Temporary residence permit for employment

The mainstream route: a non-EU national with a Latvian employer. EU, EEA and Swiss citizens need none of this — they register a certificate of registration with the PMLP after 90 days and are treated as domestic workers throughout.

What you need
  • A signed employment contract with an employer registered in Latvia
  • The vacancy registered with the State Employment Agency (NVA) for a set period before the offer can go to a third-country national, unless an exemption applies
  • Gross salary at least the coefficient of the national average gross wage set for your occupation — around €1,815/month against the general figure in 2026, with lower sector coefficients in construction, transport, hospitality, manufacturing and agriculture
  • Proof of accommodation in Latvia and valid health insurance
  • A tuberculosis health certificate and a criminal record certificate from your country of residence
How long it lasts
Normally issued for the term of the contract, up to 5 years, and renewable. A residence card is collected from the PMLP in Latvia after approval.
Path to permanent residence
EU long-term resident status after 5 years of continuous legal residence, which requires Latvian at A2 level and proof of stable income. Latvian citizenship needs 10 years and a considerably harder language and history examination — the language step, not the paperwork, is what people underestimate.
Cost
State fees are tiered by speed: roughly €100 for the standard 30-day track, with expedited 10-working-day and 5-working-day tracks costing progressively more. Confirm the current schedule with the PMLP — the fee table is revised.
Processing time
Typically 30 days on the standard track; 10 or 5 working days on the paid expedited tracks.
Worth knowing
  • The salary floor is a multiple of the average gross wage published by the Central Statistical Bureau, not a fixed euro figure, and it is revised annually — a 2024 number quoted by a recruiter is not the number your file will be assessed against.
  • Sector coefficients matter. Several industries whose average pay sits below the national average carry a lower floor, so the same job title can face a different threshold depending on the employer's registered activity.
  • The permit is tied to the employer and the specific job. Changing either normally requires a new application, not a notification.
  • Latvia has no separate 'work permit' document for most cases — the right to work is written into the residence permit itself, which is why the employer's paperwork gates the whole thing.

EU Blue Card

Graduates and experienced specialists in higher-paid roles who want EU-wide mobility and a faster route to long-term residence than the ordinary employment permit gives.

What you need
  • A higher-education qualification, or — for ICT roles — recognised professional experience in place of a degree under the recast Blue Card directive
  • An employment contract of at least six months with a Latvian employer
  • Gross salary at 1.5× the national average gross wage, or 1.2× where the occupation is on Latvia's shortage list — approximately €2,723 and €2,178 per month respectively on 2026 figures
  • Health insurance and proof of accommodation

Issued in line with the contract, commonly up to 4 years, and renewable.
Path to permanent residence
Counts toward EU long-term resident status at 5 years, and Blue Card holders can aggregate periods spent in other EU member states — the main practical advantage over the national permit.

In line with the employment permit's tiered state fees; expedited processing costs more.

Usually within 30 days; expedited tracks are available.
Worth knowing
  • Both thresholds are coefficients of the average gross wage, recalculated annually. The 1.2× shortage-occupation figure is the one most people miss — check whether your occupation is on the list before assuming you need the higher salary.
  • Latvia's Blue Card floor is materially lower than Estonia's, which makes it a genuine option for mid-senior engineers priced out of the Estonian threshold.
  • Below the Blue Card floor there is no partial qualification. The ordinary employment permit is the route, with its own (lower) salary test.

Start-up residence permit (innovative product creation)

Founders of an innovative, scalable technology business who want to build it in Latvia — the cheapest serious route into the country, and the one that asks for a plan rather than capital.

What you need
  • A business idea assessed as innovative and scalable; evaluation runs through the Investment and Development Agency of Latvia (LIAA)
  • Registration as a board member of a Latvian capital company incorporated no more than a year earlier — this can be done within three months after the permit decision
  • Subsistence funds of at least €500 per month for yourself, €500 per accompanying adult and €150 per accompanying minor
  • Health insurance, accommodation and a clean criminal record
How long it lasts
Up to 3 years, with extension granted on an annual progress report rather than a further capital test.
Path to permanent residence
Counts toward EU long-term resident status at 5 years, subject to the A2 Latvian requirement.
Cost
State fee for the residence permit only — no minimum investment is required. Budget for company registration and accounting on top.
Processing time
The permit follows the ordinary PMLP timetable once the business assessment is done; the assessment stage is the variable.
Worth knowing
  • No investment is required and none is required at renewal either — what is assessed is whether the product is genuinely innovative. A consultancy, a trading company or a services business will not qualify however profitable it is.
  • Up to five founders can be covered by a single qualifying start-up, which makes this a workable route for a small founding team rather than a solo applicant only.
  • Sending the idea to LIAA for a view before filing is not mandatory but is strongly advisable — a rejection at the innovation stage costs the whole application.
  • The company must exist, or be created within three months of the decision. This is not a permit you can hold while deciding whether to incorporate.

