Getting set up in India
Employment visa, e-FRRO, and registering through Ahmedabad
India has no digital nomad or freelancer route. Salaried work means an employer-sponsored employment visa carrying a minimum annual salary, applied for from your country of residence before travel. Once you land, a fourteen-day registration clock starts from the immigration stamp. The application is filed online through e-FRRO and normally decided without a visit — but the office with jurisdiction over your Surat address sits in Ahmedabad, 265 km away, so being called in is a day out of your week rather than an hour.

You may drive on a valid foreign licence accompanied by an International Driving Permit for up to a year from arrival or until your visa expires, whichever is sooner. After that you need an Indian licence, applied for through Parivahan. Surat's roads are wide and the flyover network is genuinely good, but the vehicle mix is dominated by scooters to a degree that surprises people arriving from Delhi or Bengaluru — the practical local answer to getting around is usually two wheels, not four.

PAN first, then the account, then UPI. Which account you may open turns on your residential status under the Foreign Exchange Management Act — not on your visa and not on your income tax status, which are three different tests. Someone employed in India is generally FEMA-resident and opens an ordinary resident savings account rather than an NRE or NRO account. Branch staff sometimes default foreigners to NRO, and correcting that later is tedious.

Employer group cover is the normal route and Surat's private hospitals are good and inexpensive by any international measure. Two things shape health here specifically. The city's heavy monsoon and dense low-lying quarters make mosquito-borne and water-borne disease the dominant seasonal risk — Surat's modern public health apparatus was in large part built after the 1994 plague scare and the 2006 flood, and it is genuinely good. And the same medical system is the gateway to a liquor permit on health grounds, which is the route long-stay residents in a prohibition state actually use.

You are resident if you spend 182 days or more in the financial year, or 60 days plus 365 across the preceding four. Most new arrivals then land in RNOR — Resident but Not Ordinarily Resident — for two or three years, during which foreign income is generally outside Indian scope. The new regime is the default and the old regime must be actively elected. Two local points: Gujarat deducts a professional tax above a low salary floor, and Surat was NOT among the cities added to the 50% house rent allowance band in 2026 — Ahmedabad was, Surat was not.

What to know before you go
Gujarat is a prohibition state and Surat has no exemption at all
CriticalGujarat has been dry since 1960 under what is now the Gujarat Prohibition Act 1949, and Surat is dry without any of Ahmedabad's asterisks. Foreign nationals and people who do not reside in Gujarat can apply for a permit through the Prohibition and Excise Department — a short visitor permit, or a longer permit on documented health grounds for applicants over 40 — and can then buy limited quantities from licensed shops attached to certain hotels. The one place in the state where alcohol is lawfully served without a personal permit is GIFT City, and that is 250 km away next to Gandhinagar, well outside any Surat commute. Buying from a bootlegger, or carrying alcohol into the state, is a criminal offence with imprisonment on the statute. Newcomers underestimate this because everyone tells them it is available anyway. It is, illegally, and people are periodically prosecuted.
Surat has no FRRO of its own — all of Gujarat registers through Ahmedabad
CriticalIf your visa is valid for more than 180 days you must register within 14 days of the arrival stamp. FRRO Ahmedabad has jurisdiction over the whole of Gujarat, so a Surat address is filed there, 265 km north, with local Foreigners Registration Officer functions performed by the police here. In practice the application itself is filed online through e-FRRO and is normally decided without you going anywhere — but if you are called in, the office is in another city, and that is a day. Line up an address you can evidence before the fortnight runs out, and ask your employer for a guest-house or serviced-apartment letter to register against if the lease will not be ready in time.
Ask whether the address is in a notified 'disturbed' or 'specified' area before you pay anything
CriticalThe Gujarat Disturbed Areas Act 1991 lets the District Collector notify parts of a city where no transfer of property may take place without the Collector's prior written permission — and the Act defines transfer as sale, gift, exchange, lease 'or otherwise', so an ordinary tenancy is caught, not only a sale. Notified areas exist in Surat as they do in Ahmedabad, and a March 2026 amendment renamed them 'specified areas' and widened who may object. A landlord in a notified area may simply not be able to let to you without a Collector's order, and an agreement made without one is exposed. Ask the question explicitly, in writing, before you pay a deposit — and confirm the current notified list with the Collectorate rather than relying on a broker's summary.
Your electricity company is decided by your street, not by your choice
ImportantTorrent Power holds the private distribution licence for Surat city, while DGVCL — Dakshin Gujarat Vij Company, the state utility — supplies most of the surrounding district and some peripheral areas. Two flats a few kilometres apart can therefore have different suppliers, different tariff structures, different outage records and different customer service. This is unusual in India and it is not something a listing will tell you. Ask which company bills the address, and ask a current resident about last summer rather than reading the tariff card.
Flood exposure in Surat is an address-level question
CriticalThe Tapi runs through the middle of the city and the Ukai dam upstream controls how much water arrives. The 2006 flood submerged the great majority of Surat and remains the reference event every long-term resident measures against; the municipal corporation has built substantially better warning, drainage and embankment infrastructure since. That does not make the risk uniform. Low-lying riverside pockets in Rander, Adajan and Katargam behave differently from the higher ground at Vesu and Piplod. Before you sign, ask specifically what happened at that address in 2006 and in the worst monsoon since, and ask the neighbours rather than the agent.
This is a migrant city, and Hindi will get you further than you expect
ImportantSurat has one of the highest shares of internal migrants of any large Indian city. The diamond workshops of Varachha and Katargam are largely Saurashtra Patel; the textile mills and power looms of Pandesara and Sachin draw heavily from Odisha, Bihar and eastern Uttar Pradesh. The result is a city where Gujarati is the language of business and the old families, and Hindi is the working language of a very large part of the workforce. Ahmedabad is far more monolingual. For a newcomer this makes Surat easier to arrive in and slower to feel embedded in.

