is usually issued instantly. Once you hold a residence permit, your YKN functions as your tax number and you may not need a separate one.

    Work out your tax residency and worldwide-income exposure

    You become a Turkish tax resident if you establish a legal residence (ikametgah) here OR stay more than six months — about 183 days — in a calendar year. Residents are taxed on worldwide income; non-residents only on Turkish-source income. There is a narrow exception for people present solely for a specific, temporary assignment, which is worth checking if you are posted here on a fixed contract. Remote workers paid from abroad should map the day-count before they cross the line unaware.

    Employee withholding, or register a sole proprietorship

    Employees: the employer withholds income tax through payroll (stopaj) across the progressive brackets, and you usually never file a return. Freelancers and remote workers register a sole proprietorship (şahıs şirketi / serbest meslek) at the tax office. If you are 18-29 and it is your first business, file the start-up notice within 10 days to claim the genç girişimci exemption — a sizeable slice of annual profit is exempt for three years. As of 1 January 2026 the matching Bağ-Kur premium support was repealed, so you pay your own social-security premiums from day one.

    Check whether you're inside a teknokent before you negotiate

    Under the Technology Development Zones Law No. 4691, wages of R&D, design and support personnel working inside a zone are exempt from income tax, and the companies themselves get corporate-tax relief on qualifying software and R&D earnings. Ankara has three major zones — ODTÜ Teknokent, Bilkent Cyberpark and Hacettepe Teknokent — so a job inside one changes your take-home materially. The regime has been extended several times; confirm the current sunset date and your own eligibility with the employer's finance team and GİB, because support-personnel status is capped as a proportion of headcount.

    File the annual return (or use Hazır Beyan)

    Türkiye's tax year is the calendar year. Annual income-tax returns are filed in MARCH for the previous year, with tax payable in two instalments at the end of March and the end of July. File through GİB's İnteraktif Vergi Dairesi, or use Hazır Beyan — the pre-filled 'ready declaration' — for simple income such as rent. Most pure employees on a single withheld salary do not file at all. A sole proprietorship also files VAT monthly and provisional tax quarterly, which is why an accountant is effectively mandatory.

Things most newcomers don’t know

A teknokent job in Ankara can beat a higher nominal salary in Istanbul, because the wage itself is income-tax exempt.

Law No. 4691 exempts the wages of R&D, design and support staff working inside a technology development zone. ODTÜ Teknokent, Bilkent Cyberpark and Hacettepe Teknokent are all in Ankara, so the same gross figure lands very differently in your account. Confirm the current sunset date and the support-personnel cap before treating it as guaranteed.

Common mistakes to avoid

  • Tripping the 183-day residency line unaware and unexpectedly owing Turkish tax on your worldwide income.
  • Assuming a teknokent exemption applies to your role — support-personnel status is capped, and the regime has a sunset date that has moved before.
  • Freelancing or invoicing clients without registering a sole proprietorship and charging and filing VAT.
  • US citizens forgetting they must still file with the IRS, using FEIE or FTC, on top of any Turkish obligations.
