Residence permit (ikamet) & foreigner ID (YKN)

Most Western nationals enter Türkiye visa-free for 90 days in any 180; anything longer needs a residence permit (ikamet izni), applied for online through e-İkamet and completed in person at the Adana İl Göç İdaresi Müdürlüğü. The national rules apply unchanged. What is different here is the geography of the closed-mahalle rule, and it is different in a way that catches people badly. The Göç İdaresi list names 75 closed mahalles in Adana province — more than in Istanbul — of which 28 are in Seyhan and 27 in Yüreğir, the two districts that make up most of the city. Yet only 6,905 people in the entire province hold a residence permit. The explanation is that the closures were driven by a different population: 170,773 Syrians registered under temporary protection, 6.96% of everyone living in the province. The announcement closes a neighbourhood to temporary-protection registration, international-protection registration and residence permits in a single stroke, so a rule that has nothing to do with you constrains you completely. On approval you receive a Yabancı Kimlik Numarası (YKN), an 11-digit ID starting 99, which is the master key to a bank account, tax number, SIM, healthcare and e-Devlet.

Total cost
Two official charges, both published by Göç İdaresi and both re-set every January. The document fee (belge bedeli) is 964.00 TL for 2026, set by the Muhasebat Genel Müdürlüğü tebliğ in Resmî Gazete No. 33117 of 24 December 2025, and NO nationality is exempt from it. The permit fee (harç) is set on a reciprocity basis and therefore differs by passport: the published 2026 baseline is 348.10 TL per day for the first month (not less than 653.70 TL nor more than 3,359.90 TL) plus 2,232.30 TL for each subsequent month, while Czechia, Denmark, Ireland, Kosovo, Nepal, Sri Lanka, Syria, Turkmenistan, KKTC and Palestine are exempt from the harç entirely. Check your own nationality against the official table. Employer-sponsored staff usually pay little or nothing directly. Add insurance at roughly 100-250 USD/year and a notarised lease at 50-100 USD.

    Check the mahalle BEFORE you view anything — in Adana this is the step that fails

    Download the closed-neighbourhood spreadsheet from the Göç İdaresi announcement and search it for the exact mahalle, not the district. Seyhan carries 28 closures and Yüreğir 27, with five more in Çukurova, eight in Karataş, three in Yumurtalık, two in Sarıçam and one each in Ceyhan and Kozan. Because so much of the core city is affected, an otherwise perfect, cheap, central flat being unregisterable is a likely outcome here rather than an unlucky one. Ask the landlord or emlakçı for the full address including the mahalle at first contact, and check it before you spend an afternoon viewing.

    If an employer is sponsoring you, let the work permit lead

    Most foreign professionals in Adana are here on employer-sponsored work permits — the industrial estates, the Ceyhan energy corridor, the university and the hospitals are the main sponsors. In that case your employer lodges the work-permit application with the Ministry of Labour and Social Security, and an approved work permit carries residence rights, so you do not file a separate short-term ikamet.     Apply on e-İkamet and attend the Adana appointment

    Create an account at e-ikamet.goc.gov.tr, complete the form, upload documents and pay the fees; the system assigns an appointment at the Adana Provincial Directorate of Migration Management. Attend with your passport and a copy, biometric photos, the printed form, insurance policy, lease, proof of funds and every fee receipt. Bring more photocopies than you think you need — 'evrak eksik', a missing document, is what sends people away for a second appointment, and with far fewer residence-permit cases here than on the coast the appointment cadence can be slower to recover from a bounce.

    Receive the card and YKN, then unlock everything else

    On approval the permit card is printed and posted by PTT to your registered address, carrying your Yabancı Kimlik Numarası (YKN) — 11 digits starting with 99. With the YKN you can open a bank account, get a tax number, register a SIM, book through the health system and create an e-Devlet account (verify the password in person at a PTT branch). Institutions ask for the number far more often than for the card itself.

Things most newcomers don’t know

Adana has more closed mahalles than Istanbul, and fewer residence-permit holders than a mid-sized Turkish town.

Seventy-five closures against Istanbul's fifty-four, in a province with 6,905 permit holders. Those two numbers only make sense together once you know the list is not about permit holders at all — it is about a 170,773-strong temporary-protection population, 6.96% of everyone here. The rule closes the neighbourhood to all three registration types at once. Nobody arriving on a work permit expects to be constrained by a Syrian resettlement measure, and that is exactly why it catches people.

Most of the city you would want to live in is in the two most-restricted districts.

Seyhan is the historic centre and the commercial core; Yüreğir is the large district across the river. Between them they carry 55 of the 75 closures. Çukurova, the newer and greener western district where most incoming professionals end up, carries five. That makes Çukurova the practical default here — not because it is nicest, but because it is where a registerable address is most likely.

If a company is hiring you, the work permit carries residence — do not file a separate ikamet in parallel.

An approved work permit issued by the Ministry of Labour and Social Security confers the right to reside, so the employer-led route replaces the self-filed short-term permit rather than sitting alongside it. People who start an e-İkamet application 'to be safe' while HR files a work permit end up with two conflicting files and a slower outcome. In Adana, where the great majority of foreign professionals are sponsored, this is the normal path rather than the exception.

Every foreign mission accredited to Türkiye is in Ankara, with consulates concentrated in Istanbul and a handful on the coast. If your file needs a home-country police certificate, an apostille or a consular attestation, that is a trip of roughly 500 km. Build it into the timeline rather than discovering it at the counter.

Common mistakes to avoid

  • Viewing flats in Seyhan or Yüreğir without checking the mahalle first — with 55 closures between them, this is the likeliest way an application fails here.
  • Assuming the closed-mahalle rule is about Western foreigners and therefore does not apply to your address.
  • Filing a self-service e-İkamet application while your employer is separately filing a work permit.
  • Assuming the fee you read in a blog is yours — the harç is set by reciprocity and varies by nationality, and both charges are re-set every January.
  • Letting the 90-day visa-free window lapse before lodging the application, or overstaying and triggering a fine and re-entry ban.
