Three distinct things: the consular visto de trabalho (multiple entries, up to 365 days per stay, renewable until the contract ends), the separate SME autorização de residência (two years at a time under article 81), and the cartão de residente that proves it.     SME's work-visa requirements include a Ministry of Labour declaration, an employment-centre declaration, the contract and the employer's licence and tax compliance.     A consular visa, applied for at the Angolan mission covering your residence or through SME's portal. Article 55 gives multiple entries and a stay of up to 365 days, renewable for equal periods until the contract ends, and authorises only the activity that justified it.

    Establish which steps require Luanda before you plan anything

    This is the inland question. Ask, in week one, whether your residence application is decided at the SME delegation in Huambo or forwarded to the capital, and which of your home-country documents have to be legalised at an embassy that is certainly in Luanda. Getting those two answers early converts an unpredictable process into a schedulable one.

    File the residence application

    The national file: a letter to SME requesting residence, the form, a current atestado de residência, an Angolan criminal-record certificate, proof of means of subsistence, two 4x5 photographs on a white background, a passport copy including the residence-fixing visa, and the fee receipt. Temporary residence runs two years and renews for two.

    Do not arrive on the tourist exemption expecting to convert

    Decreto Presidencial n.º 189/23 waived tourist visas for citizens of 98 countries — 30 days per entry, 90 days a year — and it is not a work route. Angola's tourism, short-stay, study and medical visas all expressly prohibit fixação de residência and paid employment. From an inland province the cost of getting this wrong includes the travel required to fix it.

Things most newcomers don’t know

Every embassy in Angola is in Luanda.

Legalisations, replacement passports and the licence-validity declaration for the driving exchange all route through your country's mission in the capital. From Huambo that is a flight or a long drive, not an afternoon. Front-load anything embassy-dependent before you arrive.

Angolan immigration law is national but its counters are not evenly distributed. Whether Huambo's SME delegation decides your file or forwards it changes your timeline and your travel budget, and nobody volunteers the answer. Ask on day one.

Article 82 conditions permanent residence on ten consecutive years of temporary residence — roughly double the European norm. For a research or development contract with a defined horizon that may not matter; for anyone imagining settling here, it is the most important fact in the law.

  • Assuming a provincial SME delegation can complete every step locally
  • Leaving embassy-dependent documents until you are 500 km from the embassy
  • Arriving on the 98-country tourist exemption intending to work
  • Letting the residence card lapse and breaking the 'consecutive' requirement
  • Planning around a visto privilegiado the 2019 law does not contain
  • Budgeting the process without the internal travel it may require