Around ninety per cent of the world's diamonds are cut and polished here. The Surat Diamond Bourse at Khajod — Guinness-recognised in 2023 as the world's largest office building by floor area, bigger than the Pentagon — was built to bring 4,500 of those firms under one roof.

India's man-made fabric capital, producing a very large share of the country's synthetic cloth from the power-loom belts at Pandesara, Sachin and Udhna. The wholesale markets around Ring Road are where much of India's clothing is actually traded.

The Hazira industrial belt on the coast west of the city carries gas processing, petrochemicals and one of India's largest private port complexes — a completely different economy from the diamond and textile trades in town.

The Hazira steel complex is among India's largest integrated plants, and L&T's Hazira works build heavy engineering and defence hardware for national programmes.

The city has been pushing up the value chain from polishing into finished jewellery and lab-grown stones, which is where most of the recent growth and most of the recent volatility have been.
Logistics, aviation & construction
Surat International Airport, Adani Hazira Port, DREAM City, Surat Metro (under construction)
The airport gained international status in 2020 and DREAM City around the Diamond Bourse is a planned district in its own right. Surat is one of India's fastest-growing large cities and a great deal of the employment is in building it.

Surat Diamond Bourse
Landmark · Khajod, DREAM City
The world's largest office building by floor area — 660,000 square metres around nine linked spines, built to house 4,500 diamond firms and recognised by Guinness in 2023.
Local tip: The trading floors are not open to casual visitors, but the scale is best understood from the approach road at dusk. Pair it with the Dumas Road drive; the whole southern corridor is the city's next decade being poured.
Dutch Garden & the Dutch Cemetery
Hidden gemCulture · Nanpura, near the Tapi
Enormous seventeenth-century mausoleums for Dutch and Armenian traders, from the century when Surat was the busiest port in the Mughal empire and the English East India Company's first Indian foothold.
Local tip: Almost nobody visits, including locals. The Dutch tomb of Baron van Reede is a two-storey domed building that would be a national monument in a smaller country, and it sits behind an unremarkable gate on an ordinary street.
Ring Road textile markets
Neighborhood · Central, north of the river
Thousands of wholesale fabric shops stacked into market buildings along a few streets, moving a substantial share of India's synthetic cloth.
Local tip: Go on a weekday morning and go with someone who buys. The markets are wholesale and the etiquette is different from retail — you are expected to know roughly what you want before you sit down and accept the tea.
Dumas Beach
Nature · 20 km south-west
A dark-sand beach on the Gulf of Khambhat, more a promenade and a food strip than a swimming beach, and the city's default evening escape.
Local tip: Do not swim — the tidal range and mudflats here are dangerous and the beach is not for it. Come for the sunset and the bhajiya stalls, and go on a weekday unless you enjoy the whole city being there with you.
Varachha & the diamond quarter
Neighborhood · North-east of the river
The Saurashtra Patel heartland — thousands of small polishing workshops, gold showrooms and one of the densest concentrations of skilled manual craft anywhere in the world.
Local tip: The gold market on Mini Bazaar road is where the diamond money becomes visible. Walk it in the evening. Nobody will mind you looking and several people will explain their work if you ask.
Gopi Talav & the old city gates
Landmark · Central, old city
A restored sixteenth-century stepped tank in the middle of the old city, ringed by walkways and lit at night, with fragments of the Mughal-era walls and gates nearby.
Local tip: The restoration is genuinely good and it is the one place in central Surat that works as an evening public space. Come after eight when the heat drops and the families arrive.
