Work out which category you actually qualify for
Temporary residency on income or savings is the common route into Mérida. But a pension or balance above the higher permanent-residency thresholds can qualify you for permanent residency directly, which never expires and needs no renewals. People arrive on temporary cards, spend four years renewing, and only then discover they could have gone straight to permanent. Both sets of amounts are in the July 2025 lineamientos and are stated in days of the UMA.

Apply at a Mexican consulate abroad
Attend in person with the passport, form, photo, fee and your financial evidence. The consul interviews you and, if satisfied, places the visa sticker in the passport. This step cannot be done inside Mexico — arriving as a tourist and trying to convert is not an available path for these categories.

Enter Mexico with the record marked for canje
Fly into Mérida within 180 days of issue and tell the officer you hold a residency visa so the entry is recorded for exchange rather than as a tourist. Mérida's airport handles this routinely and is far quieter than the capital's, but you still have to say it.

Open the canje at INM Yucatán within 30 days
File the exchange on the INM portal, pay the derechos, and attend the Mérida office for fingerprints and photograph. Yucatán's office serves a smaller population than Jalisco's or Mexico City's and appointments are correspondingly easier, but the 30-day window starts on the day you land regardless.

Collect the card, confirm the CURP, then decide about the RFC
The card shows your CURP; print the definitive version from the RENAPO portal. The RFC is separate and is needed to be paid locally, to invoice, and — importantly in Mérida — to declare rental income to SAT if you ever let a property here.

Plan the four-year ceiling before you reach it
Renewals are filed at INM in Mérida, never at a consulate. Temporary residency runs to four years total, after which you either switch to permanent or leave. Start the permanent application months ahead, and be aware that meeting the thresholds through Mexican bank statements is a different exercise from meeting them through foreign ones.

Things most newcomers don’t know

If you are retiring here, check permanent residency before defaulting to a temporary card.

Mérida's foreign population skews strongly towards retirees, and a great many arrive on temporary residency because it is what the forums describe. A qualifying pension — 1,140 UMA-days a month under the 2025 lineamientos, or a balance of 45,850 UMA-days — can get you permanent residency at the consulate directly: no expiry, no renewals, no four-year cliff, and no repeat card fees. The thresholds are far higher and the evidence more demanding, but for anyone intending to stay, one application replaces five.

The thresholds were rewritten in 2025, are set in UMA rather than the minimum wage, and went up sharply.

New Lineamientos generales para la expedición de visas were published in the DOF on 25 July 2025 and took effect that August, replacing the 2014 rules and restating everything in days of the UMA. Temporary residency on solvency now asks for an average monthly balance of 11,460 UMA-days over twelve months, or net monthly income of 680 UMA-days over six — roughly MXN 1.34 million or MXN 80,000 a month at the 2026 UMA of MXN 117.31 a day. The pension route to permanent residency asks for 45,850 UMA-days of balance or a pension of 1,140 UMA-days a month, and every dependant adds 220 UMA-days. The UMA is revalued each February. Mérida's foreign community trades older numbers freely, and they describe a regime that no longer exists.

Residency on solvency does not carry work permission, which matters more here than people think.

The solvency route grants residence, not the right to earn in Mexico. In Mérida the temptation is specific: buying a house and letting rooms, running a small guesthouse, or taking on local design or renovation work are all economic activity. Doing any of that on a solvency card without a permiso para trabajar added is a genuine exposure, and rental income also creates Mexican tax obligations regardless of immigration status.

The 30-day canje window is the deadline that undoes everything else.

The clock starts on the day you enter, not the day the removal van arrives. Missing it can lapse the whole application and send you back to a consulate abroad, losing the fee and the flights. Because Yucatán's INM office is comparatively quiet, people assume they can wander in whenever — the office may be easy, but the deadline is statutory. File on the portal and book the appointment before you fly.

Common mistakes to avoid

Being processed as a tourist at the airport instead of for canje.
Taking temporary residency when your pension income would have qualified you for permanent outright.
Relying on solvency figures shared in a community group — the thresholds were rewritten in UMA in July 2025 and rose steeply.
Letting a room or running a guesthouse on a solvency-based card with no work permission.
Assuming a quiet INM office means a flexible 30-day deadline.
