New York State's income tax applies in full, progressive from 4% to 10.9%. But the local income tax everyone means when they say 'New York taxes' is levied in exactly two places in this state: New York City and Yonkers. Albany levies none and neither does Albany County. Someone comparing an Albany offer against a Manhattan one on a single 'New York tax' number is out by several percentage points of income, and it is the most common mistake made about this state.

Every rental dwelling in the City of Albany must hold a current Residential Occupancy Permit, issued by the Department of Buildings and Regulatory Compliance after an inspection and valid for two years. The city publishes them through a public self-service portal, so you can look up an address yourself before viewing. This is not a formality: no eviction action may be commenced without producing the current ROP to the court, so a landlord letting an unpermitted unit is in a materially weaker position than one who is not.

Albany's Common Council opted into the state's 2024 Good Cause Eviction law, and the mayor signed it that July. In practice it means a tenant is entitled to a renewal lease unless the landlord can establish one of nine statutory grounds, and that the expiry of a lease is not by itself a reason to evict. It also caps what counts as a reasonable rent increase — the state's threshold treats an annual increase above the lower of 10%, or 5% plus CPI, as presumptively unreasonable.

New York requires a safety inspection every twelve months at a DMV-licensed station, and most vehicles need an emissions inspection on the same annual cycle. There is no biennial option and no county in which it does not apply. Someone arriving from South Carolina or Arkansas, which inspect nothing at all, meets a real mechanical bill in their first year on a car that passed everything back home — the standard is different, not just the calendar.

New York runs its own exchange, NY State of Health, and it carries a tier most states simply do not have: the Essential Plan, a Basic Health Program for people above the Medicaid income line but on a modest income, with no monthly premium and low out-of-pocket costs. One application on NY State of Health screens you for Medicaid, Child Health Plus, the Essential Plan and a subsidised commercial plan at once. Newcomers on a part-year or entry-level income routinely buy a plan they never needed, because nothing in the national explainers mentions it.

Albany's income tax picture is much friendlier than the state's reputation, but the combined city, county and school property tax burden is high by national standards. That is what the STAR school tax relief programme exists to blunt, and for a new homeowner it arrives as a credit you must register for with the state — not with the city, and not by your closing attorney. People lose a year of it routinely.