Residence permit on the basis of investment

Investors who want residence tied to capital rather than to a job or a business they will run day to day. Latvia's programme is the oldest in the Baltics and has been narrowed repeatedly since it opened in 2010.

What you need
  • One of the statutory investment forms — subordinated liabilities with a Latvian credit institution of at least €280,000 for a term of at least five years is the form the PMLP sets out most explicitly, and carries a one-off €25,000 state fee payable on receipt of the first permit
  • Other statutory forms exist (share capital in a Latvian company, government bonds, immovable property) with their own amounts and conditions — verify the current figures directly with the PMLP
  • Subsistence of €500 per month for the applicant, €500 per accompanying adult and €150 per accompanying minor
  • Health insurance, accommodation and a clean criminal record
How long it lasts
Temporary residence permit, renewable while the investment is maintained. The subordinated-capital form requires a five-year term.
Path to permanent residence
Counts toward EU long-term resident status at 5 years, with the A2 Latvian requirement applying as it does to every other route.
Cost
The investment itself, plus a one-off €25,000 state fee for the subordinated-capital form, plus the ordinary permit fees. This is the most expensive way into Latvia by a wide margin.
Processing time
Standard PMLP timelines apply once the investment is documented; the banking or corporate step is usually the bottleneck.
Worth knowing
  • This is the highest-risk area of Latvian immigration for out-of-date information. The programme has been tightened more than once and the amounts circulating on advisory sites are frequently superseded. Read the PMLP's own investments page before committing anything.
  • It is a residence route, not a citizenship route. There is no accelerated naturalisation, and the ordinary 10-year citizenship requirement with its language and history exams still applies.
  • The property option has fallen out of favour under EU-level scrutiny of property-based residence schemes, and its terms have changed more than the other forms.
  • If your business is genuinely innovative, compare this against the start-up permit first — that route asks for a business plan and €500 a month rather than six figures of capital.

Long-stay (D) visa for remote work

Remote employees and self-employed people working for an employer or business established in an OECD member state, who want to live in Latvia without changing who pays them.

What you need
  • Employment by, or self-employment established in, an OECD member state — this is the gating condition and it excludes a great many nationalities' home-country arrangements
  • For employees: a document from the OECD state's tax or social insurance authority confirming current employment, plus an employer statement confirming at least six months of prior employment with them and permission to work remotely
  • Income at 2.5× the previous year's Latvian average monthly gross wage — the PMLP's own worked example is approximately €4,213 per month for employees; the self-employed test is applied to income earned over the preceding six months
  • Health insurance valid for the whole period and proof of accommodation
How long it lasts
A long-stay visa for up to one year, with a further year available on the same conditions — two years is the practical ceiling.
Path to permanent residence
None. This is a visa, not a residence permit, and it does not build toward EU long-term resident status. Treat it as a defined stay rather than a first step.
Cost
Long-stay (D) visa state fee, plus the cost of assembling the OECD-authority documentation, which is the real expense.
Processing time
Ordinary long-stay visa timelines; the six-month employment evidence is usually what delays a file.
Worth knowing
  • The visa carries no right to work in Latvia. Taking on a Latvian client or employer is outside its terms.
  • The income test is a coefficient of the Latvian average gross wage — 2.5× — recalculated annually, so the euro figure moves every year. Verify it on your filing date rather than trusting a published number.
  • The OECD condition catches people out. It is your employer's or your business's country of establishment that must be an OECD member, not your nationality.
  • Spending more than 183 days in Latvia in a calendar year, or having your centre of vital interests here, makes you a Latvian tax resident regardless of the visa — so a full-year stay acquires Latvian tax consequences without any residency credit.

Temporary residence permit for study

Students admitted to a Latvian higher education institution — Riga has a large English-taught intake, particularly in medicine, business and engineering.

  • Admission confirmed by a Latvian accredited institution, which issues the supporting documentation
  • Proof of sufficient funds for the period of study
  • Health insurance, accommodation and a tuberculosis health certificate

Granted for the academic year and renewed as studies continue.

Study counts toward EU long-term resident status, though many member states count student time at a reduced rate — confirm with the PMLP before planning around it. Graduates may stay on to seek work.

Worth knowing
  • Study permits allow limited employment, but the hours are capped — check the current limit rather than assuming full-time work is available alongside a degree.
  • Riga Stradiņš University's English-taught medical programme draws a large international cohort, which makes autumn the tightest month of the year for rented rooms in Riga.
  • An English-taught degree does not advance you linguistically toward permanence: EU long-term residence in Latvia still requires Latvian at A2.
