How long it lasts: Under Decree-Law 114/2024 an ordinary residence permit may run up to five years. In practice private-sector permits are commonly issued for one to three years and renewed with the job.

Worth knowing

The residence is genuinely employer-tied. Under the 2024 law an employer must notify the authorities within two weeks of terminating you, and you have a limited window — reported at up to six months — to find another sponsor or leave.
Kuwait periodically restricts or suspends work-visa issuance for particular nationalities, and has done so repeatedly. These decisions are administrative, are not always published in English, and change without much notice. Verify your own nationality's current position before accepting an offer.
You may not work for anyone other than your sponsor. Doing so is an offence for both parties, and 'residency trafficking' — selling or exploiting a sponsorship — carries three to five years' imprisonment under Article 18 of the new law. Note the collision of vocabulary: 'Article 18' as an everyday word means a private-sector residence; Article 18 of Decree-Law 114/2024 is the trafficking prohibition.
Absence of more than six months from Kuwait cancels the residence unless the Ministry has approved it in advance. Property owners, investment-based residents and children of Kuwaiti women are excepted.
The age rules moved in your favour recently, and most guides have not caught up. Kuwait had barred or heavily penalised work-permit renewal and transfer for foreign workers aged 60 and over who held no post-secondary qualification — a KD 250 annual fee plus a compulsory private health policy under Public Authority of Manpower decision 294/2023. That requirement was revoked, and over-60 non-graduates now renew and transfer on ordinary terms. The 21-to-60 age band that is still in force applies to domestic-worker visas, not to professional employment.

Government-sector work residence (the 'Article 17')

Foreigners employed directly by a Kuwaiti ministry, public authority or state university — doctors in government hospitals, academics at Kuwait University, engineers in public bodies.

Appointment by a government entity, which acts as sponsor
Attested and legalised qualifications, usually with professional licensing where the role is regulated
Medical examination and fingerprinting after arrival
Civil ID registration with PACI

How long it lasts: Tied to the government contract and renewed with it.
Path to permanent residence: None, on the same terms as the private sector.
Cost: Borne by the sponsoring entity.
Processing time: Often slower than private-sector hiring because it runs through a ministry's own establishment process.

Worth knowing

Government sponsorship carries different practical entitlements from private sponsorship — access to public healthcare, housing allowances and the ease of sponsoring dependants can all differ. Ask specifically rather than assuming the private-sector experience transfers.
Moving between a government sponsor and a private one is a transfer of residence category, not a simple job change, and is subject to its own conditions.

Family / dependant residence

Cost: Per-dependant residence and health-insurance fees, plus attestation costs abroad.
Processing time: Weeks after your own residence and Civil ID exist.

Worth knowing

Kuwait has applied both salary floors and university-degree conditions to who may sponsor family, and has tightened and loosened them repeatedly. Where that has landed: the floor is KD 800 a month, set by Ministerial Resolution 56/2024 in January 2024, and the university-degree condition that accompanied it was dropped by an amendment in July 2024 — a non-graduate earning KD 800 may now sponsor. Limited discretionary exceptions exist for young children and for children born in Kuwait, and certain professions are exempted from the salary test entirely.
Age limits apply to sponsoring sons, who typically age out of dependant status in their late teens or early twenties and must then find their own sponsor or leave. Daughters are treated differently. This surprises families who assumed children could stay indefinitely.
A tenancy contract in the sponsor's own name is normally required, which links your housing decision to your family's residence.

Worth knowing

Kuwait has no 'golden visa' in the UAE, Saudi or Bahraini sense — no property threshold, no deposit route, no talent nomination. Comparisons that lump Kuwait in with its neighbours' investor programmes are wrong.
Ownership of Kuwaiti real estate by foreigners is tightly restricted, so the property-owner residence routes common elsewhere in the Gulf are not available in the same way. The 2024 law does allow up to ten years for property owners, but who may own at all is the binding constraint.
Kuwait has no digital-nomad or remote-work visa, and no freelance permit. Working remotely from Kuwait on a visit visa is not a residence route.
