Decide whether you actually need to drive
New York City has the lowest car-ownership rate of any large American city — around half of households own no car, and in Manhattan it is closer to a fifth. If you live near a subway line, a licence is an ID document and an occasional rental, not daily transport. Weigh that against the time cost before starting.

New York launched a pre-screening service that tells you whether you are eligible and exactly which documents to bring. It exists because the six-point document system turns people away constantly. Do this first — it is the single highest-value ten minutes in the process.

Apply for a learner permit
Because there is no foreign-licence exchange, you apply as a new driver: complete the application, pass the vision test and the written permit test at a DMV office. Your foreign licence with photo is accepted as an identity document if it is current or expired by no more than two years, and non-English documents need a certified translation.

Road-test appointments in the five boroughs are the bottleneck — waits are long and sites outside the city are often much sooner. You must bring a licensed driver aged 21 or over and a properly registered, insured vehicle; the DMV does not provide one.

Ask explicitly. A standard New York licence cannot be used to board a domestic flight. REAL ID requires additional documents at the counter, and an Enhanced licence — which also works at the Canadian and Mexican land borders — is available to US citizens only.

Things most newcomers don’t know

New York has no foreign-licence exchange agreement with anyone.

Unlike Massachusetts, which converts licences from a defined list of countries, or Texas, which waives tests for five, New York simply treats every foreign licence holder as a new driver. A German licence gets you no further than any other. Plan for the permit test, the five-hour course and a road test regardless of how long you have been driving.

The 30-day clock starts when you become a resident, not when you land.

Residency for DMV purposes is about establishing a life here — a lease, a job, a permanent address — rather than a fixed date. Since the process takes longer than 30 days in practice, start it in your first week rather than treating the deadline as a comfortable margin.

Book your road test outside the five boroughs.

New York City test sites are chronically oversubscribed. The DMV lets you book at any site in the state, and locations in Westchester, Long Island or upstate routinely have appointments weeks earlier. A train ride and a rented car is often faster than waiting for a Brooklyn slot.

The DMV provides neither. The vehicle must be registered, inspected and insured, and your accompanying driver must be licensed and 21 or over. Newcomers with no car and no local network are frequently blindsided at this step — driving schools rent a car with an instructor for exactly this reason.

Common mistakes to avoid

Assuming your foreign licence can simply be exchanged — New York has no exchange arrangement with any country.
Letting the foreign licence sit expired for more than two years, at which point it stops working as an identity document.
Turning up at a DMV office without running the pre-screening tool and being short a document under the six-point system.
Taking the five-hour course long before you can get a road test, and letting the certificate lapse.
Accepting a standard licence without asking for REAL ID, then discovering at the airport that it doesn't work.
