The salary floor is a multiple of the average gross wage published by the Central Statistical Bureau, not a fixed euro figure, and it is revised annually — a 2024 number quoted by a recruiter is not the number your file will be assessed against.
Sector coefficients matter. Several industries whose average pay sits below the national average carry a lower floor, so the same job title can face a different threshold depending on the employer's registered activity.
The permit is tied to the employer and the specific job. Changing either normally requires a new application, not a notification.
Latvia has no separate 'work permit' document for most cases — the right to work is written into the residence permit itself, which is why the employer's paperwork gates the whole thing.

Worth knowing

Both thresholds are coefficients of the average gross wage, recalculated annually. The 1.2× shortage-occupation figure is the one most people miss — check whether your occupation is on the list before assuming you need the higher salary.
Latvia's Blue Card floor is materially lower than Estonia's, which makes it a genuine option for mid-senior engineers priced out of the Estonian threshold.
Below the Blue Card floor there is no partial qualification. The ordinary employment permit is the route, with its own (lower) salary test.

Worth knowing

No investment is required and none is required at renewal either — what is assessed is whether the product is genuinely innovative. A consultancy, a trading company or a services business will not qualify however profitable it is.
Up to five founders can be covered by a single qualifying start-up, which makes this a workable route for a small founding team rather than a solo applicant only.
Sending the idea to LIAA for a view before filing is not mandatory but is strongly advisable — a rejection at the innovation stage costs the whole application.
The company must exist, or be created within three months of the decision. This is not a permit you can hold while deciding whether to incorporate.

Worth knowing

This is the highest-risk area of Latvian immigration for out-of-date information. The programme has been tightened more than once and the amounts circulating on advisory sites are frequently superseded. Read the PMLP's own investments page before committing anything.
It is a residence route, not a citizenship route. There is no accelerated naturalisation, and the ordinary 10-year citizenship requirement with its language and history exams still applies.
The property option has fallen out of favour under EU-level scrutiny of property-based residence schemes, and its terms have changed more than the other forms.
If your business is genuinely innovative, compare this against the start-up permit first — that route asks for a business plan and €500 a month rather than six figures of capital.

Worth knowing

The visa carries no right to work in Latvia. Taking on a Latvian client or employer is outside its terms.
The income test is a coefficient of the Latvian average gross wage — 2.5× — recalculated annually, so the euro figure moves every year. Verify it on your filing date rather than trusting a published number.
The OECD condition catches people out. It is your employer's or your business's country of establishment that must be an OECD member, not your nationality.
Spending more than 183 days in Latvia in a calendar year, or having your centre of vital interests here, makes you a Latvian tax resident regardless of the visa — so a full-year stay acquires Latvian tax consequences without any residency credit.
