Temporary residence for work
Anyone coming to North Macedonia to work for a Macedonian employer, and the main route into the country. Work is the first item on the Ministry of Foreign Affairs' list of grounds for temporary residence, and the permit is issued by the Ministry of Interior with an opinion from the Employment Agency behind it.
- An employment relationship with an employer in North Macedonia
- An opinion from the Employment Agency on the labour-market position; since the 2025 amendments the file must include proof that a request for employment mediation was filed with the Agency no more than 30 days earlier
- A passport valid beyond the requested period
- Proof of accommodation and of means of support
- Health insurance valid in North Macedonia and a certificate that no criminal proceedings are pending
- Foreign documents translated into Macedonian by a court-appointed translator and apostilled or legalised
- How long it lasts
- Granted for the period of the underlying employment and renewed against a separate checklist — the Ministry publishes 'first application' and 'extension' document lists side by side for the employment ground.
- Path to permanent residence
- Permanent residence after five years of continuous residence in North Macedonia on approved temporary residence, under the Law on Foreigners. The permanent-residence document costs MKD 6,150 since April 2025.
- Cost
- MKD 4,000 for the temporary-residence document since 10 April 2025 — about EUR 65 — raised from MKD 190. The larger real cost is sworn translation, apostille and certification of every foreign document.
- Processing time
- Weeks rather than days once the file is complete. The Ministry does not publish a statutory decision deadline on its foreigners page, and assembling and certifying documents abroad normally takes longer than the decision.
Worth knowing
- There is no EU Blue Card and no EU single permit here. North Macedonia is a candidate country and none of the EU directives apply, so time on this permit builds no EU long-term-resident clock anywhere.
- The permit covers the purpose it was granted for and nothing else. Changing employer or starting a business is a new application, not a variation.
- Strategic-project work is carved out. The 2025 amendments allow temporary residence for work on a strategic project defined by special law regardless of quota use or labour-market need, and without an Employment Agency opinion — the provision that was written around the Corridor 8 and 10d motorway programme. If your employer is inside that regime your route is materially shorter than the standard one; if it is not, do not assume the shortcut applies.
- The Ministry of Interior's foreigners pages, fee schedule and checklists exist only in Macedonian and Albanian, and the checklists are scans. Budget for a Macedonian-speaking helper at the counter stage.

Temporary residence through property ownership (EU/OECD residents)
Residents of an EU or OECD member state who buy residential property in North Macedonia. The threshold is EUR 40,000, which is the cheapest property-linked residence ground in Europe — and the eligibility condition is narrower than the price suggests.
- Residence in an EU or OECD member state — this is keyed to where you are resident, not to your nationality alone
- Acquired ownership of an apartment, apartment building or house in North Macedonia worth at least EUR 40,000, under the conditions laid down in law
- A passport valid beyond the requested period
- Proof of means of support and health insurance
- A certificate that no criminal proceedings are pending, and the address report to the police
- How long it lasts
- Granted as temporary residence and renewed on the same basis while the ownership and the other conditions hold.
- Path to permanent residence
- Counts towards the five years of continuous temporary residence needed for permanent residence.
- Cost
- The property itself, plus transfer tax and cadastral registration, plus MKD 4,000 for the residence document. Property taxes are administered by the municipality, not by the Public Revenue Office.
- Processing time
- Weeks once ownership is registered in the cadastre. Registering the purchase is the slow half, not the immigration file.
Worth knowing
- Read the eligibility test carefully. The Ministry of Foreign Affairs frames this as a route for 'a foreign resident of an EU or OECD Member State' — a non-EU, non-OECD resident buying the identical flat does not qualify, and the marketing around this route rarely says so.
- It is a residence ground, not a work permit. Temporary residence covers only the purpose it was granted for, so this does not authorise employment or self-employment in North Macedonia.
- Foreign ownership of Macedonian real estate is subject to reciprocity conditions for some nationalities, and agricultural land is treated separately from residential. Check your nationality's position before signing anything.
- EUR 40,000 buys real property in Skopje but the threshold is a floor, not a target: the ownership must be genuine and registered, and the route is assessed against the law's conditions rather than against the price paid.

- MKD 4,000 for each residence document, plus legalisation and sworn translation of the civil-status documents — which for a marriage or birth certificate issued abroad is usually the larger bill.
- Processing time
- Weeks once the civil-status documents are certified. Getting an apostille from the issuing country is normally the bottleneck.
Worth knowing
- Family residence does not automatically carry the right to work. Temporary residence covers its granted purpose; an accompanying spouse who wants a job needs the work ground in their own right.
- The Ministry publishes different document checklists for marriage and for family reunion, and separate ones again for first application and extension. They are not interchangeable — pull the right PDF for the right ground.
- There is a distinct ground for a person of Macedonian origin and for a child of a foreigner born in North Macedonia. Diaspora applicants routinely file under general family reunion when the origin ground would fit better; ask which the Section for Foreigners considers appropriate before you assemble the file.

- Weeks once the enrolment document is in hand.
Worth knowing
- Student residence does not carry work rights. Working alongside study needs its own authorisation, and the permit covers only its granted purpose.
- A Macedonian degree sits outside the EU's automatic recognition arrangements, because the country is outside the EU. If the plan is to work in the EU afterwards, check recognition in the destination country before enrolling, not after graduating.
- Volunteering and scientific research are their own grounds, not sub-cases of study. Filing under the wrong one means the wrong checklist and a returned file.

- Registration with the Central Register as a sole trader or company, and a tax number from the Public Revenue Office
- A Macedonian bank account, denar and usually foreign-currency alongside it
- Monthly contribution filings, and confirmation of the pre-filled annual return between 30 April and 31 May
- How long it lasts
- Open-ended while registered and compliant. The permit underneath it is what expires, not the registration.
- Path to permanent residence
- Nothing by itself. Permanence comes from five years of continuous temporary residence, not from the business registration.
- Cost
- Registration fees are small. The material cost is social contributions: 28% of the base, with a floor of the full average national wage for self-employed people — noticeably higher than the 50%-of-average floor that applies to employees. Income tax on top is a flat 10%.
- Processing time
- Business registration is a matter of days. The residence ground underneath it is the slow half.
Worth knowing
- Anyone describing a 'North Macedonia digital nomad visa' is describing this registration, or the EUR 40,000 property route, under a marketing name. Neither is a nomad visa and the Ministry publishes no such ground.
- The self-employed contribution floor is a full average wage, so a low-earning freelancer pays contributions on income they have not made. Model that before assuming the 10% headline rate is the whole story.
- Tax residence and immigration residence are different questions. Residents are taxed on worldwide income and non-residents only on Macedonian-source income — establish which you are with the Public Revenue Office before your first annual return.
- North Macedonia is outside the EU, so none of this interacts with EU VAT rules the way an EU freelancer's would. Cross-border invoicing needs Macedonian advice, not European advice.

- The point of the arrangement is to remove the work-permit barrier rather than to reduce the residence fees, which are unchanged.
- Processing time
- Not published on the Employment Agency's page.
Worth knowing
- This is the weakest-documented route on this page and it is flagged as such deliberately. The Employment Agency confirms the instruments exist and names them, but does not publish the operative detail — which document you present, to whom, and what it entitles you to. Confirm directly with the Agency before relying on it, and do not assume a news report of the initiative describes current practice.
- Open Balkan is an initiative among three states, not a treaty of the six Western Balkan economies. Montenegro, Bosnia and Herzegovina and Kosovo are not parties to it, and their citizens use the ordinary work route.
- Free labour-market access is not free movement in the EU sense and confers nothing towards EU status. It is an arrangement between three non-EU states.
