Before you start
- Nebraska residency and two documents proving a Nebraska address
- Proof of citizenship or lawful immigration status, required for a Nebraska licence
- Nebraska minimum liability insurance, in original or electronic form
- The out-of-state certificate of title, not just the registration
- Certified English translation of any non-English licence
Step-by-step
- 1
Establish whether you convert or test
An adult surrendering a valid out-of-state licence takes a vision test, with a driving test only at the examiner's discretion. If you cannot surrender the licence — which includes most people converting a foreign one — expect both a written and a driving test. An expired out-of-state licence less than a year old may still allow the driving test to be waived. Confirm your case before you go.

Convert the licence within 30 days
Bring proof of citizenship or lawful status, two proofs of a Nebraska address, and your Social Security number or documented exemption. Nebraska licensing offices are comparatively uncongested and walk-in service is common, which is a genuine advantage over the appointment-only states in this app.

Get the sheriff's VIN inspection, then title the car
A vehicle brought in from another state needs a $10 sheriff's inspection arranged through your county motor vehicle office before it can be titled. Then present the out-of-state title, the completed title application, original proof of current insurance and the most recent registration certificate. The title fee is $10, or $17 with a lien.

Register, and expect the tax to be about the sticker price
Registration is at the same county office. Nebraska's motor vehicle tax is derived from the vehicle's original MSRP with the percentage falling as the car ages until it drops out at 14 years, and there is a separate motor vehicle fee based on value, weight and use. The DMV publishes an estimator — use it on the specific vehicle before you assume the annual cost.

Skip the smog check, because there is not one
Nebraska operates no vehicle emissions inspection programme and no periodic safety inspection for private cars. That removes a recurring errand and a recurring cost that Ohio's north-east, El Paso, Baltimore and California all impose. Do not pay anyone for a Nebraska emissions test.

Work out whether ORBT actually serves your commute
Metro runs buses plus ORBT, a bus rapid transit line along Dodge Street between downtown and Westroads with its own stations and signal priority. On that corridor it is genuinely usable. Off it, frequencies drop sharply and a second car becomes the default. Check your specific pair of addresses rather than the network map.

Insure for hail, and prepare for winter driving
Eastern Nebraska takes damaging hail in spring and early summer, and liability-only cover pays nothing toward your own car; covered parking has real value here. In winter, plan for wind chill, ground blizzards on the open ground west of the city and black ice on the Dodge Street bridges. Winter tyres are not standard local practice but a set of good all-seasons and an early departure are.

Things most newcomers don’t know
Your annual car bill is set by what the car cost new, not what it is worth to you.
Nebraska's motor vehicle tax starts from the manufacturer's suggested retail price and applies a declining percentage until the vehicle turns 14. Someone who buys a well-specified three-year-old car pays on the original sticker of an expensive car, not on the bargain they got. Run the DMV's estimator on the exact vehicle before you buy — the difference across a shortlist can be hundreds of dollars a year.

There is no emissions test in Nebraska, and that is genuinely unusual for a metro this size.
El Paso, north-east Ohio, Baltimore and every California county require periodic emissions testing, and from November 2026 so does San Antonio. Nebraska requires none, anywhere. Over a decade of car ownership that is a real saving in money and in Saturday mornings, and it is worth knowing so you do not pay someone for a test that does not exist here.

ORBT is a real transit spine, and it is exactly one line.
Bus rapid transit along Dodge Street with its own stations, off-board fare payment and signal priority is a serious piece of infrastructure and it does the single busiest corridor in the city well. Everything else is a conventional bus network on a metro built at low density. If your home and your job both sit on Dodge, going car-light is possible; otherwise it is not.

The state line runs through this metro, and it changes the rules on the vehicle too.
Registering in Iowa rather than Nebraska means a different fee structure, a different set of inspection rules and a different insurance market, on top of the different income tax return. People move to Council Bluffs for the rent and then discover the administrative consequences one at a time. Decide which state you want to be a resident of before the lease, not after.

Common mistakes to avoid
- Assuming no inspection at all, and arriving to title a car without the sheriff's VIN check.
- Treating the licence deadline and the vehicle deadline as one errand at one office.
- Buying a nearly new car without running the motor vehicle tax estimator first.
- Buying liability-only cover in a hail region with no covered parking.
- Assuming ORBT means Omaha has a transit network. It means Omaha has a transit line.
- Planning to take the driving test in a rental car, which most agreements forbid.
