The Ukrainian Sea Ports Authority, the Odesa, Chornomorsk and Pivdennyi terminals, container and grain operators, freight forwarders and customs brokers
The reason the city exists and its largest employer by a distance. Greater Odesa handles roughly two thirds of Ukraine's seaborne trade, which makes forwarding, chartering, marine insurance and war-risk cover genuinely specialist local trades rather than back-office ones.
Agricultural export & commodity trading
Grain and oilseed traders, elevator and transhipment operators, inspection and surveying firms
Ukraine is a top-five world exporter of grain and sunflower oil and Odesa is where it leaves the country. Trading desks, quality inspection and the logistics around the Danube alternative routes all cluster here.
Seafaring & maritime education
National University 'Odesa Maritime Academy', Odesa National Maritime University, crewing and manning agencies
Ukraine supplies a large share of the world's merchant marine officers and Odesa trains and crews them. It is one of the few local industries whose salaries are set in dollars on international contracts, which changes the economics of a household here completely.
IT services & product
The Odesa IT Cluster and its member outsourcing and product firms, with a local product bias towards cybersecurity, telecom and mobile
Ukraine's third IT city after Kyiv and Lviv, with a distinct product profile — security and telecom rather than fintech. Diia City (Law No. 1667-IX) and the ФОП simplified regime apply here as everywhere.
Wine, food processing & Bessarabia
Shabo and the Bessarabian wineries south-west of the city, canneries, fish and oil processing
The strip between Odesa and the Danube is Ukraine's main wine region and produces at genuine quality. It is also the corridor that took the export load when the sea route was closed, so the two industries are more entangled than they look.
Film, culture & the creative sector
Odesa Film Studio, post-production and animation houses, the city's music and theatre institutions
Odesa Film Studio is one of the oldest in Europe and the city has a long production history. The sector is much smaller than before 2022 and much of the festival calendar has moved or gone hybrid, but the crews and the facilities are still here.
