Cost: DGM fees plus the consular RS visa, apostilles and judicial translation — commonly US$1,500–3,000 all in, before any lawyer.
Processing time: Article 7 of Ley 171-07 gives the authorities forty-five (45) working days from a complete application. In practice add the weeks the consular RS visa takes before that clock even starts.

Worth knowing

The RS residence visa comes first and it comes from a consulate outside the country. You cannot start this from inside the Dominican Republic on a tourist stamp — the fix is always a flight to a country with a Dominican consulate, which is an expensive way to learn it.
This is a tax law that grants residency, not an immigration law with a tax annexe. The exemptions — declared pension free of income tax, the 3% property transfer tax waived on a first Dominican home, the IPI property tax halved, household goods imported free of duty and partial relief on a vehicle — flow from the status being granted, so keep the resolution and give a copy to your accountant.
The pension has to be a pension. Certification of a lifetime or defined benefit is what the file rests on; a drawdown pot or a self-managed portfolio is a rentista application, not a pensionado one, and the threshold is higher.
Residency is not tax residency and neither is automatic. More than 182 days in a fiscal year makes you tax resident under the Código Tributario, and article 271 then leaves foreign-source income out of scope only until your third year of residency.

Worth knowing

The five-year history of the income is the requirement people fail on, not the US$2,000 figure. A portfolio restructured last year, or a rental that started eighteen months ago, does not evidence permanence — the law is looking for stability, and the contract behind it is the proof.
The threshold is a third higher than the pensionado one for the same benefits. If you hold both a pension and investment income, apply as a pensionado.
The exemptions are identical to the pensionado package, including the halved IPI and the waived 3% transfer tax on a first Dominican home — but again, they attach to the status once granted, not to residency in general.

Worth knowing

The certification is the actual work. The DGM decides quickly once it has a valid foreign-investment certificate; obtaining that certificate from ProDominicana — proving the money came from abroad, in the right form, into a qualifying asset — is the part that takes months and the part agencies gloss over.
The money must arrive as foreign investment. Capital already sitting in a Dominican account, or a purchase funded locally, does not become foreign investment retrospectively. Sequence the transfer and the certification before the purchase, not after.
Property bought under a CONFOTUR-approved tourism project carries its own tax exemptions, which is why so much of the marketing points there. Those are real, but they are a property-tax question, not an immigration one — do not let the two be sold to you as a single package.
Buying property does not by itself give you residency. The investment certificate does, and the two are separate transactions with separate paperwork.

Worth knowing

Resolución No. DGM-001-2026, signed on 16 March 2026, stopped the DGM accepting sworn income declarations for work-permit renewals. Every renewal now needs a fresh, properly registered, notarised and legalised employment contract. Employers who had been re-filing a declaración jurada each year have had to change practice, and the cost of them being slow lands on the employee whose card lapses.
The status is tied to the employer. Changing jobs is a new filing, not an amendment, and the gap between the two is where people fall out of status.
The 45-day advance renewal deadline is the one to diary. Missing it does not merely delay the card — it breaks the continuity that the five-year count to permanent residency depends on.

Residencia Temporal Ordinaria (RT-9)

The general-purpose route for a self-supporting foreigner who is not sponsored by an employer, does not meet the Ley 171-07 income thresholds and is not investing US$200,000 — including remote workers who want to be legally resident rather than perpetual tourists.

A Visado de Residencia (RS) from a Dominican consulate abroad, valid 60 days and single entry
Passport valid at least six months
Birth certificate from your country of origin, apostilled, legalised and translated into Spanish by a traductor judicial
Police clearance from your country of origin or from wherever you have lived for the past five years, apostilled and judicially translated

Worth knowing

This route does not by itself authorise you to work for a Dominican employer or to invoice Dominican clients — that is the RT-3 employment category, or a company of your own. Being resident and being work-authorised are different questions here.
It is the slowest path to permanent status: five annual filings, each of which has to be continuous. Anyone eligible for Ley 171-07 should take that instead and be permanent in 45 working days.
There is no Dominican digital-nomad visa. Remote workers using this route are ordinary temporary residents, and remote workers who skip it are tourists — there is no third category however it is marketed.

Worth knowing

Each dependant needs their own RS visa from the consulate. Families routinely obtain one for the principal and discover at the airport that the rest of the household is arriving as tourists.
A foreign marriage certificate has to be apostilled and judicially translated, and depending on the consulate may also need transcribing into the Dominican civil registry. Ask the consulate what it wants before you assemble anything.
Dependency residence follows the principal's status. If the principal's card lapses, so does the dependant's — including children in school.

Path to permanent residence: Student years count toward the first-card-plus-four-renewals count only if the renewals are continuous, and the status ends when the course does — most graduates who stay convert to an employment or dependency category rather than continuing on it.
Cost: DGM fees per year plus the consular visa, apostilles and translation; the university normally charges for its own certifications too.
Processing time: Weeks to a few months; universities with large international intakes generally run the process for their students.

Worth knowing

Ask the university to name the person who handles migración. Institutions with big international programmes file these in batches and it is far faster through them than alone.
Student status does not authorise employment. Working on it is the most common way a student file goes wrong.
The status dies with the enrolment. Plan the conversion to another category before you graduate, not after.
