Exchanging a foreign driving licence

Exchange happens in person at a сервісний центр МВС and the head service centre states explicitly that it cannot be done online. You need your identity document, your РНОКПП tax number, the foreign licence with a certified Ukrainian translation, a driver's medical examination, and a confirmation from the issuing country's competent authority — or its diplomatic mission in Ukraine — that the licence was issued and that you have not been disqualified. Exams are NOT required where the licence was issued by a party to the 1968 Vienna Convention and the document conforms; a theory and a practical exam ARE required where it was not. Exchange is available at ANY territorial service centre regardless of where you are registered, and in Kharkiv that rule is worth more than elsewhere: if the city's centres are disrupted, a centre in a quieter oblast on the way in from Kyiv is a legitimate plan.

Total cost
The service-centre fees for exchange and for the licence blank are modest and published on the hsc.gov.ua service page — check it rather than a second-hand figure. The real costs sit outside the counter: the notarised translation, the medical examination, and, where exams apply, driving-school hours.

Two to four weeks in the ordinary case, dominated by waiting for the confirmation from your home authority. Several months if you must pass a practical exam.

A Ukrainian licence issued on exchange carries the categories your foreign licence carried. An International Driving Permit issued in Ukraine is valid only as long as the national licence behind it.

    Ask whether you actually need this

    Kharkiv is the one Ukrainian city where the honest first step is to consider not driving. The metro, trams, trolleybuses and municipal buses have been free to passengers since May 2022, the network is dense, and a car in a city under attack is a liability during alerts and an expense during fuel disruptions. Plenty of long-term residents here do not exchange their licence at all.

    Check whether your issuing country is a party to the 1968 Vienna Convention

    This single question decides whether you spend an afternoon or several weeks. Licences from Vienna Convention parties — most of Europe and a great many other states — are exchanged without theory or practical exams provided the document conforms. Licences from non-parties are exchanged only after passing both exams. The United States is not a party, which is the case that catches Americans out.

    Start the confirmation from your home authority first

    The slow step, and the one people underestimate. The service centre wants a document from the competent authority of the issuing state, or from that state's embassy or consulate in Ukraine, confirming the licence was issued to you and that you have not been deprived of or restricted in the right to drive. Most foreign missions are in Kyiv, so from Kharkiv this correspondence is remote — start it before anything else.

    Get the licence translated and certified, and pass the medical

    A translation certified in the manner Ukrainian legislation requires — in practice a notarised translation by a translator the notary accepts; ask for 'нотаріально засвідчений переклад посвідчення водія'. Separately, a driver's medical commission at an authorised clinic, required for every exchange regardless of the issuing country.

    Attend a service centre — and confirm it is open first

    Go in person with the full file. Check the current addresses and opening hours on the ГСЦ МВС contacts page before travelling: wartime hours differ from the published pre-2022 ones and centres suspend counter work during alerts. Because exchange is available at any territorial centre regardless of your registered address, combining it with a trip to Kyiv or to a quieter oblast centre is a reasonable strategy from Kharkiv.

In every other Ukrainian city the licence is a convenience question. In Kharkiv, where the metro, trams, trolleybuses and buses cost nothing and the metro is also the shelter network, a car is often a worse option than the alternative rather than a better one.

In January 2026 the service centres publicly denied that new exams were being introduced for exchange and restoration.

The rumour that everyone would have to re-sit was widespread enough that the МВС published a piece titled 'Exams are not being introduced'. If you hear it in a Kharkiv group, that is the story.

Common mistakes to avoid

  • Arriving at the service centre without the confirmation from your home authority. It is the one document the counter will not work around.
  • Assuming an International Driving Permit substitutes for exchange. It does not.
  • Turning up expecting to do it online. The service centre says explicitly that online is not possible for this service.
  • Travelling to a centre without checking it is open that day.
  • Forgetting the tax number. РНОКПП is on the document list, so the exchange is gated on the tax registration.
