Availability, not the 60-day deadline, is the real constraint. Triangle offices book out weeks or months. Book in week one, check daily for cancellations, and consider a smaller office an hour outside the metro — the drive is usually faster than the wait.

Expect to sit the tests if your licence is from outside the US
North Carolina does not operate the country-by-country exchange agreements that Texas, Colorado, Oregon and Arizona do. Plan for the written knowledge test, the road sign recognition test, a vision screening and a road test. The NC Driver's Handbook is free online and the sign test catches people who have never driven in the US.

Buy North Carolina insurance before either DMV appointment
This is the rule that stops people at the counter. Liability cover must be issued by a company licensed to do business in North Carolina — an out-of-state policy is not accepted whatever its limits. For the licence application, ask your NC insurer for a DL-123 certificate; NCDMV also accepts certain other proofs, so confirm what your insurer issues. Ask the insurer whether the certificate they give you carries an expiry, and time it against your appointment.

Budget for the Highway Use Tax when you title a vehicle
North Carolina charges a 3% Highway Use Tax on the vehicle's value at titling instead of sales tax. It applies to a car you bring in from another state as well as one you buy here, and it is a one-off cost people do not see coming.

Get the annual safety inspection, and check the current emissions position
North Carolina requires an annual safety inspection statewide, tied to registration renewal. Emissions testing has historically applied in Wake County, but the state moved to remove the requirement from 19 counties including Wake under an EPA-approved plan in 2026, with Mecklenburg continuing under state law. Confirm the current position at your first renewal rather than assuming either way.

Never let insurance lapse, even for a day
North Carolina operates a continuous-coverage requirement and NCDMV is notified electronically when a policy terminates. A lapse triggers a civil penalty and can lead to plate revocation, and reinstating costs more than the premium you saved. If you sell a car, cancel the registration first and the insurance second.

Things most newcomers don’t know

An out-of-state insurance policy is no good to you in North Carolina.

NCDMV requires liability coverage from a carrier licensed to do business in North Carolina. A policy from your previous state, with identical or better limits, is rejected outright — at the licence counter, where a DL-123 certificate from an NC insurer is the standard proof, and again under the financial responsibility rules that govern keeping a vehicle registered. This is a common reason a newcomer's appointment fails, and it costs a second appointment in a system where appointments are the scarce resource. Arrange NC cover first, then book.

North Carolina has no foreign licence exchange, unlike four other states in this app.

Texas waives both exams for five countries, Colorado and Arizona for a handful, Oregon for five. North Carolina operates none of that: a licence from outside the US puts you into the full test sequence — knowledge, road signs, vision and road test. People moving from Texas or Arizona assume a similar arrangement, arrive unprepared and lose an appointment slot they cannot easily replace.

Vehicle property tax is billed with your registration in one 'Tag & Tax' notice.

North Carolina collects an annual county property tax on vehicles at the same time as the registration renewal, in a single bill. It is based on the vehicle's assessed value and the county rate, so a newer car costs meaningfully more each year. Newcomers see a renewal notice several times larger than expected and assume it is an error. It is not — the tax and the tag are deliberately combined.

The Triangle has no rail transit, and the plans that would have provided it were cancelled.

The Durham-Orange light rail project collapsed in 2019 and the regional commuter rail study was shelved in 2023. GoTriangle and GoRaleigh buses run useful corridors but cover a fraction of the trips people actually make between Raleigh, Durham, Cary and RTP. Practically: choose your neighbourhood around the drive to your specific employer, because a Triangle-wide address does not exist.

Common mistakes to avoid

Arriving at NCDMV with an out-of-state insurance policy instead of proof from an NC-licensed carrier.
Assuming the DL-123 is a vehicle registration form — it is the proof you present for the driver licence.
Assuming a foreign licence can be exchanged without tests, as it can in Texas or Arizona.
Letting insurance lapse for a few days and triggering a civil penalty and plate revocation.
Choosing a neighbourhood for 'the Triangle' rather than for the specific corner you work in.
