Converting to a CNH at DETRAN-RJ, and Rio's zero-tolerance Lei Seca

A foreign licence is good for a maximum of 180 days of regular stay in Brazil. After that you must convert to a Carteira Nacional de Habilitação through DETRAN-RJ, which requires a sworn translation, a medical fitness examination and — the part nobody expects — a psychological assessment. A practical driving test is waived where your issuing country is covered by the road traffic conventions Brazil has ratified or by a reciprocity arrangement, which covers most but not all arrivals. What is specific to Rio is that the city has no plate-based driving ban, unlike São Paulo, but does enforce drink-driving at a level that amounts to zero tolerance.

    CONTRAN Resolução 933/2022 lets a driver licensed abroad drive in Brazil for a maximum of 180 days, on the basis of the international conventions Brazil has ratified and of reciprocity — in practice that means carrying your home licence together with an International Driving Permit. That window opens when you enter the country, so it can be well advanced by the time your CRNM arrives. Driving past it is an infraction and can complicate an insurance claim after a collision.

    It must be produced by a tradutor público juramentado registered with a state Junta Comercial. A professional but unsworn translation, however good, is rejected at the counter.     Resolução CONTRAN 933/2022 requires a foreign driver converting a licence to pass the exame de aptidão física e mental and the avaliação psicológica under art. 147 of the Código de Trânsito Brasileiro. The psychological assessment is a battery of attention, reaction and personality tests lasting an hour or two. It is routine, not a judgement on you, and it is the step people fail to schedule for.

    Brazil's drink-driving rule is effectively zero tolerance, and Rio runs high-visibility roadside blitzes on weekend nights on the main Zona Sul and Barra arteries. Refusing the breathalyser carries the same administrative penalty as failing it. Cariocas simply do not drive after a drink, and neither should you.

Things most newcomers don’t know

The psychological assessment is compulsory and catches essentially every foreigner off guard.

No European or North American licensing system requires one, so nobody budgets time or money for it. In Brazil it applies to every licence including a straight conversion of a thirty-year clean record. It is an hour or two of attention and personality testing at an accredited clinic, and clinic waiting lists — not DETRAN — are what make the conversion take a month.

Rio has no rodízio, which makes car ownership meaningfully easier here than in São Paulo.

São Paulo bans cars from its expanded centre one weekday a week by plate digit, which shapes what car people buy and how they plan a week. Rio has never adopted it. The constraint here is not the rule, it is the geography — tunnels, the Lagoa bottleneck and Zona Sul parking — so a car is genuinely useful for Barra and the Região dos Lagos and genuinely a burden in Copacabana.

Satnav routing is a real safety issue in Rio, and Waze ships a specific countermeasure for it.

Access roads through favelas are public roads and appear as ordinary options to a routing algorithm optimising for time. Drivers following the blue line into the wrong community have been shot at. Waze mapped Rio risk areas ahead of the 2016 Olympics and still treats Rio as one of only two places worldwide where it avoids high-risk areas by default; a Rio municipal law also obliges navigation apps to warn users approaching one. Leave that setting on, and check the whole route before pulling away rather than reacting to instructions at a junction.

The Lei Seca is enforced far harder in Rio than the written limit suggests.

The administrative threshold is effectively any detectable alcohol once the measurement tolerance is applied, and refusing the test is penalised identically to failing it — so there is no tactical advantage in declining. Rio's blitzes concentrate on the exact routes home from the nightlife districts on Friday and Saturday nights. Penalties are a heavy fine, a twelve-month suspension of the right to drive and, above the criminal threshold in art. 306, arrest.
