Italy converts EU and EEA licences and those from a defined list including Switzerland, Japan, South Korea, Canada, Argentina and Morocco. The US, UK, Australia, India and China are not on it, and for those the Italian exams are the only route.

Treat the twelve-month grace period as a deadline
A foreign licence remains valid for one year from the date residence is registered, alongside an International Driving Permit or a sworn translation. After that it has no legal effect in Italy regardless of its own expiry date.

Conversion is a booked appointment with licence, translation, medical certificate and fees. For the exam route an autoscuola handles the foglio rosa and the scheduling, and that administrative help is worth the fee on its own.

The quiz is offered in Italian, German and French only. Thirty literal true/false statements with a low error tolerance and technical vocabulary where one word flips the answer. Most non-Italian candidates take an autoscuola course for the phrasing rather than the content.

Map the ZTLs, including the new one at Mondello
Palermo runs a limited-traffic zone over the historic centre with camera enforcement, and the comune has introduced an evening ZTL over the Mondello borgata from 20:00 to midnight, extended to 01:00 on the eve of holidays. Each crossing is a separate fine and the notice reaches a foreign address months later.

Plan around the tram worksites
Tratte A, B and C are under construction to roughly 2028, with mobile worksites authorised across all three by comune ordinance 706 of 29 April 2026. Corso Tukory, via Ernesto Basile and stretches of viale Regione Siciliana are affected. Check the comune's mobility notices before committing to a commute by car.

Things most newcomers don’t know

The theory exam is not offered in English, which rules out self-study for most Anglophone arrivals.

Britons, Americans, Australians and Indians cannot convert their licences, so all of them must sit the Italian exams — and English was withdrawn from the available languages. The questions are literal true/false statements phrased so that a single word changes the correct answer. Palermo's autoscuole handle this routinely and cheaply by northern standards; attempting it alone in a language you are still learning is the expensive route.

Motor insurance in the southern provinces is priced well above the national average, and it is a large recurring cost.

Premiums are risk-priced by province, and the southern provinces sit consistently above the northern ones in the supervisory authority's own comparisons — the gap can be several hundred euros a year for the same driver and the same car. Anyone moving from the north and planning to bring a vehicle should get a quote against a Palermo address before deciding, because the difference can outweigh the saving on rent.

A ZTL fine follows you abroad, slowly and expensively.

The cameras read the plate and the notice goes to the registered keeper — which for a hire car means the rental company adds an administrative fee on top, and for a private car means a notice arriving at a foreign address weeks or months later with the appeal window already tight. Palermo's centre and now Mondello are both enforced this way. Learn the boundaries once rather than paying to learn them repeatedly.

The tram works are a multi-year condition of living here, not a temporary inconvenience.

Three alignments are being built simultaneously across a city whose road network was not generous to begin with, on a programme running to roughly 2028. That means rolling closures, bus diversions and unpredictable journey times on some of the main corridors for years. It is a strong argument for choosing a flat within walking distance of what you need, and a strong argument against assuming a car makes the commute shorter.
