Cost: The ONEMO side is the part with figures attached: XAF 110,000 for the provisional employment authorisation, plus a XAF 1,000 fiscal stamp and a XAF 500 stamp for the work card. Neither the entry-visa tariff nor the residence-card tariff is published on a Congolese government page we could read, so budget those conservatively, ask the issuing office for its schedule in writing, and refuse to pay anything without an official receipt. Non-CEMAC nationals should also budget the repatriation bond, which is a deposit rather than a fee.
Processing time: Not published. Plan on weeks at the embassy for the visa, weeks more for the ONEMO authorisation, and several in-person visits for the residence card after arrival. Employers with a regular expatriate intake — the oil operators and services companies at Pointe-Noire especially — run this as a routine; a first-time employer does not, and their learning curve becomes your status.

Worth knowing

The Surveillance du Territoire cannot make you legal to work and ONEMO cannot make you legal to stay. You need both files, and starting work while 'the papers are being sorted' exposes your employer as well as you.
There is no visa on arrival for ordinary travellers and no general e-visa. The visa is obtained at a Congolese embassy or consulate before you fly, and without it you will not board.
The repatriation bond applies to non-CEMAC nationals and is the item people are least prepared for. Nationals of Cameroon, the Central African Republic, Chad, Equatorial Guinea and Gabon are in a different regime and should check the community rules rather than this route.
Renewal is subject to a police or gendarmerie enquiry, which makes it slower than the first grant rather than faster. Start three months out.
There is a tax fork here worth more than any fee on this page: PwC records a flat 20% rate on salaries for duties performed in Congo by foreign employees seconded for limited periods, against progressive bands rising to 40% for a local hire. Which one applies is decided by how the contract is structured before you arrive.
Carry a colour copy of the passport with the visa entry stamp at all times, and a copy of the residence card once you have one. Checkpoints are frequent and poorly marked; stay in the vehicle and show documents through a closed window.
Everything here describes Brazzaville and Pointe-Noire, where the departmental administrations function normally. It does not describe the Pool corridor between them, where the FCDO advises extra care and warns that clashes could resume with little or no notice.

Carte de résident on your own activity (patente / business licence)

Foreigners who want to live in the Republic of the Congo on their own account rather than on a Congolese employer's — traders, consultants, people running a registered Congolese business, and the faith-sent workers the residence file still handles through the same counter. The residence card is a single instrument; what changes between applicants is the document that establishes why you are here.

What you need

A business licence or equivalent registration establishing your activity in Congo — this is the document that stands in place of an employment contract in the residence-card file
Passport with a valid entry visa obtained before travel
A criminal-record extract less than three months old
A vaccination record, and the yellow fever certificate that entry requires anyway
Four identical identity photographs
A repatriation bond, for non-CEMAC nationals
An address in Congo you can evidence — a lease or a certificate of accommodation

How long it lasts: One, three or five years, negotiated with the departmental Direction de la Surveillance du Territoire like every other residence card. The three- and five-year terms are the ones worth asking for; a one-year card means doing the whole exercise again next year, including the police enquiry on renewal.
Path to permanent residence: None published. Renewal, indefinitely, on the same terms as everyone else — and each renewal carries the police or gendarmerie investigation. We found no readable official source describing a permanent-residence category or a naturalisation timetable in the Republic of the Congo, and we are not going to construct one from inference.
Cost: No official residence-card tariff is published. Business registration is a separate cost governed by OHADA company law and the Congolese guichet unique rather than by immigration. Ask the Surveillance du Territoire for its schedule in writing and insist on a receipt for every payment; in a system that publishes nothing, the receipt is your only defence against somebody's private tariff.
Processing time: Not published, and reported experience varies from weeks to several months depending on how complete the file is and how often you attend in person.

