Availability, not the 90-day rule, determines when this actually happens. DFW's many offices across several counties mean checking beyond the nearest one is worth real weeks — McKinney, Garland, Denton and Sherman are all realistic from Plano.

Establish whether you convert or test
A valid licence from another US state generally converts on surrender. A foreign licence usually means the knowledge test and often the driving test, though Texas has historically waived tests for holders of licences from a short list of countries. That list changes — confirm your own country's treatment with DPS before booking.

Get the emissions inspection — Collin County is in the programme area
Texas abolished the annual safety inspection for non-commercial vehicles on 1 January 2025 and replaced it with a $7.50 inspection programme replacement fee at registration. Emissions testing is a separate programme and applies only in designated counties. Collin County is one of the nine Dallas-Fort Worth counties inside it, so an annual emissions test is required before registration renewal. Confirm the covered model years with TCEQ or DPS.

Register the vehicle and pay the replacement fee
Register through the Collin County Tax Assessor-Collector. Since 1 January 2025 non-commercial vehicles pay a $7.50 inspection programme replacement fee at registration in place of the abolished safety inspection — separate from, and additional to, the emissions test in this county.

Get a TollTag in the first week
Plano sits at the junction of the Dallas North Tollway, the President George Bush Turnpike and the Sam Rayburn Tollway, plus TEXpress managed lanes on nearby corridors. Driving without a transponder produces pay-by-mail invoices at a markup and unpaid ones escalate into fees and registration blocks. It is a ten-minute job online.

Insure for hail as well as collision
North Texas is among the most hail-prone regions in the world and a single storm regularly writes off large numbers of vehicles at once. Comprehensive cover — not just liability — is what pays for that, and covered parking has genuine financial value here rather than being a comfort.

Learn the access road and the Texas turnaround
Texas motorways run with one-way frontage roads alongside them carrying the businesses and exits. Left turns are frequently made by exiting, passing the junction and using a signposted turnaround under the bridge. Watch one before attempting one.

Check whether the Red Line or the Silver Line serves you
The DART Red Line runs up Highway 75 through downtown Plano to Parker Road. The Silver Line opened on 25 October 2025 — 26 miles and ten stations from Shiloh Road in east Plano west to DFW Airport, with a second Plano stop at 12th Street and roughly an hour to Terminal B. Off-peak it is hourly and at peak half-hourly, so it is a planned journey. For airport trips it is comprehensively better than parking at DFW.

Things most newcomers don’t know

Collin County has an emissions test and most of Texas does not.

House Bill 3297 abolished the annual safety inspection for non-commercial vehicles statewide from 1 January 2025. The emissions programme is separate and applies only in designated counties — Collin is one of nine in the Dallas-Fort Worth area. Someone reading state-level Texas guidance, or arriving from Austin or Houston's non-programme neighbours, will not expect a test here.

Plano is the only large DFW suburb with two rail lines.

The Red Line has served downtown Plano for years; the Silver Line added an east-west connection to DFW Airport on 25 October 2025. That makes an east Plano address near Shiloh Road or 12th Street genuinely different from a Legacy West one for anyone who flies often or commutes into Richardson. It is a new fact and most relocation advice has not caught up with it.

Plano is a heavy-toll address even by North Texas standards.

Three tolled corridors meet here and the free alternatives — Highway 75 and Preston Road — are the congested ones. A TollTag is not optional in the way it might be in a city with one turnpike, and pay-by-mail invoices at the higher rate add up quickly for a daily commute.

North Texas hail routinely writes off vehicles in large numbers in a single storm, and liability-only cover pays nothing towards your own car. Covered parking, a carport or a garage is worth real money, which is why so many Plano rentals advertise it.

Common mistakes to avoid

Relying on state-level Texas advice and not knowing Collin County requires an emissions test.
Driving the Tollway, the Bush or the Sam Rayburn for months without a TollTag.
Buying liability-only cover in one of the world's most hail-prone regions.
Letting the 90-day window run down while booking only one DPS office.
Missing a motorway exit and not knowing the access road and turnaround pattern.
Assuming there is no useful rail here — there are now two lines, one of them new.
