Tax number (РНОКПП) & how you are taxed

Two things to get right. First, the РНОКПП — the taxpayer registration number, still universally called the identification code — is the single most load-bearing number in Ukrainian life after your permit. Foreigners apply to the regional State Tax Service; a foreigner holding a temporary or permanent residence permit registers at the tax inspection covering the address on that permit, which here means the Zaporizhzhia oblast head office and its taxpayer service centres. Second, the rates: employment income is taxed at 18% personal income tax plus a 5% military levy. The levy was 1.5% until Law No. 4015-IX of 10 October 2024 raised it to 5% with effect from 1 December 2024 — still routinely misreported, and the difference between a 19.5% and a 23% deduction. Employers withhold both. Ukraine also runs the simplified ФОП regime and the separate Diia City regime for registered IT companies. The Zaporizhzhia-specific issue is that most foreign income here is grant- or project-funded rather than salaried, and international technical assistance engagements have a treatment of their own that no general summary should be used for.

The tax number costs nothing to obtain. The tax itself is 18% PIT plus a 5% military levy on employment income, withheld at source. Simplified-regime and international-project figures depend on the structure and are not quoted here because getting them wrong is expensive — take Ukrainian advice.

    Establish how your specific engagement is treated before your first payment

    This is the local step that matters. Most foreign income in Zaporizhzhia arrives through registered international technical assistance projects, internationally funded NGOs or donor contracts, and the tax and social-contribution treatment of those is not the same as an ordinary employment contract. Your project administrator or the implementing organisation's finance function holds the registration and knows the position; do not reason from a Ukrainian employee's payslip to your own.

    On a Ukrainian employment contract the employer withholds 18% personal income tax and 5% military levy from gross salary and pays the unified social contribution on top as an employer cost. A straightforward employee files no separate annual return — the withholding is final — but foreign-source income, rental income and capital gains must be declared.

    Decide whether ФОП applies to you

    Ukraine's simplified regime for individual entrepreneurs (ФОП) taxes qualifying turnover at a low single-tax rate and is widely used by contractors and freelancers. It is legitimate and it carries conditions and anti-abuse rules; if an organisation proposes engaging you as a ФОП rather than employing you, get Ukrainian advice on that specific arrangement rather than accepting that it is how everyone does it.

    Check your home country's rules before you assume they stop mattering

    Ukraine has a wide treaty network, but tax residence is determined by days present, centre of vital interests and permanent home, not by your permit. US citizens in particular remain filing-liable wherever they live, and several countries treat a posting to an active conflict zone as a fact pattern worth documenting carefully at the time rather than reconstructing later.

Things most newcomers don’t know

Most foreign income here is project-funded, and project-funded income is not salary.

Zaporizhzhia's foreign workforce is overwhelmingly humanitarian, medical and reconstruction. The engagement is often through a registered international technical assistance project or a donor contract, whose tax and social-contribution treatment differs from employment. Establishing it before the first payment is far cheaper than unwinding it in the spring.

Overstay the short-stay limit and you will not get a tax number at all.

The issue of the РНОКПП is tied to lawful presence. Because the tax number then gates the bank account, the licence exchange and the doctor's declaration, one immigration slip cascades into everything else.

The tax number is the real unlock, not the permit.

The permit makes you lawful; the РНОКПП makes you functional. Get it in the first week after the permit — in a city with fewer usable counter hours and heavy local caseloads, sequencing matters more.

Common mistakes to avoid

  • Reasoning from a Ukrainian employee's position to an international-project engagement, or the reverse.
  • Quoting or budgeting the 1.5% military levy. It has been 5% since 1 December 2024.
  • Leaving the tax number until you need it — it gates the bank, the licence and the doctor.
  • Accepting a ФОП engagement because 'everyone does it that way' without advice on your specific contract.
  • Assuming a Ukrainian residence permit ends your home-country filing obligations. It does not.
