Kentucky gives a new resident 30 days to get a Kentucky driver credential, but only 10 days to insure, title and register a vehicle, vessel or mobile home. Most states run the other way round, so people arrive, plan to sort the licence first, and blow the shorter deadline without noticing. Registration goes through the Fayette County Clerk; licensing goes through a state Driver Licensing Regional Office. Different buildings, different governments.

The Lexington-Fayette Urban County Government levies a 2.25% occupational licence fee on compensation earned in Fayette County, whoever you are. Fayette County Public Schools levies a further 0.5% on residents' compensation for work performed in the county. So a Lexington resident working in Lexington pays 2.75% locally; someone commuting in from Jessamine or Scott County pays 2.25%. None of this appears on your Kentucky state return.

House Bill 1 stepped the rate down from 4% to 3.5% for tax years beginning on or after 1 January 2026, and the Department of Revenue's 2026 withholding formula uses 3.5% with a $3,360 standard deduction. Its general individual-income-tax page still reads 4%, which is correct for the 2025 return you file this spring and wrong for the year you are actually earning in. Kentucky issues both a standard credential and a REAL ID version, and roughly half the state holds the latter. Since 7 May 2025 a licence without the black star cannot be used at an airport security checkpoint. The REAL ID version costs a couple of dollars more and needs two proofs of Kentucky residency instead of one — worth doing at the same appointment rather than twice.

The Fayette County PVA values property at full market value as of 1 January, and the tax rates are applied to that. States like Colorado assess a single-digit percentage of value first, so a headline rate from there means something entirely different. Kentucky also charges an annual property tax on your car, collected by the county clerk when you renew registration in your birth month.

UK and Lextran run a partnership under which students and staff ride any Lextran route across the city free, on the strength of a valid UK ID. In a city where the university is the largest employer, that quietly makes a one-car household workable for a lot of households that assume it is not.
