You are legally required to register at the gemeente within five days of arrival, and registration is what produces your BSN. Rotterdam funnels internationals through the Rotterdam International Center at the Stadhuis, which combines municipal registration with the IND desk for biometrics and permit collection in one appointment — a genuine advantage over doing them separately. The catch is that first-registration slots run weeks out. Reserve one from abroad the moment you have a signed contract with a start date, because until the BSN exists you cannot be paid, insured or banked.

Rotterdam gave its name to the Wet bijzondere maatregelen grootstedelijke problematiek — the Rotterdamwet — and applies it more widely than any other municipality, though it is no longer alone: Zaanstad, Dordrecht, 's-Hertogenbosch, Nissewaard and others have also been designated. In Tarwewijk, Carnisse, Hillesluis, Oud-Charlois and Bloemhof, plus a list of named streets in Delfshaven, you must hold a huisvestingsvergunning before occupying a rental below the rent limit. If you have lived in the Rotterdam region for less than six years, the permit is granted only on income from work, self-employment, early retirement, a pension or student finance. Ask which regime a listing falls under before you sign anything.

The Netherlands has no employer plan and no free service at the point of need. You must buy a basisverzekering from a Dutch insurer within four months of becoming insurable, and it backdates to that date, so late buyers pay premiums for months of cover they never used. On top sits a €385 eigen risico that you fund yourself before the insurer pays for anything other than GP visits. The basic package is fixed by law and identical everywhere, so the only real variables are price, service and hospital network.

Dutch income tax splits into three boxes. Box 1 is salary and your home; box 2 is substantial company shareholdings; box 3 is savings and investments — and box 3 does not tax your actual gains. It applies fixed assumed percentages to your assets above the tax-free allowance and taxes that. Savers in a low-interest account and investors in a bad year both get taxed on returns they never received. The tegenbewijs counter-proof route lets you show your real return was lower, and a bill to tax the actual return instead — the Wet werkelijk rendement box 3, targeted at 2028 — passed the Tweede Kamer in February 2026 and is still before the Eerste Kamer.

The gemeente charges afvalstoffenheffing — €381.90 for a single-person household in 2026, above Amsterdam's and Utrecht's though below The Hague's — and the water board adds a watersysteemheffing plus a zuiveringsheffing, around €230 a year for one person in the Schieland area. Property tax falls on owners, but the waste and water charges land squarely on tenants. Budget roughly €600 a year that never appears in any rent listing, and check the current tariffs with gemeente Rotterdam and your waterschap, because both are reset each January.

Fourteen minutes of bombing on 14 May 1940 removed the medieval centre, so Rotterdam has skyscrapers where other Dutch cities have gables, and a self-image built on labour rather than heritage. Roughly half the population has a migration background and over 170 nationalities are represented, which makes English easy and makes assumptions about 'Dutch culture' unreliable. Directness is blunter than Amsterdam's and less ironic. Nobody is being rude; they have simply skipped the preamble.