Worth knowing

This is NOT a digital-nomad or remote-worker route. The Republic of the Congo has no nomad visa, no remote-worker permit and no freelance permit; the residence card is a general-purpose instrument that predates the concept. If someone offers you a 'Congo digital nomad visa', they are selling something that does not exist.
It does not carry a right to take a job with a Congolese employer. The moment there is a local employment contract you are in the ONEMO route, whatever your residence card says.
There is no published means test and no published threshold, which cuts both ways: there is no bar to clear and no rule to appeal to. Bring far more evidence of income, savings and business substance than you think is needed.
There is no retirement route. Congo publishes no pensioner visa, no retiree tax treatment and no health-cover requirement — which also means no health-cover provision. Private cover with medical evacuation is a practical necessity here rather than a formality.
Faith-sent workers appear in the same residence file through religious credentials rather than through a separate statutory category we could verify. If that is your situation, ask the Surveillance du Territoire what it wants before you commit to a posting.

Worth knowing

Enrolment at an unrecognised private institution will not support a residence file. Check the establishment is recognised by the Congolese state before you pay tuition.
We found no published rule permitting or capping paid work on a student residence card, and we are not going to assume one exists. Ask the institution's international office rather than a forum.
Annual re-filing means annual exposure. Do not let a card lapse between academic years on the theory that a pending file is a status.
The entry visa still has to be obtained abroad first — there is no route that starts the process from inside Congo on a tourist entry.

Worth knowing

LOW CONFIDENCE, deliberately. This route is reconstructed from the residence-card document list, in which a certificate of accommodation is one of the accepted status documents — it is not a named statutory category we were able to read. Treat it as a description of how the counter appears to work, not as an entitlement, and confirm before you rely on it.
A dependant's residence card carries no right to work. A spouse who wants a Congolese job needs an employer and the full ONEMO authorisation, the same as anyone else.
Foreign civil-status documents need legalisation and translation into French before any Congolese office will look at them. Start that before you leave home; doing it afterwards means a courier and a month.
Anyone quoting you a fee, a timetable or a guaranteed outcome for a family route in the Republic of the Congo is quoting something no government page publishes.

Getting in first: the embassy entry visa (the step before any of the above)

Everyone. This is not a residency route and we are not presenting it as one — it is the entry step every route above assumes you have already completed, and skipping it is why people arrive holding the wrong document or do not board at all.

What you need

An application at a Congolese embassy or consulate: the foreign ministry states that most travellers need a visa, applied for with a valid passport, an identity photograph, a letter of invitation and proof of accommodation
A yellow fever vaccination certificate — the FCDO lists it as required to pass border control
A passport valid for the duration of the stay; unusually, Congo requires no additional validity period beyond that
Travel insurance covering medical costs, medical evacuation and repatriation, which the foreign ministry recommends explicitly

How long it lasts: Set by the issuing post and by the visa category — tourist or business are the two the foreign ministry names. None of them is a right to reside: an entry visa starts the process, and the residence card is what makes you a resident.
Path to permanent residence: None on its own. What the entry visa does is get you into the country lawfully so that a residence-card file can be lodged at the departmental Surveillance du Territoire and, if you are working, an ONEMO authorisation obtained by your employer.
Cost: Not published centrally. Each Congolese post sets and collects its own fees; ask the embassy directly, in writing, and keep the receipt. There is no official online tariff to check it against, which is exactly the conditions in which visa agents flourish.

Worth knowing

There is no general visa on arrival and no e-visa for ordinary travellers. Turning up at Maya-Maya or Agostinho-Neto expecting to buy a visa is how a trip ends before it starts.
The invitation letter is a substantive requirement rather than a formality, and it is the reason unsponsored tourist-style applications fail.
Entry policy and residence policy are different questions. Days of anything on an entry visa is not a right to live here; the residence card is, and only the Surveillance du Territoire issues it.
Photographing police, government buildings, military installations, the airport or bridges is prohibited, and people are detained for it. That applies from the moment you land.
Do not confuse this with the Democratic Republic of the Congo's e-visa portal. Kinshasa's system is a different country's, four kilometres away, and it will not get you into Brazzaville.
