Buy private health insurance (required for your first permit)
Every first-year resident must show a valid private policy at the residence-permit appointment; SGK does not count for the initial permit and the permit will not issue or renew without one. Since April 2025 the policy must meet raised minimums — roughly 15,000 TRY outpatient and 150,000 TRY inpatient cover — and must explicitly state that it is valid for residence-permit applications. Buy a 'yabancı ikamet' compliant plan from a Turkish insurer (Allianz, Axa, Anadolu, Aksigorta) online or through a broker in minutes.

Work out your SGK eligibility
If a Turkish company employs you on a work permit, your employer enrols you in SGK from your first working day with no waiting period, and it covers a spouse and children under 18. The self-employed pay in through Bağ-Kur. If you are not employed, you can only opt into SGK voluntarily after one continuous year on a residence permit — before that, private insurance is the only route. Ankara's universities enrol employed academic staff the same way as any other employer.

Register on MHRS and e-Nabız, and pick where you'll actually go
With SGK you can use state hospitals and family health centres almost free, plus SGK-contracted private hospitals for a top-up. Book public appointments through MHRS (mhrs.gov.tr, the app, or ALO 182) and view records on e-Nabız, both reached with your foreigner ID through e-Devlet and both available in English. In Ankara the practical split is: Bilkent Şehir Hastanesi and the university hospitals for anything serious or specialist, family health centres for routine care, and Güven or Acıbadem when you want an English-speaking consultation quickly.

Know emergencies (112) and the on-duty pharmacy system
Dial 112 for an ambulance — emergency care (acil) at state hospitals is provided to everyone regardless of insurance or status. Pharmacies (eczane) are everywhere, pharmacists advise on minor ailments, and many medicines are inexpensive and available over the counter; a foreign prescription is not legally valid here. Outside normal hours a rotating nöbetçi eczane is always open — search 'nöbetçi eczane' plus your district (Çankaya, Yenimahalle, Keçiören) to find the nearest.

Optional: enrol in SGK once you're eligible
After one year of legal residence, and if you are not covered through work, you can join SGK voluntarily at a local Sosyal Güvenlik Kurumu office. The premium is a percentage of the minimum wage and is modest in hard-currency terms, and one premium covers a spouse and children under 18. Many residents keep a private policy alongside SGK anyway, because permit renewals are still generally assessed against private cover.

Things most newcomers don’t know
For your FIRST residence permit, SGK does not qualify — you must buy private insurance, even though SGK is cheaper long-term.
New permit applicants must present a private policy meeting the raised April-2025 coverage minimums; SGK only becomes acceptable later. Newcomers cannot skip the private step, and a policy that doesn't say it is valid for residence-permit applications will be refused at the counter.

Ankara has an unusual density of reference hospitals for a city its size — including one of the largest hospital campuses in the world.
Ankara Bilkent Şehir Hastanesi opened in 2019 with roughly 3,700 beds, and Hacettepe, Ankara Üniversitesi and Gazi all run major teaching hospitals. For anything complex you are already at the national reference centre rather than being referred to Istanbul, which is the opposite of the usual second-city experience.

For families, Hacettepe's children's hospital is the reason many people choose Ankara over other Turkish cities.
The İhsan Doğramacı Children's Hospital is Türkiye's leading paediatric centre, taking referrals nationally. If you are moving with a child who has an existing condition, being in the same city as the referral hospital removes a whole category of logistics.

Güven Hastanesi in Kavaklıdere is the informal default for the diplomatic and expat community.
Ankara's embassy population has used it for decades, so its staff are used to foreign patients, insurance paperwork and English-language consultations. Knowing one private hospital that will not be a language struggle is worth more than a list of ten in a city where English thins out fast.

Common mistakes to avoid
- Buying a cheap policy that isn't marked 'valid for residence-permit applications' or misses the April-2025 minimums — the permit office rejects it.
- Assuming SGK alone gets you the first permit; it doesn't, until you're eligible to rely on it.
- Letting the private policy lapse before a renewal — a gap can block the renewal even if you're otherwise compliant.
- Trying to fill a foreign prescription as written; it is not legally valid, though a Turkish doctor's prescription is cheap and many medicines are over the counter.
