Check the reciprocity list before booking anything
Texas has driving privilege reciprocity with France, Germany, South Korea, the United Arab Emirates and Taiwan. A valid, unexpired licence from any of those means no knowledge test and no skills test. This single check is the difference between one appointment and a multi-week process, and almost no general relocation guide mentions it.

Book a DPS appointment across the whole metro, not just your suburb
Availability varies enormously between offices. Central Dallas often runs weeks behind Garland, Carrollton, Mesquite or Denton. Widen the search radius and take the earliest slot anywhere you can reasonably drive to.

Assemble the document set, including two residency proofs
You need identity and lawful-presence documents, your Social Security number, and two documents proving Texas residency such as a lease and a utility bill. One normally has to show 30 days in Texas — but that requirement is waived if you surrender a valid, unexpired out-of-state US licence.

Get a TollTag before your first week of commuting
The North Texas Tollway Authority runs the Dallas North Tollway, the President George Bush Turnpike and the Sam Rayburn, and TxDOT runs dynamically priced TEXpress lanes. There are no cash booths anywhere. Without a transponder your plate is photographed and billed by post at a much higher rate, with fees compounding on unpaid invoices.

Register the vehicle and book the emissions test
Texas abolished the annual safety inspection for non-commercial vehicles on 1 January 2025, replacing it with a $7.50 inspection program replacement fee at registration. Emissions testing is still required in Dallas, Tarrant, Collin, Denton, Ellis, Rockwall, Kaufman, Johnson and Parker counties — so in practice the Metroplex still tests, just for emissions rather than safety.

Insure for hail, not just for collision
North Texas is one of the world's worst hail regions and a spring storm can total the roof of every car on a street in twenty minutes. Comprehensive cover is what pays for hail damage, and it is frequently omitted from the cheapest quotes. Covered parking is worth real money here.

Things most newcomers don’t know

Five countries get a complete test waiver and hardly anyone knows.

France, Germany, South Korea, the UAE and Taiwan hold driving privilege reciprocity with Texas: a valid unexpired licence means no knowledge test and no skills test. That turns a multi-week process into one appointment. Note the list is not the intuitive one — the UK, Ireland and Australia are not on it, while Oregon's list includes Japan and Canada and excludes France entirely.

Keeping your foreign licence forfeits the reciprocity waiver.

The exam waiver applies unless you choose to keep your out-of-country licence rather than surrender it. People with sentimental or practical attachment to the original document often say yes without being told the consequence, and land back in the test queue. If you need the original for driving on visits home, weigh that against two extra appointments.

Texas abolished the safety inspection in 2025 but the Metroplex still tests for emissions.

House Bill 3297 removed the annual safety inspection for non-commercial vehicles from 1 January 2025, replaced by a flat $7.50 fee at registration. Emissions testing survived in the metropolitan counties, which includes Dallas, Tarrant, Collin and Denton. Newcomers reading old guidance either book an inspection that no longer exists or skip the emissions test that still does, and cannot renew registration.

The toll network is entirely electronic, and the penalty for not having a tag is structural.

There is no cash lane anywhere on the NTTA system. Drivers without a transponder are billed by post under ZipCash at a materially higher rate per transaction, plus administrative fees when invoices go unpaid — and unpaid tolls can eventually block a registration renewal. A rental car or an out-of-state plate is the worst case. Order the tag before you need it.
