Before you start
- A valid visa or other admission category
- An electronic I-94 record from the CBP website
- Work authorisation from DHS for a Social Security number
- Proof of legal presence, proof of identity, and your Social Security card, for the revenue office
- Proof of an Arkansas address
Step-by-step

Download your I-94 in the first few days
It records your admission class and 'admit until' date, and it is what employers and the revenue office will ask for. Retrieved electronically from the CBP website — the visa sticker in your passport is a different document entirely.

Wait about ten days, then apply for a Social Security number
SSA verifies status against DHS systems that lag entry by one to two weeks, so an immediate visit usually wastes the trip. File Form SS-5 in person with your passport, visa and I-94. There is no fee.

If you cannot get an SSN, file for an ITIN
IRS Form W-7 produces an Individual Taxpayer Identification Number for tax filing, and many banks accept it. It grants no right to work.

Get an Arkansas licence within 30 days of becoming a resident
Arkansas law requires a resident to hold an Arkansas driver's licence within 30 calendar days of becoming one. Bring proof of legal presence, proof of identity and your Social Security card. You can start the application online before going in, which shortens the counter visit considerably.

Ask for the REAL ID version
Arkansas issues both a REAL ID-compliant licence and a non-compliant one. Since 7 May 2025 only the compliant version can be used at an airport security checkpoint. Taking it at the first visit costs nothing extra beyond bringing the full document set.

Expect a test only if you have never held a licence
A valid licence from another US state normally transfers. A foreign licence may require the written and road tests — the driving examination is administered by the Arkansas State Police rather than by the revenue office, so it is a separate appointment in a separate place.

Things most newcomers don’t know
Thirty days from becoming a resident, not from your old licence expiring.
Arkansas law requires a new resident to obtain an Arkansas licence within 30 calendar days of establishing residence. People arriving with two years left on another state's licence assume there is no hurry, and the deadline has nothing to do with the old credential's expiry. Vehicle registration runs on the same 30-day clock for a car you brought with you.

The driving test is run by the State Police, not by the DMV.
Arkansas splits it: the Department of Finance and Administration issues the licence at a revenue office, while the Arkansas State Police administer the driver examination. If you need a road test — most likely with a foreign licence — that is a separate booking at a separate location, and discovering it on the day costs you the trip.

You can start the application online and finish it at the counter.
The DFA lets you begin a driver's licence or state ID application online before visiting a revenue office. It does not remove the in-person step, but it removes most of the form-filling and the document check happens against something already in the system. In a state where the offices are busiest in the first weeks of January, that is worth doing.

The visa sticker's expiry is not your permission to stay.
A visa authorises travel to a port of entry; the officer there decides how long you may remain and records it on the I-94. Overstaying that date carries consequences the visa expiry does not.

Common mistakes to avoid
- Assuming an out-of-state licence with time left on it extends the 30-day deadline.
- Turning up for a road test at a revenue office, which does not administer them.
- Taking the non-REAL-ID credential and finding out at the airport.
- Visiting a Social Security office before DHS records have synced.
- Treating the licence and the vehicle as separate errands — both run on the same 30-day clock.
