The Göç İdaresi closed-neighbourhood spreadsheet lists 75 mahalles in this province against Istanbul's 54, İzmir's 27 and Antalya's 10. Twenty-eight are in Seyhan and twenty-seven in Yüreğir — the two core urban districts, which is to say most of the city you would actually rent in. Five more are in Çukurova and two in Sarıçam. A lease inside a closed mahalle cannot be registered as your residence-permit address, so in Adana, more than anywhere else in this set, the mahalle check comes before the viewing rather than after.

Only 6,905 people in the whole province hold a residence permit. The reason 75 neighbourhoods are closed is that Adana hosts 170,773 registered Syrians under temporary protection — 6.96% of everyone living here, one of the highest shares in Türkiye. The single announcement closes a neighbourhood to temporary-protection registration, international-protection registration AND residence permits at once. So the constraint you will hit has almost nothing to do with people like you, is invisible in any expat forum, and is absolutely binding. Read the official list, not the anecdotes.

AFAD lists Adana among the eleven provinces struck by the 6 February 2023 Kahramanmaraş earthquakes, and buildings came down in the city itself despite the epicentres being well to the north-east. Adana sits in the influence of the East Anatolian Fault system, and a great deal of its housing stock predates the modern code. Ask for the yapı ruhsatı date, ask whether the building has been retrofitted (güçlendirme), ask what floor you would be on, and favour post-2000 construction. It is the most consequential question you can put to a landlord here and it outranks everything else on your list.

Lira inflation is high enough that a rent agreed in TRY is a different rent in real terms within months. Keep savings in USD or EUR in a döviz sub-account and convert only what you're about to spend. Central exchange offices (döviz) beat bank counters, and both beat anything at a transport terminal.

MGM's 1929-2025 normals give Adana an average August high of 34.8°C and a record of 46.7°C, and the Çukurova's humidity removes the relief that dry Anatolian heat allows. Practically: air conditioning runs from roughly May to October and the electricity bill is a real monthly cost, shaded aspect and insulation matter more than the view, and the city genuinely reorganises itself around the dark — shops, parks and restaurants fill up at nine in the evening. If you come from a cool climate, treat your first July as a thing to plan for.

With under 7,000 residence-permit holders in a province of 2.3 million, Adana has no expat infrastructure to speak of: very little English outside Çukurova Üniversitesi and the hospitals, no international-school market worth the name, no relocation industry. Functional Turkish is not optional here in the way it nearly is in Antalya. What you get instead is one of the great food cities of the Mediterranean, a cost of living well below the coast, and a place that is entirely itself rather than a version of itself arranged for visitors.
