India offers no nomad or freelance route — salaried work requires an employer-sponsored employment visa with a minimum annual salary, obtained from your country of residence before travel. The fourteen-day registration clock then runs from the arrival stamp, and PAN, banking, a SIM and a tenancy all queue behind that registration.

A valid foreign licence plus an International Driving Permit covers you for up to a year from arrival or until your visa expires, whichever comes first. After that you need an Indian licence, applied for through Parivahan. Jaipur's grid outside the walled city is wide and drivable, but the walled city itself was laid out in 1727 for foot, cart and elephant traffic, and driving into it is a mistake almost everyone makes once.

PAN first, then the account, then UPI. The account you may open turns on your residential status under the Foreign Exchange Management Act, which is a different test from your visa and a different test again from income tax residence. Someone employed in India is generally FEMA-resident and takes an ordinary resident savings account rather than NRE or NRO. Jaipur branches see fewer foreign passports than Delhi or Bengaluru ones, so choosing the branch matters more here.

The state-specific fact is the Rajasthan Right to Health Care Act 2022, in force since April 2023, which gives every resident a right to emergency treatment without prepayment at public institutions and designated private establishments — the only such statute in India. Treat it as a backstop, not a plan: implementation remains disputed and the reimbursement mechanism for private hospitals is unresolved.

You are resident if present 182 days or more in the financial year, or 60 days plus 365 across the preceding four. Most new arrivals then sit in RNOR — Resident but Not Ordinarily Resident — for two or three years, during which foreign income is generally outside Indian scope. The new regime — section 115BAC under the old Income-tax Act 1961, and section 202 of the Income-tax Act 2025 that replaced it on 1 April 2026 — is the default, and the old regime must be actively elected. Because Jaipur is not one of the cities that gets the higher house rent allowance rate, the old regime is weaker here than the same advice would be in Delhi.

What to know before you go
April to June is a genuine health emergency, not just hot
CriticalJaipur regularly reaches 45°C and Rajasthan has recorded higher. The loo — a dry superheated wind — blows through the afternoons, and heatstroke admissions spike every year. Locals restructure the day around it: work and errands before eleven, nothing outdoors between noon and five, and far more water than feels necessary. Newcomers who arrive in March and treat May as an extension of it end up in hospital. From November to February the climate is close to perfect, which is why every festival, wedding and literature festival sits in that window.
Register on e-FRRO within 14 days — Jaipur is now a full FRRO
CriticalIf your visa is valid beyond 180 days you must register within fourteen days of the arrival stamp. Jaipur became a full FRRO by gazette notification on 27 November 2025, under the Immigration and Foreigners Act 2025 that took effect on 1 September. Until then Rajasthan sat in FRRO Delhi's jurisdiction, with day-to-day registration handled at district level by the Superintendent of Police acting as a Foreigners Registration Officer. Rajasthan cases now go to a dedicated office at Jhalana Doongri in Jaipur. The application itself is online at e-FRRO and needs proof of a Jaipur address, so arrange somewhere to live before the clock runs down.
Apply for PAN in week one on Form 49AA
CriticalThe Permanent Account Number gates salary, bank accounts and your tax return. Foreign nationals must use Form 49AA — the free instant e-PAN requires an Aadhaar you will not have for six months. Without a PAN your employer is obliged to deduct tax at a substantially higher rate, and recovering it means filing and waiting a year.
Understand what a JDA patta is before you rent or buy anything
ImportantMost urban land in Jaipur is held on a 99-year lease from the Jaipur Development Authority rather than as freehold, evidenced by a patta. Conversion to freehold is possible through the JDA portal for a fee. The traps sit at the edges: land sold on a Gram Panchayat patta outside the JDA's approved layouts is a recurring and expensive problem, and unapproved colonies periodically face regularisation drives. Any transaction here needs a lawyer who reads Rajasthan land records, not a general conveyancer.
Rajasthan is the only Indian state with a statutory right to health
ImportantThe Rajasthan Right to Health Care Act 2022, in force since April 2023, gives every resident the right to emergency treatment and care without prepayment at public health institutions and designated private establishments. It was passed over sustained opposition from private doctors and implementation remains contested — there is no settled reimbursement mechanism for private hospitals — so treat it as a genuine backstop in a true emergency rather than as a substitute for insurance.
Prices here have two tiers and you will be quoted the wrong one
ImportantJaipur sits on the Golden Triangle and a large part of its retail economy is built on visitors. Gemstones, textiles, autorickshaw fares and 'government emporium' shops all carry a tourist tier, and commissions to drivers who bring you to a particular shop are standard practice. The fix is not aggression but slowness: find out the local price first, refuse to be taken somewhere you did not name, and buy gems only from a dealer with a certified lab report.

Where to go in Jaipur
Amber Fort & Maota Lake
Landmark · 11 km north
A sandstone and marble hill fort from 1592 with mirrored halls, terraced courtyards and a wall running along the ridge above it.
Local tip: Go for the eight o'clock opening rather than the elephant queue at ten. Walk up the ramp instead of riding — the elephants have a documented welfare problem and the walk takes twelve minutes. The Sheesh Mahal is the famous room; the Jaleb Chowk courtyard at opening time is the better one.
Jantar Mantar
Culture · Walled city, beside the City Palace
Nineteen monumental masonry astronomical instruments built in the 1730s, UNESCO-listed, and still accurate.
Local tip: The Vrihat Samrat Yantra is a twenty-seven metre sundial that reads local time to about two seconds. Take the official guide — without one it is a park full of abstract concrete, and with one it is the most interesting hour in Jaipur.
Hawa Mahal & Johari Bazaar
Landmark · Walled city
The 1799 honeycomb façade of 953 windows, and behind it the gemstone and jewellery bazaar that is the city's real economy.
Local tip: Everyone photographs the façade from the street. The interior is nearly empty and the view out through the jali screens is the point — that is what it was built for. In Johari Bazaar, buy only against a certified lab report and never from a shop your driver suggested.
Nahargarh Fort at sunset
Nature · Aravalli ridge, north-west
A ridge-top fort with the whole grid of the eighteenth-century planned city laid out below it.
Local tip: The stepwell inside — Nahargarh's baori — and the Madhavendra Bhawan apartments are usually empty. Go up at five, stay for the light, and come down before the road gets busy. The sculpture park inside is a genuinely serious contemporary collection that almost nobody expects.
Sanganer & Bagru print workshops
Culture · 12–30 km south-west
Villages where hand block-printing with carved wooden blocks and natural dyes is still a working trade rather than a demonstration.
Local tip: Bagru uses mud-resist and iron-and-jaggery black; Sanganer works on finer white cotton. Arrange directly with a printing family rather than through a hotel desk, and go on a weekday morning when the drying fields are actually in use.
Panna Meena ka Kund
Hidden gemNature · Amber, near the fort
A sixteenth-century stepwell with symmetrical criss-crossing staircases descending eight storeys into the ground.
Local tip: Five minutes from Amber Fort, free, and skipped by almost every coach that goes to the fort. Go early — the geometry only reads properly in low side light, and by nine there are influencers on the steps. Climbing down the stairs is discouraged and the caretaker will say so.
