Status, a Social Security number and a New York licence in 30 days
There is no post-arrival registration in the United States: your I-94 record is your status. In the first weeks you need a Social Security number if you are work-authorised, or an ITIN if not, and a New York licence within 30 days of becoming a resident. The DMV works on a points system — you must assemble six points of identification from its published list, and turning up short is the commonest reason people leave without a licence. New York also issues a Standard licence available regardless of immigration status, alongside the REAL ID and Enhanced versions.

New York gives new residents 30 days to obtain a state licence and works on a six-point document system at the counter. Once the vehicle is registered here it needs a safety inspection every twelve months and, for most vehicles, an emissions inspection on the same annual cycle — there is no biennial option anywhere in the state. Winter is a genuine driving skill in the Capital Region rather than a seasonal inconvenience. The counterweight is CDTA: for a metro of this size the bus network is unusually good, with three bus rapid transit lines and a flat $1.50 base fare.

New York State's personal income tax is progressive, running from 4% at the bottom to 10.9% at the top. The layer that makes 'New York taxes' notorious is the New York City resident income tax, and it does not exist here: the Department of Taxation and Finance publishes local income tax rate schedules for New York City and Yonkers only. Sales tax in Albany County is 8% — the 4% state rate plus a 4% county rate, which is lower than Erie County's 8.75% and New York City's 8.875%. Property tax is the heavy part of the bill upstate, offset by the STAR school tax relief programme, which a new homeowner has to register for themselves.

What to know before you go
There is no city income tax here — that is New York City, and only New York City
CriticalNew York State's income tax applies in full, progressive from 4% to 10.9%. But the local income tax everyone means when they say 'New York taxes' is levied in exactly two places in this state: New York City and Yonkers. Albany levies none and neither does Albany County. Someone comparing an Albany offer against a Manhattan one on a single 'New York tax' number is out by several percentage points of income, and it is the most common mistake made about this state.
Check the Residential Occupancy Permit before you sign anything
CriticalEvery rental dwelling in the City of Albany must hold a current Residential Occupancy Permit, issued by the Department of Buildings and Regulatory Compliance after an inspection and valid for two years. The city publishes them through a public self-service portal, so you can look up an address yourself before viewing. This is not a formality: no eviction action may be commenced without producing the current ROP to the court, so a landlord letting an unpermitted unit is in a materially weaker position than one who is not.
Albany opted into Good Cause Eviction — the first city in New York outside NYC
ImportantAlbany's Common Council opted into the state's 2024 Good Cause Eviction law, and the mayor signed it that July. In practice it means a tenant is entitled to a renewal lease unless the landlord can establish one of nine statutory grounds, and that the expiry of a lease is not by itself a reason to evict. It also caps what counts as a reasonable rent increase — the state's threshold treats an annual increase above the lower of 10%, or 5% plus CPI, as presumptively unreasonable.
Every car is inspected every year, for safety and emissions both
ImportantNew York requires a safety inspection every twelve months at a DMV-licensed station, and most vehicles need an emissions inspection on the same annual cycle. There is no biennial option and no county in which it does not apply. Someone arriving from South Carolina or Arkansas, which inspect nothing at all, meets a real mechanical bill in their first year on a car that passed everything back home — the standard is different, not just the calendar.
Check the Essential Plan before buying anything on the marketplace
ImportantNew York runs its own exchange, NY State of Health, and it carries a tier most states simply do not have: the Essential Plan, a Basic Health Program for people above the Medicaid income line but on a modest income, with no monthly premium and low out-of-pocket costs. One application on NY State of Health screens you for Medicaid, Child Health Plus, the Essential Plan and a subsidised commercial plan at once. Newcomers on a part-year or entry-level income routinely buy a plan they never needed, because nothing in the national explainers mentions it.
Property tax, not income tax, is where New York takes it upstate
ImportantAlbany's income tax picture is much friendlier than the state's reputation, but the combined city, county and school property tax burden is high by national standards. That is what the STAR school tax relief programme exists to blunt, and for a new homeowner it arrives as a credit you must register for with the state — not with the city, and not by your closing attorney. People lose a year of it routinely.

The NanoTech Complex is 1.65 million square feet across six buildings, with 300mm wafer cleanrooms and the world's first EUV Alpha Demo Tool from ASML. Thirty minutes north, GlobalFoundries runs the most advanced fab of its kind in the United States. This is the reason 'Tech Valley' is not purely a slogan.

Albany Med is the region's academic medical centre, its medical school and its only level I trauma centre, so tertiary care does not mean a drive to New York City. Regeneron's manufacturing campus across the river in Rensselaer has grown into one of the largest biologics sites in the country.

Port of Albany-Rensselaer, Albany International Airport, Amtrak Albany-Rensselaer, CSX
The Port of Albany is the head of navigation on the Hudson for ocean-going vessels and has taken on offshore wind component manufacturing. Albany-Rensselaer is one of the busiest Amtrak stations in the country, which is what makes a New York City day trip a genuine option rather than a theory.

Empire State Plaza & the New York State Capitol
Landmark · Downtown, above State Street
Rockefeller's marble government city — four agency towers, a reflecting pool, The Egg, and a 19th-century Capitol built over 32 years by three sets of architects who could not agree.
Local tip: Take the free tour of the Capitol for the Million Dollar Staircase, then go up the Corning Tower observation deck, also free, for the best view of the Hudson valley and the Helderbergs. The underground concourse holds one of the largest public modern art collections in the country and is how locals cross the Plaza in January.
Washington Park & Lark Street
Neighborhood · Center Square, west of downtown
An Olmsted-influenced 81-acre park ringed by brownstone rowhouses, with the city's best bar and restaurant street running along its eastern edge.
Local tip: Come in the second week of May for the Tulip Festival, which is Albany's Dutch inheritance taken entirely seriously — the beds are planted the previous autumn with bulbs from the Netherlands.
John Boyd Thacher State Park
Nature · The Helderberg escarpment, 25 minutes west
Six miles of limestone cliff along the Indian Ladder Trail, with 400-million-year-old fossil beds in the rock face and the whole Hudson-Mohawk valley below.
Local tip: The Indian Ladder Trail runs beneath the overhanging cliff and behind two waterfalls; it closes from November to May for ice. Go on a clear autumn afternoon and you can see the Green Mountains and the Catskills at once.
USS Slater
Culture · Moored on the Hudson at Broadway
The last destroyer escort afloat in America, restored to her 1945 configuration and moored a five-minute walk from downtown.
Local tip: The volunteers who run her are the point — many are veterans, and the below-decks tour is far better than the ship's modest exterior suggests.
Albany Institute of History & Art
Culture · Washington Avenue, downtown
Founded in 1791, one of the oldest museums in the United States, holding the Hudson River School painters and a permanent Ancient Egypt collection including two mummies.
Local tip: The Hudson River School rooms are the reason to go: these landscapes were painted an hour up the river from here, and you can drive to the viewpoints afterwards.
The Mohawk-Hudson Bike-Hike Trail
Hidden gemNature · Along the Hudson from the Corning Preserve, and west along the Mohawk
A paved rail-and-canal trail running from downtown Albany out along the Erie Canal corridor towards Schenectady, part of the state's Empire State Trail.
Local tip: Start at the Corning Preserve boat launch below the Plaza and ride north — within twenty minutes you are past the city and on the old canal towpath, and it connects into the Empire State Trail all the way to Buffalo if you have the legs.
