Opening a UK account, nine Council Tax bands, and the Welsh property tax

    In Wales a security deposit is capped at five weeks' rent under the Renting Homes (Wales) Act framework, and letting agent fees to contract-holders have been banned since the Renting Homes (Fees etc.) (Wales) Act 2019. Buying a home in Wales means Land Transaction Tax, not Stamp Duty.

LTT replaced SDLT on 1 April 2018 and is administered by the Welsh Revenue Authority with its own thresholds and rates, including a different treatment of first-time buyers from England's. Conveyancers know this; buyers running their own numbers off an English calculator regularly budget the wrong figure by thousands. In Swansea specifically, the entry threshold matters a lot, because a large share of the market sits near or below it.

The cash you need to move in here is genuinely small by UK standards.

The five-week deposit cap is a proportion of rent, and Swansea rents are among the lowest in urban Britain. A one-bed that would need close to £4,000 cleared in Reading needs a fraction of that here.
