Entry Permit Class G2 — expatriate employee

Foreign nationals employed by a Ugandan company or organisation. The default route for someone moving to Kampala for a job in the private sector.

What you need
  • A confirmed appointment with a Uganda-registered employer, who sponsors the application
  • Academic and professional certificates, plus registration with the relevant Ugandan professional body where the role is regulated
  • Company registration documents, tax clearance and evidence the role was advertised locally
  • Interpol or police clearance from your country of residence
  • Filed on the DCIC online portal
How long it lasts
Commonly issued for up to three years and renewable, tied to the sponsoring employer and the stated activity.
Path to permanent residence
A Certificate of Residence is Uganda's permanent-residence instrument and is generally available after ten years of lawful residence, or on marriage to a Ugandan citizen, or to former Ugandan nationals. Certificates are issued for five years, ten years or for life.
Cost
Set by the Uganda Citizenship and Immigration Control (Fees) Regulations, 2021. The EAC concession is narrower than it is usually described: DCIC exempts nationals of Kenya and Rwanda from immigration fees — they must still apply for and obtain the permit — while Tanzanian nationals pay a revised work permit fee of USD 1,550 a year. It is a reciprocity arrangement between particular partner states, not a blanket East African waiver.
Processing time
Weeks once the file is complete; the local-advertising and professional-registration evidence is what delays most applications.
Worth knowing
  • You will almost certainly work on a special pass first. That is the normal Ugandan sequence and it is not a sign anything has gone wrong — but it does mean the employer must file both, and a lapse between the two is on you, not them.
  • The permit names your employer. Changing jobs means a new permit, not an amendment, and the new employer restarts the local-advertising evidence.
  • Uganda has no digital nomad or remote-work permit and none has been enacted. The nearest published instrument is the Class H ordinary-resident permit for people with an assured income from outside Uganda — but it requires an undertaking not to accept employment of any kind, which is the opposite of what a remote worker is doing. See that class below before assuming it fits.
  • If your occupation is a rare skill in agro-processing, manufacturing or the mining of selected minerals, ask about Class G3 rather than G2. It is a distinct published class for exactly that case.
  • Uganda permits dual citizenship, which makes the ten-year Certificate of Residence route and eventual registration meaningfully more attractive than the equivalent in Tanzania next door.

Special pass — the bridging instrument

Anyone who needs to be lawfully working or operating in Uganda before an entry permit issues: new hires whose permit is pending, short consultancy assignments, people changing employers, and business scouting trips.

What you need
  • A letter from the Ugandan host or employer explaining the assignment
  • Passport with adequate validity
  • Supporting documents for the underlying activity
  • Filed online through the DCIC portal
How long it lasts
Granted for an initial period of up to three months and extendable, commonly for a further period while a substantive permit application is pending. It is a short-term instrument by design.
Path to permanent residence
None. Time on a special pass is a bridge, not a foundation.
Cost
Per the 2021 Fees Regulations — considerably cheaper than an entry permit, which is part of why it is used so heavily.
Processing time
Days to a couple of weeks online.
Worth knowing
  • This is the single most useful thing to understand about working in Uganda: the special pass is expected, published and normal, so 'the permit isn't ready' is a solvable problem rather than a reason to leave and re-enter.
  • It is not a substitute for an entry permit on a long assignment. Repeated extension without a pending permit application is where people get into trouble.
  • A special pass is issued for a stated activity. Using one issued for business exploration to actually take up employment is a misuse that surfaces at renewal.

Entry Permit Class D — business and trade (the investor route)

Foreign nationals running a business or trading in Uganda, typically alongside a Uganda Investment Authority licence.

What you need
  • A registered Ugandan company with its incorporation and trading licences
  • For the UIA investment licence, minimum investment capital of USD 250,000 for a foreign investor under the Investment Code Act, 2019
  • Evidence of the capital actually brought into Uganda
  • Tax registration and clearance
  • Interpol or police clearance
How long it lasts
Commonly up to three years, renewable.
Path to permanent residence
Counts toward the ten-year Certificate of Residence route. UIA also handles applications for certificates of permanent residence for qualifying investors.
Cost
Class D sits at the expensive end of the entry-permit schedule — trade and business classes carry the highest fees in the 2021 Regulations. Get the current figure from DCIC before budgeting.
Processing time
Months, dominated by company formation, UIA licensing and evidencing capital inflow.
Worth knowing
  • USD 250,000 is the threshold for the UIA investment licence, not for the entry permit itself. They are separate applications to separate bodies and people routinely assume clearing one clears the other.
  • Uganda's thresholds are genuinely lower than most comparable markets, which is the honest reason the investor route gets recommended here. That does not make the operating environment easy — it makes the entry price low.
  • The capital must be demonstrably imported and deployed. UIA and DCIC both look at whether the business is real at renewal.

Entry Permit Class F — the professions

Shareholders of companies engaged in Uganda's listed professions — DCIC's wording. The list runs to medicine, dentistry, law, pharmacy, the civil, mechanical, electrical, mining, aeronautical and chemical engineering disciplines, accountancy, architecture, surveying and valuation, veterinary surgery, nursing and midwifery, estate agency and land agency.

