Nothing about the visa routes is Penang-specific — they are all federal. Most Western passports get a 90-day Social Visit Pass on arrival with no advance visa. Working for a Penang employer means an Employment Pass filed by that employer through the Expatriate Services Division. Remote workers earning entirely from outside Malaysia use the DE Rantau nomad pass through MDec. Retirees and long-stay applicants use MM2H, which MOTAC restructured in 2024 into deposit-and-property tiers with no income test at all.

What to know before you go
Decide island or mainland before you look at a single listing
CriticalPenang state is an island (George Town, Bayan Lepas, Tanjung Bungah) plus a mainland half, Seberang Perai (Butterworth, Seberang Jaya, Batu Kawan). Two bridges and a passenger ferry connect them, and both bridges jam badly at peak. Mainland rents run well below island rents for the same specification — but if your office is at Bayan Lepas and you live in Butterworth you have signed up for a bridge crossing twice a day. Pick the side your life is actually on first.
A George Town heritage address means you cannot simply renovate
ImportantInside the UNESCO core and buffer zones, building work is governed by the George Town Special Area Plan and needs approval from MBPP's heritage conservation department. Façades, rooflines, materials and even paint colours are constrained, and buildings are graded into categories with different levels of protection. Air-conditioning, rewiring and adding a bathroom to a pre-war shophouse are all real projects, not weekend jobs. Rent one if you love them; buy one only with a conservation architect involved.
Penang food is the reason people stay — and it runs on a stall's own schedule
Good to knowThe city's hawker culture is genuinely the best-regarded in Malaysia. The practical thing to know is that individual stalls, not shops, set the hours: many legendary ones open at 7am and are gone by 11am, others only appear after dark, and most take one fixed day off a week. Ask 'off day bila?' before making a pilgrimage across the island.
You will need a car or a scooter outside George Town
ImportantGeorge Town itself is compact and walkable, and Rapid Penang buses plus Grab cover the main corridors. Everywhere else — Bayan Lepas, Batu Ferringhi, the mainland — is built around cars. The Mutiara Line LRT began construction in 2025 and is a 2030s proposition, not something to plan a move around. Budget for Grab, a used car, or a scooter and the confidence to ride one.
Rain here is serious and flash flooding is neighbourhood-specific
ImportantPenang gets heavy convective downpours year-round with a wetter stretch around the inter-monsoon months, and low-lying parts of George Town, Jelutong and the Sungai Pinang catchment flood fast. Flooding is street-by-street rather than district-wide, so ask neighbours and shopkeepers about the specific road before signing a lease — a ground-floor unit on the wrong street is a recurring problem, not a one-off.
English is enough, but Penang Hokkien is the local currency
Good to knowBusiness, government and signage all work in English, and Malay is the national language. Penang's Chinese community, though, speaks a distinctive Hokkien with heavy Malay and English borrowing, and it is the language of the hawker stalls and the older kopitiams. Ten words of it will change how you are treated in George Town more than a year of formal Malay.

The UNESCO-listed old town — clan jetties, Straits Eclectic shophouses, temples, mosques and churches within a few streets of each other.
Local tip: Walk it early on a weekday. The Armenian Street and Lebuh Acheh block is the postcard, but Lebuh Kimberley and Lebuh Carnarvon are where people actually live and eat.
Penang Hill (Bukit Bendera)

A funicular railway climbs 800-odd metres to a cool ridge with colonial bungalows, a canopy walk and the whole island laid out below.
Local tip: Go on a clear early morning — cloud closes in by midday. Fit walkers use the Moon Gate jungle trail up and take the train down.
Kek Lok Si Temple

Southeast Asia's largest Buddhist temple complex, terraced up a hillside with a seven-storey pagoda and a giant bronze Kuan Yin.
Local tip: Visit during Chinese New Year when the whole complex is lit and stays open at night — it is genuinely spectacular and free.
Gurney Drive & Gurney Paragon

The seafront promenade and hawker centre that anchors modern Penang, backed by malls and the city's densest cluster of condominiums.
Local tip: The hawker centre is convenient rather than the island's best. For the food locals rate, head inland to New Lane or Air Itam instead.
Penang National Park (Teluk Bahang)

One of the world's smallest national parks, with jungle trails to a meromictic lake, a turtle sanctuary and empty beaches at Monkey Beach and Kerachut.
Local tip: You register at the ranger station before entering. Walk in and take a boat back out — the return leg on foot in afternoon heat is punishing.

A disused bus depot turned independent arts space — galleries, a Sunday market, murals and the cafés that started Penang's creative-industry scene.
Local tip: Sunday morning is when it comes alive. It is the best single place to meet Penang's local creative and returnee crowd rather than the tourist stream.
