Temporary residence in Zachodniopomorskie, and the border you must not cross by accident

One combined permit covers residence and work for a named employer. Since 27 April 2026 the MOS portal is the only accepted filing channel, so a login.gov.pl trusted profile is a prerequisite. Two local warnings. First, Zachodniopomorskie recorded the longest average residence-decision time in the country in the interior ministry's 2019–2022 review, at 442 days. Second, Szczecin is the one Polish city where 'move somewhere cheaper nearby' can silently mean moving to Germany, which your Polish permit does not cover.

    PESEL and address registration are municipal, handled by the Urząd Miasta Szczecin, not the voivodeship. Meldunek is due within 30 days of moving in and needs the property owner's signature.

Things most newcomers don’t know

The cheap house across the border is a different country's immigration system, not a suburb.

Thousands of people have moved from Szczecin into Löcknitz, Gartz, Penkun and Pasewalk because German village property was dramatically cheaper — decent houses at a fraction of Szczecin prices — and commute back in twenty to thirty minutes. EU citizens can do this under free movement, with real consequences for tax residence, child benefit and schooling. A non-EU national holding a Polish karta pobytu cannot: living in Germany requires German residence status. This is the single most Szczecin-specific mistake available, and it is expensive because people buy first.

This has been the slowest voivodeship in Poland, and the office's own rules keep moving.

The interior ministry's 2019–2022 figures put Zachodniopomorskie at 442 days on average, the worst in the country. The department has since changed its appointment handling more than once, including a period in which self-service online booking was withdrawn because of misuse and slots were assigned by the office in order of application receipt. The practical rule: read the current notice on szczecin.uw.gov.pl before every step, because what was true last quarter may not be.

The lodging stamp legalises your stay and does not legalise your travel — and Berlin is your airport.

Once the application is accepted, a stamp keeps your presence in Poland lawful throughout the procedure even after the visa expires. It is not a visa. That matters more here than elsewhere: Szczecin's practical air link to the world is Berlin Brandenburg, and getting there means crossing into Germany. Inside Schengen there is normally no systematic check, but there is also no guarantee, and re-entering the Schengen area from outside on an expired visa with only a stamp is a genuine risk.

Paper is dead, and it died on a date rather than gradually.

From 27 April 2026 residence applications may only be filed electronically through MOS. Applications posted before that date but arriving after it were not processed — the postmark carried no weight. Guides and employer HR packs written before spring 2026 still describe the paper route.

Common mistakes to avoid

  • Buying or renting on the German side while holding only a Polish residence permit.
  • Posting a paper application after 27 April 2026, which is not processed at all.
  • Booking an appointment from a third-party guide rather than the office's current notice.
  • Waiting until your visa nearly expires to file, in the slowest voivodeship in the country.
  • Leaving the Schengen area on a lodging stamp with an expired visa.