What you need
  • Registration with the Ugandan professional body governing your profession — this is the real gate
  • Qualifications certified and, where required, verified
  • Company or practice registration documents where you are a shareholder
  • Interpol or police clearance
How long it lasts
Commonly up to three years, renewable.
Path to permanent residence
Counts toward the ten-year Certificate of Residence route.
Cost
Per the 2021 Fees Regulations; the professional classes are among the higher-fee categories.
Processing time
Dominated by professional-body registration, which can take longer than the permit itself.
Worth knowing
  • Professional-body registration in Uganda is a substantive process with its own examinations or assessments in several fields. Start it before, not after, the immigration file.
  • Class F is written around shareholding in a company practising a listed profession in Uganda. It is not a general freelance class, and it does not cover consulting for foreign clients from Kampala. If you are an employee rather than a shareholder, G2 is likely your class even in a regulated profession — check which one DCIC actually endorses on the permit.

Entry Permit Class G1 — NGO staff, missionaries and volunteers

Staff and volunteers of non-governmental organisations, and missionaries. In Kampala this is one of the largest expatriate categories by headcount, not a niche.

  • The organisation's valid registration and permit from the NGO Bureau
  • A letter of appointment or engagement
  • Qualifications and CV
  • Interpol or police clearance
How long it lasts
Commonly aligned to the organisation's permit and the assignment; renewable.
Path to permanent residence
Counts toward the ten-year Certificate of Residence route, though NGO postings rarely run that long in one place.
Cost
G1 sits at the low end of the entry-permit schedule — materially cheaper than the commercial classes.
Processing time
Weeks, provided the organisation's own NGO Bureau registration is current.
Worth knowing
  • Your permit depends on the organisation's NGO Bureau registration being valid. If the organisation's permit lapses, staff permits become the organisation's problem and your immigration status is downstream of it. Ask to see the current certificate before accepting a role.
  • Uganda's NGO regulation has been actively enforced in recent years, with organisations suspended for registration and reporting failures. This is a live operational risk for staff, not a paperwork footnote.
  • The concessional G1 fee reflects the activity being non-commercial. Doing paid consultancy alongside an NGO posting needs a different class.

Entry Permit Class H — ordinary residents (assured income from abroad)

People with an assured income derived from sources outside Uganda who undertake not to take employment here. DCIC's own wording for the class is exactly that, which makes it Uganda's retirement and private-means permit.

  • Evidence of an assured income sourced from outside Uganda
  • A written undertaking not to accept employment of any kind in Uganda
  • Passport, police clearance and the usual supporting documents
  • Filed on the DCIC online portal
How long it lasts
Issued as an entry permit and renewable, on the same schedule as the other classes.
Path to permanent residence
Counts as lawful residence toward the ten-year Certificate of Residence route, though the Certificate's long-stay limb also asks for a contribution to Uganda's socio-economic development, which is a harder case to make on a permit that bars you from working.
Cost

Processing time
Weeks once the income evidence is in order.
Worth knowing
  • The undertaking not to work is the whole character of this class, and it is why it is not a nomad visa in disguise. Remote work for a foreign employer is employment. Do not file Class H and then work.
  • DCIC publishes no income floor for the class. That is not the same as there being none — the officer assesses whether the income is genuinely assured.
  • This class is routinely missing from secondary write-ups of Uganda's permit system, which tend to stop at the employment and business classes. If you are retiring to Uganda, it is the one to ask about by name.

Student pass

Worth knowing
  • Employment is not authorised on a student pass.
  • EAC students are often treated on better terms than other foreign students under the Common Market Protocol, including in some cases domestic-rate tuition. This is set institution by institution rather than by a single national rule, so ask the university directly if you hold an EAC passport rather than assuming an entitlement.

Dependant's pass, spouse of a Ugandan, and the Certificate of Residence

Spouses and children of permit holders, foreign spouses of Ugandan citizens, and long-resident foreign nationals seeking permanent status.

What you need
  • Marriage certificate or birth certificates
  • The principal's entry permit, or the Ugandan spouse's proof of citizenship
  • For a Certificate of Residence, one of DCIC's three published bases: ten years of continuous residence in Uganda plus a contribution to its socio-economic development; legal marriage to a Ugandan for at least three years while living lawfully in the country; or former Ugandan citizenship since exchanged for another
How long it lasts
Dependant passes run with the principal's permit. Certificates of Residence are issued for five years, ten years, or for life.
Path to permanent residence
This is the permanent route. Registration as a citizen is separately available after ten years of continuous lawful residence for several categories, and Uganda permits dual citizenship, so naturalising does not cost you your existing passport.
Cost
Per the 2021 Fees Regulations. The Certificate of Residence is a significant one-off cost.
Processing time
Dependant passes run with the principal's file; Certificates of Residence take considerably longer.
Worth knowing
  • A dependant's pass does not carry work rights. A spouse who wants to work needs their own entry permit and their own sponsoring employer.
  • Marriage to a Ugandan does not produce instant status. DCIC's marriage limb requires the marriage to have lasted at least three years and you to have been living lawfully in Uganda over that time, and it still runs through the Certificate of Residence or registration process with its own evidential requirements.
  • Uganda Investment Authority operates a one-stop-centre channel for permanent residence applications from qualifying investors, which is a different queue from the general one.
