Worth knowing

Nationality is proved rather than argued, so this route rarely fails. What it does is take a long time.
You can obtain a provisional Uruguayan cédula de identidad as a 'residente en trámite' while the file is open, and it is that card — not the residence decision — that unlocks banking, a phone contract, health cover and a rental guarantee. Ask for it at the first appointment.
Uruguay's Mercosur route is a genuine residence, not a light-touch permit: it carries full work authorisation from the outset.

A Uruguayan carné de salud — a basic health certificate obtained from a local clinic

How long it lasts: Permanent once granted. A temporary residence of six months to two years is available where the stay is time-limited.

Cost: Official fees are low by international standards; apostilles, sworn translations and a lawyer if you use one are the real cost.
Processing time: Slow and famously so — a year or more is normal and two is not unheard of. Budget for the wait rather than the timetable on any agency's website.

Worth knowing

Filing gives you standing. Once the application is admitted you can obtain a provisional cédula de identidad and live, work, bank and enrol in health cover while the file grinds on. The delay is an administrative inconvenience, not a period of limbo — which is the single most misunderstood thing about Uruguayan residence.
Uruguay has no investor residence visa. The property and investment thresholds you will read about are the DGI's grounds for TAX residence, not the DNM's grounds for legal residence, and buying property does not by itself get you a residence permit.
The carné de salud surprises people. It is a routine Uruguayan document — a short clinic appointment with basic tests — and it is required of Uruguayans for employment too. Get it early; it is not a barrier, but a missing one holds the file.
If you have read that permanent residence in Uruguay is granted by the courts, that is out of date rather than wrong. Permanent residence used to be a judicial matter decided by the Poder Judicial, and older guides, forum threads and some law-firm pages still describe filing there. Competence moved to the Dirección Nacional de Migración on 17 February 2023, and the DNM is now the single authority for temporary, permanent and Mercosur residence alike. The court route no longer exists to be chosen.
Legal residence and legal citizenship are also different institutions with different authorities — the DNM for the first, the Corte Electoral for the second. Neither of them is the DGI, which decides tax residence on its own tests. Three authorities, three unrelated files.

Residencia permanente for retirees and pensioners (Ley 16.340)

Retirees and pensioners with income from abroad who are willing to anchor capital in Uruguay in exchange for a defined, statutory route to permanent residence and a set of import concessions.

What you need

Documented retirement or pension income of at least USD 1,500 a month generated abroad
Either the purchase of a Uruguayan property intended as a residence worth at least USD 100,000, which may not be sold for ten years
Or the purchase of Uruguayan government securities with a nominal value of at least USD 100,000, held in custody at the Banco Central del Uruguay for at least ten years
Legalised or apostilled documentation of the pension and of the purchase

How long it lasts: Permanent residence.
Path to permanent residence: This is the permanent grant.
Cost: Beyond the capital commitment, official fees and legalisation costs. The concessions run the other way: duty-free import of household goods and one vehicle, which may not be sold for four years from entry.
Processing time: Months, and in line with the DNM's general pace. May be filed at a Uruguayan consulate abroad or at the DNM in Montevideo.

Worth knowing

The ten-year lock on the property or the securities is the real cost of this route, and it is rarely spelled out in the marketing. If you might want to sell in five years, the ordinary permanent residence route asks for no capital at all.
Ley 16.340 dates from 1992 and the USD 1,500 and USD 100,000 figures are nominal dollar amounts written into the statute, not indexed ones — which over three decades has made this route steadily more accessible in real terms.
This is a migration route only. It does not make you a Uruguayan tax resident and it does not by itself give you the tax holiday; those are DGI matters decided on the DGI's own tests.
And the tax holiday is not what the marketing says. The old bargain — roughly a decade of exemption on foreign income, or instead a permanent 7% flat rate — was rebuilt by Ley 20.446, the 2025–2029 budget law, with effect from 1 January 2026. The 7%-forever option is closed to anyone acquiring tax residence now. What replaced it is an exemption covering the year you acquire residence plus ten further years, but conditional every year on one of: more than 183 days in Uruguay, property above UI 12,500,000, or at least UI 625,000 a year into approved venture-capital funds. After it ends you choose between five more years at half the ordinary rate with a continuing investment, or a fixed annual IRPF payment of UI 1,875,000 for twenty years. People who elected under the old rules keep them; new arrivals cannot.
Every one of those figures is in Unidades Indexadas, not pesos or dollars, and the UI is revalued against inflation continuously. A threshold quoted to you in dollars is a snapshot with a shelf life — the tax-residence investment grounds themselves sit at UI 3,500,000 for property bought since July 2020 with 60 days' presence, and UI 15,000,000 with no presence requirement at all. Convert on the day, not from a guide.

Path to permanent residence: Not directly. It is a provisional identity permit rather than a residence. If you decide to stay, you file for temporary or permanent residence in the ordinary way, and the nomad period does not shortcut it.
Cost: A small administrative fee. The process is done entirely online without attending the DNM.
Processing time: Days to a few weeks — dramatically faster than any residence route here.

Worth knowing

The permit issues a provisional identity sheet, which is enough for a great deal of daily life but is not a cédula de identidad. Some banks and landlords will treat it differently.
Twelve months of presence is more than 183 days, which can make you a Uruguayan tax resident under the DGI's day-count test whatever your migration status says. If you are here on the nomad permit and intend to stay past six months, get the tax position advised before the calendar year ends.
This route was designed as an on-ramp to the residence process, and the government says so. Treating it as a permanent arrangement means re-applying for something that only renews once.

Path to permanent residence: Yes — temporary residence converts to permanent, and the time counts toward the citizenship clock.
Cost: Official fees, ordinarily borne by the employer for professional hires.
Processing time: Months. The provisional cédula issued while the file is open is what lets you actually start work and be paid.

Worth knowing

Free zones operate under Ley 15.921, which requires a user company to keep at least 75% of its staff Uruguayan — reduced to 50% for service activities where the nature of the business requires it, and lower only with executive authorisation. That quota, not your CV, is often what decides whether a free-zone employer can hire you.
Foreign staff working in a free zone may elect not to join the Uruguayan social security system under the same law. It changes your take-home pay and your health cover, and it is a question to settle in writing before signing, not afterwards.
Uruguayan employment law is protective and heavily unionised by regional standards, with sector-wide wage councils setting minimums. That is a benefit rather than a hurdle, but it makes salary negotiation less individual than newcomers expect.

Residence through family ties to a Uruguayan

Worth knowing

A concubinato — Uruguay's registered de facto union — must be judicially recognised to count. Living together is not sufficient on its own.
Uruguayan legal citizenship does not require renouncing your existing nationality, and Uruguay does not withdraw the original citizenship of the applicant. This makes the citizenship step less consequential here than in much of Europe.

Worth knowing

The Universidad de la República charges no tuition, which is genuinely unusual and is one of the strongest reasons to look at Uruguay for a degree. Admission requirements and Spanish proficiency are the real constraint.
Student residence carries work rights in Uruguay in a way it does not in many countries, but the employment must still be registered with BPS.
