Tax number (РНОКПП) & how you are taxed

Two things to get right. First, the РНОКПП — the taxpayer registration number, still universally called the identification code — is the single most load-bearing number in Ukrainian life after your permit. Foreigners apply to the regional State Tax Service; a foreigner holding a temporary or permanent residence permit registers at the tax inspection covering the address on that permit, which for Odesa means the Odesa oblast head office and its taxpayer service centres. Second, the rates: employment income is taxed at 18% personal income tax plus a 5% military levy. The levy was 1.5% until Law No. 4015-IX of 10 October 2024 raised it to 5% with effect from 1 December 2024 — still routinely misreported, and the difference between a 19.5% and a 23% deduction. Employers withhold both. Ukraine also runs the simplified single-tax regime for individual entrepreneurs (ФОП) that a great many contractors use, and the separate Diia City regime for registered IT companies and their specialists. Seafarers on foreign contracts are the local special case and need real advice rather than a rule of thumb.

The tax number costs nothing to obtain. The tax itself is 18% PIT plus a 5% military levy on employment income, withheld at source. Simplified-regime and Diia City figures depend on the structure and are not quoted here because getting them wrong is expensive — take Ukrainian advice.

    Apply for the РНОКПП in Odesa oblast

    Foreigners and stateless persons submit to the regional bodies of the State Tax Service; those holding a temporary or permanent residence permit may register at the state tax inspection for the district or city matching the address on the permit. Bring the passport, the certified Ukrainian translation and the completed Form 1ДР. The Odesa oblast head office publishes the current addresses and hours of its taxpayer service centres — check them, because wartime opening hours are not the pre-2022 ones.

    Understand what the employer withholds

    On a Ukrainian employment contract the employer withholds 18% personal income tax and 5% military levy from gross salary and pays the unified social contribution on top as an employer cost. A straightforward employee files no separate annual return — the withholding is final — but foreign-source income, rental income and capital gains must be declared.

    Decide whether ФОП or Diia City applies to you

    Ukraine's simplified regime for individual entrepreneurs (ФОП) taxes qualifying turnover at a low single-tax rate and is what a large share of Odesa's IT contractors and freelancers use instead of employment. Diia City, created by Law No. 1667-IX in 2021, is a separate legal and tax regime for registered IT companies and the specialists they engage. Both are legitimate and both have conditions and anti-abuse rules; this is the point to pay for a Ukrainian accountant rather than copy what a colleague did.

    If your income is foreign-flag seafaring or foreign-currency trade, get proper advice

    Odesa's characteristic income streams — merchant-marine contracts paid by a foreign owner, commission on international trade, dollar consultancy for an offshore counterparty — are exactly the ones where residence, source and treaty relief interact. Ukrainian tax residence turns on facts, not on which permit you hold. This is the most common local reason to see a specialist rather than read a summary.

    Check your home country's rules before you assume they stop mattering

    Ukraine has a wide treaty network, but tax residence is determined by days present, centre of vital interests and permanent home, not by your permit. US citizens in particular remain filing-liable wherever they live.

Things most newcomers don’t know

The military levy went from 1.5% to 5% on 1 December 2024, and a great deal of published material still says 1.5%.

It is a 3.5-point change in take-home pay on every hryvnia of salary. Anyone budgeting an Odesa offer from a guide written before December 2024 is over-estimating their net, and any employer quoting a 19.5% total deduction is quoting stale law.

Overstay the short-stay limit and you will not get a tax number at all.

The issue of the РНОКПП is tied to lawful presence, so a foreigner who has exceeded 90 days in 180 on visa-free entry will be refused. Because the tax number then gates the bank account, the licence exchange and the doctor's declaration, one immigration slip cascades into everything else.

The tax number is the real unlock, not the permit.

The permit makes you lawful; the РНОКПП makes you functional. Bank account, driving-licence exchange, family-doctor declaration and most contracts all ask for it. Get it in the first week after the permit.

ФОП is not a loophole an employer can simply hand you.

Structuring what is really employment as a contractor relationship is a well-known risk area and the consequences fall on both sides. It is genuinely common in Odesa's IT and freight sectors and genuinely policed; get advice on your specific contract.

  • Assuming a Ukrainian residence permit ends your home-country filing obligations. It does not.
