A residential property left unoccupied for more than 183 days in a calendar year is taxed an additional 1% of its assessed value. Every residential owner must file an annual declaration whether or not the property is vacant — the declaration is the mechanism, and failing to file is treated as a vacancy. The deadline is 15 April, with a late window to mid-May carrying a $250 fee. Owners posted abroad for a year, or renovating slowly, are exactly who this reaches. Mississauga and most of the GTA have nothing like it.

A one-bedroom here runs several hundred dollars a month below Toronto or Mississauga, which is the honest and sufficient reason most newcomers arrive. The cost is the journey: West Harbour GO has hourly all-day service to Union rather than the frequent service Burlington and Oakville get, so many Hamilton commuters drive to Aldershot in Burlington to catch a train that runs every fifteen minutes. Price that drive, that parking and that hour before deciding the rent saving is free.

Hamilton amalgamated on 1 January 2001 and is a single-tier municipality: the City runs water and wastewater, waste collection, public health, paramedics, transit, roads, libraries and its own police service. There is no regional government sitting above it the way Peel sits above Mississauga or Halton above Oakville. If it is municipal, it is the City of Hamilton, and there is one number to call. This sounds trivial until you have spent an afternoon being transferred between two municipalities that both insist the other one handles it.

Hamilton kept area rating from the 2001 amalgamation and is one of the very few Ontario municipalities still applying it to the transit levy. In practice the old city of Hamilton pays several times what urban Flamborough, Ancaster or Dundas pay towards the same transit system, because service levels differed at amalgamation and the formula never got unwound. It has been reviewed repeatedly and survives every time. If you are comparing property tax between Hamilton addresses, compare the actual bills rather than a headline rate.

The Mountain and the lower city are joined by a small number of steep access roads and a couple of highway ramps. In freezing rain the accesses close, and when they close there is no convenient alternative — the detour is around the end of the ridge. If you live on one side and work on the other, that is a scenario to have thought about in advance. It is also the single most useful question to ask about any Hamilton address: which side of the escarpment, and which access.

Hamilton Health Sciences is the region's largest employer with roughly 18,000 staff, physicians and volunteers, and McMaster University is not far behind — health care and higher education now carry the local economy in a way the mills no longer do. The mills remain significant: ArcelorMittal Dofasco and Stelco, now owned by Cleveland-Cliffs, both still operate on the bay. But the green-steel transition Dofasco announced for 2028 has not been built, the plan shifted to importing reduced iron from Quebec, and federal documents now show a timeline running to 2050. Judge job prospects on the hospitals and the university, not on the blast furnaces.
