Residence Permit Class B (with a Labour work permit)

Foreign professionals employed by a Tanzanian-registered company or institution, in occupations where the skills are not readily available locally. This is the standard employment route into Dar es Salaam.

What you need
  • A work permit already issued by the Labour Commissioner — immigration's guidelines require this before the residence permit application, except for students, researchers, retirees and court attendees
  • An employment contract signed by both employer and employee
  • Certified academic and professional certificates; registration with the relevant Tanzanian professional body where the occupation is regulated
  • Employer's company registration, tax clearance and evidence that the post could not be filled locally
  • Certified passport copy, photographs and police clearance
How long it lasts
Two years, renewable for further two-year terms. Both instruments run on their own clocks — the work permit and the residence permit are renewed separately.
Path to permanent residence
Tanzania has no published points-based or time-based permanent residence programme for ordinary employees. Long-stay is a sequence of renewals. Naturalisation exists but is discretionary and rarely granted.
Cost
Immigration's published Class B band runs roughly USD 500–2,000 depending on the sub-category, with reduced rates for EAC citizens and diaspora applicants, plus a separate Labour work permit fee. Check the current figure on the e-services fee schedule rather than a blog — the two fees are frequently conflated into one number.
Processing time
Commonly a few months end to end, driven by the Labour Commissioner's stage rather than immigration's.
Worth knowing
  • The work permit and the residence permit are two applications to two different bodies. Approval of one is not approval of the other, and losing your job invalidates both — the residence permit is tied to the named employer.
  • Immigration's guidance is that Class B applicants should not be inside Tanzania during processing, with an exception for people changing employers, who are issued a special pass to cover the gap. Arriving on a tourist visa and 'converting' is not the designed path.
  • Tanzania is the EAC partner state that has NOT waived work permit fees for East African citizens; it reduced its fee for them instead. The concessions elsewhere in the bloc are also narrower than the phrase 'EAC waiver' suggests — Uganda, for instance, exempts Kenyan and Rwandan nationals from immigration fees but charges Tanzanians USD 1,550 a year, which is reciprocity rather than free movement. A Kenyan colleague's experience of moving to Kampala does not predict yours moving to Dar, in either direction.
  • Zanzibar administers its own immigration. If the role is based on Unguja or Pemba, the filing goes through the Zanzibar immigration office — and through ZIPA if the employer holds a Zanzibar investment incentive certificate. Dar es Salaam itself is mainland and unaffected.
  • Tanzania has no digital nomad or remote-work permit. There is no class that lets you live in Dar and work for a foreign employer, and no announced programme to write into your plans.

Residence Permit Class A — investor and self-employed

Foreign nationals investing in or self-employed through a Tanzanian business — industry, mining, agriculture, forestry, manufacturing, hospitality, IT and business services are all named sectors.

What you need
  • A work permit Class A from the Labour Commissioner (the labour Act's Class A is the investor/self-employed class)
  • Certificate of incorporation and business licences for the Tanzanian entity
  • Evidence of the investment capital actually brought in, plus company financial records
  • A business plan and evidence of benefit to Tanzania, including local employment
  • Certified passport, photographs and police clearance
How long it lasts
Two years, renewable in two-year terms.
Path to permanent residence
No published permanent-residence route. Renewal is the mechanism, and it is assessed on whether the investment is real and performing.
Cost
Immigration's Class A band runs roughly USD 500–3,000 depending on sector and applicant status, with reduced rates for EAC citizens and a distinct diaspora rate. Confirm on the current schedule.
Processing time
Several months including company formation and, where used, TIC registration.
Worth knowing
  • There are two different capital numbers in circulation and they answer different questions. The Tanzania Investment Act 2022 and its 2023 regulations set a minimum investment capital of USD 500,000 for a foreign investor to register a project with the Tanzania Investment Centre and receive a certificate of incentives. That is the incentives threshold, not the immigration threshold. Immigration assesses capital for the permit separately — ask which number your adviser is quoting.
  • The 2022 Investment Act removed the fixed cap on how many work and residence permits a registered investor may obtain, which materially changed staffing plans for foreign-owned companies. Older guidance quoting a five-permit quota is out of date.
  • The investment has to be demonstrably in Tanzania and productive. A bank balance is not an investment for these purposes and renewal is where that gets tested.
  • For an investment on Zanzibar, the application is lodged through ZIPA and the Zanzibar immigration office rather than the mainland department, and Zanzibar's own thresholds and incentive schemes apply.

