Find the right agency — it is Service Oklahoma now
Oklahoma consolidated driver licensing and motor vehicle services into Service Oklahoma, delivered through its own locations and through licensed operators across the metro. Older guides send you to the Department of Public Safety or the Tax Commission; both are wrong for this now.

Wait about ten days, then apply for a Social Security number
The SSA verifies your status against DHS systems that lag entry by one to two weeks, so going in on day two usually wastes the trip. File Form SS-5 in person with your passport, visa and I-94. There is no fee.

If you cannot get an SSN, file for an ITIN
IRS Form W-7 produces an Individual Taxpayer Identification Number for tax filing, accepted by many banks and landlords. It grants no right to work.

The grant is $10,000 and the criteria are specific: at least 18, authorised to work in the United States, currently in full-time remote employment outside Oklahoma, able to relocate within 12 months of approval, and resident outside Oklahoma for one full year before applying. Work authorisation is a requirement, so this is genuinely open to non-citizens who hold it. Apply before you move, not after.

Transfer the driving credential and ask for REAL ID
Service Oklahoma transfers a valid out-of-state licence without a written or drive test, provided the licence is valid or expired by no more than six months and your record meets its standards. Published fees are $42.50 for a four-year licence and $81.00 for eight years. Full federal REAL ID enforcement at airport security began on 7 May 2025, and the compliant credential needs two Oklahoma residency documents rather than one.

Understand the jurisdictional map you are moving into
Tulsa lies within the Muscogee (Creek) Nation reservation following McGirt v. Oklahoma (2020) and Hooper v. City of Tulsa (2023); parts of the wider metro sit within Cherokee and Osage jurisdiction. The City and the Nation signed a settlement on 25 June 2025 under which municipal cases involving tribal citizens transfer to tribal court while Tulsa Police retain stop and initial-enforcement authority for everyone. It does not create different rules for different people, and for a non-tribal newcomer it changes nothing in practice — but it is worth understanding rather than being surprised by.

Things most newcomers don’t know

Tulsa Remote requires work authorisation, not citizenship.

It is a rare US relocation incentive that a visa holder can actually use — the published criterion is that you are authorised to work in the United States. Over 4,000 people have come through it since 2018, which also means the community you land into is unusually full of other recent arrivals. That is worth as much as the money.

The agency that licenses drivers here is four years old.

Oklahoma moved licensing and motor vehicle services out of the Department of Public Safety and the Tax Commission into Service Oklahoma. Search results, forum posts and older printed guides still name the old agencies, and people lose days going to the wrong counter. Start from Service Oklahoma.

You are moving into a reservation, and the settlement is a year old.

Most Americans have no mental model for a large city inside a reservation, and Tulsa is the country's clearest example. The June 2025 City–Nation settlement routes municipal cases involving tribal citizens to tribal court; violent crime goes to the US Attorney; police authority to stop and enforce is unchanged for everyone. Knowing this before it comes up is better than learning it at a traffic stop.

The visa sticker's expiry is not your permission to stay.

A visa authorises travel to a port of entry; the officer there decides how long you may remain and records it on the I-94. People routinely plan around the wrong date and discover the error at renewal.

Common mistakes to avoid

Going to the Department of Public Safety or the Tax Commission for a licence — Service Oklahoma took both over.
Applying to Tulsa Remote after moving, when the criteria require a year of residence outside Oklahoma before applying.
Visiting a Social Security office in the first week, before DHS records have synced.
Bringing one residency document and finding you needed two for REAL ID.
Assuming the reservation status is historical rather than operative law.
