Get an İzmirim Kart and learn the bay geometry
Buy and load the card at station machines, kiosks or in the app; it covers ESHOT buses, the metro, both tram lines, İZBAN and the İZDENİZ ferries with transfer discounts. The mental model is a bay: the metro and Konak tram run along the south shore, the Karşıyaka tram along the north, İZBAN links both ends and runs inland, and the ferries cut straight across the middle. Crossing by water is almost always faster than driving around the head of the gulf.

Take the İZBAN from the airport, not a taxi
Adnan Menderes (ADB) has an İZBAN station in the terminal, and the commuter train runs into Alsancak and on up the north shore for a normal transit fare — a fraction of a taxi and usually faster in traffic. Most arriving passengers never find out. If you land late, ESHOT runs airport buses and BiTaksi covers the licensed metered taxis.

Drive on your foreign licence for up to 6 months
You may drive on a valid home-country licence for up to 6 months from your date of entry. Carry a notarised Turkish translation at all times, or an International Driving Permit — required if your licence isn't in the Latin alphabet and asked for at checks. Once you hold a residence permit, relying on the foreign licence becomes legally risky, so treat the exchange as the next step.

Exchange your licence at an İzmir İlçe Nüfus Müdürlüğü
Book through the national NVİ portal (randevu.nvi.gov.tr, or Alo 199) and attend in person at your district population office — Konak, Karşıyaka, Bornova, Buca and the rest each have one. Türkiye's reciprocity agreements cover the EU, UK, USA, Canada, Australia, Japan, South Korea and many more, so eligible nationalities exchange with NO written or practical exam. Bring the original licence plus notarised translation, residence permit, tax number, a driver health report (sağlık raporu), one biometric photo, blood type and the fee receipt.

Optional: a car for the peninsula, and the ferry that saves you
Cars are expensive because of ÖTV stacked on VAT, and you'll need compulsory trafik sigortası, the biennial TÜVTÜRK muayene and an HGS transponder for motorway tolls including the İzmir-İstanbul motorway. What makes a car worthwhile here is everything outside the city: Çeşme, Alaçatı, Urla's vineyard road, Şirince and the hinterland. What makes it bearable inside the city is the Üçkuyular-Bostanlı car ferry, which takes vehicles across the gulf and skips the whole road route around it.

Things most newcomers don’t know

The airport is on the commuter rail line, which is not true of Istanbul or Ankara.

İZBAN calls at Adnan Menderes and runs straight into Alsancak for a standard transit fare. Arriving passengers default to a taxi because that's what you do in every other Turkish city, and pay many times over for a slower trip in summer traffic.

The vapur is a commuting decision, not a sightseeing one.

Konak to Karşıyaka or Bostanlı is 15-20 minutes across open water on the same İzmirim Kart, while the equivalent road trip around the head of the gulf can take three times as long at rush hour. Choosing which shore you live on is really choosing whether you're willing to commute by boat — and most people who try it never go back.

Most nationalities exchange their licence with no driving test at all.

Türkiye's reciprocal recognition agreements cover the EU, UK, USA, Canada, Australia, Japan, South Korea and many others, so eligible holders swap at a district Nüfus office after submitting documents. People routinely budget time and money for an exam they do not need to sit.

There is a car ferry across the gulf, and almost no newcomer knows about it.

The Üçkuyular-Bostanlı service carries vehicles between the south and north shores, cutting out the long road loop around the bay. If you own a car and live on one shore while working on the other, it changes the arithmetic of the commute entirely.

Common mistakes to avoid

Driving on your home licence past the 6-month window, or after getting residency, without exchanging it.
Taking a taxi from Adnan Menderes when the İZBAN platform is inside the terminal.
Carrying the foreign licence with no notarised Turkish translation or IDP — required if it isn't in Latin script.
Driving to Çeşme on a summer Saturday morning without checking traffic; the peninsula road is one of the worst weekend bottlenecks in the country.