Labour work permit classes A–E (the instrument that comes first)

Everyone who will work in Tanzania. Worth reading as its own route because the class letters differ from the immigration ones and choosing the wrong class stalls the whole file.

What you need
  • Class A — investors and self-employed persons
  • Class B — non-citizens holding a prescribed profession: medical and health-care professionals, oil and gas experts, and teachers and university lecturers in science and mathematics
  • Class C — non-citizens in other professions (the residual professional class, and where most expatriate hires actually sit)
  • Class D — employees of approved religious and charitable organisations
  • Class E — refugees
How long it lasts
Aligned to the employment, commonly two years, renewable. Issued by the Labour Commissioner for both the mainland and Zanzibar.
Path to permanent residence
None — the work permit authorises employment. Residence is the separate immigration instrument.
Cost
Set by the Labour Commissioner, separate from and in addition to the immigration permit fee.
Processing time
This stage is usually the long pole; budget months rather than weeks.
Worth knowing
  • Labour Class B is NOT the general employee class. It is a narrow list — health professionals, oil and gas, and science and maths teaching. Most expatriate professionals are Labour Class C, while simultaneously being Immigration Class B. Two systems, same letters, different meanings.
  • The Act is built around succession: the employer is expected to show why a Tanzanian could not do the job and, on renewal, what has been done to train a local successor. Renewals get harder, not easier, if nothing has changed.
  • The Labour Commissioner issues work permits for Zanzibar as well as the mainland, even though Zanzibar's residence permitting is separate. So the split is not clean and it catches people out in both directions.

  • Research in Tanzania carries a second permission layer through COSTECH (the Commission for Science and Technology) for many fields, and for wildlife or marine work more layers again. The immigration permit is rarely the binding constraint.
  • Class C carries no work rights. Paid work needs a work permit and a Class B residence permit.

Residence Permit Class C — retired persons, missionaries and volunteers

Retired people intending to live in Tanzania, plus missionaries, volunteers and people attending for medical treatment — all grouped in the same residual class.

  • Certified passport, photographs and police clearance
  • Retirees are exempt from the work-permit-first requirement

Worth knowing
  • This class carries no work rights of any kind, including for foreign clients. It is a genuine retirement permit, not a soft nomad route.
  • Missionaries and NGO volunteers sit in immigration Class C but may still need a Labour Class D work permit if they are engaged by a religious or charitable organisation — the exemption from the work-permit-first rule covers retirees and students, not everyone in Class C.
  • Zanzibar has marketed its own residence schemes to property buyers and retirees on distinctly different terms. Those are Zanzibar instruments and do not give you mainland residence.

Dependants and spouses

Spouses and children under 18 of permit holders, and foreign spouses of Tanzanian citizens.

  • The principal's residence permit

Endorsed to the principal's permit and renewed with it.
Path to permanent residence
Marriage to a Tanzanian citizen opens naturalisation, but Tanzania does not permit dual citizenship — acquiring Tanzanian nationality means renouncing your existing one. This is the single biggest difference from Kenya next door, which does allow it.
Cost
A per-dependant fee on top of the principal's permit — commonly quoted around USD 500 per dependant under 18 for Class A and B principals; confirm on the current schedule.
Processing time
Filed alongside the principal's application.
Worth knowing
  • A dependant endorsement carries no work rights. A working spouse needs their own work permit and residence permit.
  • The no-dual-citizenship rule is genuinely decisive for mixed families and is frequently missed by people who assume the East African norm. Check it before starting any naturalisation.
