The Surabaya metropolitan area runs continuously across the city of Surabaya, Sidoarjo regency to the south and Gresik regency to the north-west, and the boundary is invisible on the ground. It is not invisible administratively: your civil registry office for the SKTT, your minimum wage, your regional taxes and often which immigration office handles you all follow the boundary rather than the built-up area. Juanda airport is in Sidoarjo. Confirm the kelurahan and the regency on the lease before you sign, not after.

Unlike Bali, Surabaya has essentially no self-sponsored foreign population — the foreigners here are engineers, shipping and logistics staff, plant managers, teachers and medical specialists, on employer-sponsored permits tied to an approved foreign-worker plan. That means resigning is an immigration event, not just an HR one: the old sponsor is expected to close the permit and the new one to start again. Negotiate the handover explicitly in any resignation letter.

Surabaya sits low, flat and close to the sea on the eastern side of Java and routinely runs several degrees above Jakarta. The dry season from roughly May to October is more pronounced than Jakarta's and brings the worst of it. Plan around it: air conditioning is a fixed cost rather than a luxury, outdoor activity happens before eight or after six, and the electricity bill in a poorly insulated house will surprise you.

This is a working Indonesian city, not an international one. Bank branches, clinics, government counters and landlords will mostly deal with you in Indonesian, and the assumption that someone will switch to English does not hold outside the multinationals and the international schools. Learning functional Indonesian is not a nice-to-have here; it is the difference between living well and depending permanently on a colleague.

Surabaya invested heavily over two decades in pump houses, box culverts, drainage and public parks, and it shows: the same rainfall that shuts Jakarta down usually clears here within hours. Flooding still happens, particularly in low-lying eastern and northern districts and where drains are blocked, so it is still worth asking about a specific street. But do not import Jakarta's assumptions wholesale.

Suroboyoan Javanese uses the plain ngoko register far more freely than the courtly Javanese of Yogyakarta and Solo, and Surabayans are proud of the bluntness. Expect to be asked your salary, your religion and your marital status early and without malice. The exception people notice is the local expletive used as a term of affection between friends — hear it, understand it, and do not be the newcomer who starts using it.
