    Applications go to the district office (urząd dzielnicy) for your Warsaw address. Each of the city's 18 districts runs its own. From 1 January 2026, non-EU nationals must attend in person.

Poland's e-government is genuinely good, but almost all of it — tax filing, MOS residence applications, healthcare booking, banking — requires PESEL plus a trusted profile. Without them you fall back to paper queues for everything.

You must go to the one covering your address, and their appointment availability varies a lot. If your district is booked out, that's your constraint — you can't simply use a quieter one.
