Healthcare: SGK, private insurance & Konya's hospitals

If a Turkish employer hires you on a work permit, SGK enrolment starts on your first working day with no waiting period. If you are not employed you must buy compliant private insurance for the first permit, and can only opt into SGK voluntarily after one full year of legal residence — with one important exception that matters a great deal here: international students can apply to join SGK within their first three months of registration, which is a far better deal than private cover for anyone staying several years. Konya's public provision is genuinely strong for a city this size. Konya Şehir Hastanesi is a large multi-hospital campus — separate general, maternity and children's, cardiovascular and oncology hospitals on one site — backed by two university medical faculties at Selçuk and Necmettin Erbakan (Meram). The local seasonal profile is a plateau one: dry cold and heating-season air quality in winter, and dryness rather than humidity in summer.

Total cost
Students: SGK premiums are a small fraction of private cover, if you apply inside the window. Employees: SGK contributions are payroll-deducted and public care is free or nominal. Everyone else: compliant private insurance ~US$150-250/yr basic; SGK voluntary ~US$30-60/month once eligible. 112 emergency care is free to everyone.
Time needed
SGK is immediate for employees, and a short application for students inside the window. For everyone else, private insurance is same-day but SGK only opens after 12 months' residence.
Validity
SGK is paid monthly and stays active while employment, enrolment or contributions continue. Private policies are annual and must be renewed before each permit renewal.

Before you start

  • A student, residence or work permit application in progress — the permit unlocks SGK and a health-system ID
  • A Yabancı Kimlik Numarası (YKN), issued with the permit — needed for e-Devlet, appointments and e-Nabız
  • A Turkish address and phone number for insurer paperwork, e-Devlet SMS and hospital registration
  • Compliant private cover for the first permit if you are NOT employed — no policy means no permit

Step-by-step

  1. 1

Students: check the three-month SGK window, because it closes

International students in Türkiye may apply to be enrolled in SGK within a limited window from first registration — commonly three months — after which the option is lost for that period of study and you are left buying private cover instead. It is materially cheaper than private insurance over a multi-year degree. Ask your university's international office in your first fortnight rather than your first term, and get the application in; this is the single most valuable piece of admin a student here can do early.

If an employer is hiring you, confirm the SGK start date with HR

Enrolment is legally from your first working day and the employer files it — but ask HR to confirm it has been done and to give you the SGK registration, because the entitlement only becomes usable once you appear in the system. SGK covers you, a spouse and children under 18, gives near-free access to state hospitals and family health centres, and covers SGK-contracted private hospitals for a top-up fee.

  3. 3

Everyone else: buy compliant private insurance for the permit

Non-employed first-year residents must show a valid private policy at the residence-permit appointment; SGK does not count for the initial permit. Since April 2025 the policy must meet raised minimums and must state explicitly that it is valid for residence-permit applications. Buy a 'yabancı ikamet' compliant plan from a Turkish insurer (Allianz, Axa, Anadolu, Aksigorta) online or through a broker.

Register on e-Devlet, then learn where to go for what

With your YKN you can use e-Devlet, book public appointments through the Ministry of Health's MHRS system (mhrs.gov.tr, the app, or ALO 182) and read your records on e-Nabız. In Konya the routing is: family health centres and district state hospitals for routine care; Konya Şehir Hastanesi for most secondary and much tertiary work, with its specialist hospitals on one campus; and the Selçuk and Meram university hospitals for academic-referral cases and second opinions.

Know emergencies, pharmacies and the plateau winter

Dial 112 for an ambulance; emergency care (acil) at state hospitals is provided to everyone regardless of insurance or status. Pharmacies (eczane) are everywhere, pharmacists advise on minor ailments, and many medicines are cheap and over the counter — a foreign prescription is not legally valid, though a Turkish doctor's is inexpensive. Outside hours a rotating nöbetçi eczane is always open. The Konya-specific seasonal note is winter: very dry, very cold air plus heating-season emissions on still days, which is worth planning around if anyone in the household has asthma.

Documents you’ll need

  • Passport and student/residence/work permit (or in-progress application)
  • Yabancı Kimlik Numarası (foreigner ID number)
  • University registration documents if applying for student SGK
  • Private policy marked 'valid for residence-permit applications', if you are not employed or enrolled

Things most newcomers don’t know

The student SGK window is the most valuable deadline in this guide, and it is easy to miss.

International students can apply to join SGK within a short window from first registration, and once it passes the option is gone for that study period. Over a four-year degree the difference against private cover is substantial. It is not something the residence-permit process reminds you about, so it falls on the student — and in a city where the foreign population is heavily student-shaped, this is the single most consequential thing to get right in your first month.

Konya Şehir Hastanesi is a campus of hospitals, not a hospital — and that changes how you use it.

The site carries separate general, maternity and children's, cardiovascular and oncology hospitals under one administration. Practically, that means the referral you would expect to send you to another city sends you across a car park instead, and it also means turning up at the wrong entrance is a real possibility. Check which of the constituent hospitals your appointment is in before you set off.

Two medical faculties in a city this size is unusual, and it shows in access to specialists.

Selçuk Üniversitesi and Necmettin Erbakan's Meram faculty both run teaching hospitals here, on top of the city hospital. For a provincial Anatolian city that is a genuinely deep bench, and it means second opinions and subspecialty care are available locally rather than requiring a trip to Ankara.

Winter here is dry and still, and that combination is what makes the air worth thinking about.

At 1,030 m on the steppe with only 327 mm of annual precipitation, Konya's winter is clear, freezing and often windless — conditions that let heating emissions sit over the city on the coldest days. It is a milder version of the problem Bursa's basin has, and it is worth factoring into which district you live in if anyone in the household has a respiratory condition.

Common mistakes to avoid

  • Missing the student SGK application window and paying for private cover through a whole degree.
  • Assuming your employer filed the SGK enrolment without checking, then paying privately for covered care.
  • Arriving without a job or a place and budgeting for SGK — voluntary entry only opens after a full year of residence.
  • Trying to fill a foreign prescription as written; it is not legally valid, though a Turkish doctor's prescription is cheap.
