Get the basis in place before you book anything
Monterrey's large manufacturers, banks and the Tec hold employer registrations with INM and file the job-offer petition on your behalf, producing the authorisation you take to the consulate. The solvency alternative needs original statements — twelve months of balances, or six months of income. You qualify on income or on savings — the two cannot be combined — and since July 2025 the amounts are fixed nationally in UMA rather than set post by post.

Apply at a Mexican consulate abroad
Texas posts — San Antonio, Laredo, McAllen, Houston, Austin, Dallas — are the usual route into Monterrey and are among the busiest in the network. Attend in person with the passport, form, photo, fee and either the employer authorisation or your financial evidence.

Enter with the record marked for canje — including by land
Flying into Monterrey, tell the officer you hold a residency visa. Driving in from Texas, you must stop at the INM module on the Mexican side of the bridge and have the entry recorded for exchange. Waving through at a land crossing is normal for tourists and fatal for a residency visa, and it is the mistake that most often forces a full restart here.

Open the canje at INM Nuevo León within 30 days
File on the INM portal, pay the derechos, and attend the Monterrey office for fingerprints and photograph. The 30-day window starts on the day of entry regardless of whether you have found somewhere to live. Book before you travel.

Collect the card, confirm the CURP, then get the RFC
The card shows your CURP; print the definitive version from the RENAPO portal. Book a SAT appointment for the RFC if you will be on a Mexican payroll or invoicing. Both together unblock the bank account and the phone contract.

Plan for the four-year ceiling, and get a re-entry permit if you must travel
Renewals happen at INM in Monterrey, never at a consulate. Temporary residency runs to four years total, then you switch to permanent or leave. If you must cross the border between filing the canje and collecting the card, get an INM salida y regreso permit first — in a city where weekend trips to Texas are routine, this catches people constantly.

Things most newcomers don’t know
Driving in from Texas is where Monterrey residency applications die.
Land crossings from Laredo, Colombia and Reynosa wave most vehicles through, and a driver holding a residency visa sticker can be across the border in minutes with no immigration record at all. Without an entry marked for canje, INM can refuse the exchange and the consular stage has to be repeated. Park, walk into the INM module on the Mexican side, and get the record made before you drive on to Monterrey.

The solvency thresholds were rewritten in 2025, are set in UMA rather than the minimum wage, and went up sharply.
New Lineamientos generales para la expedición de visas were published in the DOF on 25 July 2025 and took effect that August, replacing the 2014 rules and restating every amount in days of the UMA. Temporary residency on solvency now needs an average monthly balance of 11,460 UMA-days over twelve months, or net monthly income of 680 UMA-days over six — about MXN 1.34 million saved or MXN 80,000 a month at the 2026 UMA of MXN 117.31 a day, plus 220 UMA-days per dependant. The UMA is revalued each February, and Texas posts still convert to dollars at their own rate, so the dollar figure differs from post to post even though the underlying multiple no longer does.

Economic-solvency residency carries no right to work in Mexico.
The solvency route grants residence, not work permission. Joining a Monterrey employer, invoicing Mexican clients or taking board fees on that basis requires either the sponsored route from the outset or a permiso para trabajar added to the card afterwards. In a city where people arrive to consult for industrial groups on informal terms, this is a genuine exposure rather than a technicality.

Between filing the canje and collecting the card you cannot simply pop over to Texas.
In that gap you hold no valid document for re-entry, and leaving Mexico without an INM salida y regreso permit can void the exchange. Monterrey's proximity to the border makes short US trips ordinary — a supplier visit, a flight from San Antonio, a weekend in McAllen — and it is precisely that ordinariness that catches people. The permit is a short filing and far easier to get before you need it.

- Taking a Monterrey job on a solvency-based card without work permission added.
- Waiting to find housing before opening the canje filing and losing the 30-day window.
- Making a routine trip to Texas mid-canje without a salida y regreso permit.
