Where to live in Daejeon

Korean renting runs on deposits rather than rent. JEONSE (전세) is the lump-sum lease: you hand over a sum worth most of the property's value, pay no monthly rent at all, and get the whole amount back at the end. WOLSE (월세) is a smaller deposit plus monthly rent, and it is what almost every newcomer should take — especially here. Daejeon is not a neutral place to learn this system: by the government's own recognised-victim counts it ran at the highest rate of jeonse-fraud victims per head of population of any region in Korea during the 2022-24 wave, with the third-highest absolute total after Seoul and Gyeonggi despite being a city of 1.44 million. The reason is structural rather than random — Daejeon has an unusually large stock of 다가구주택, multi-household houses where one owner holds one title over a building full of separate tenancies — and it is avoidable if you know which building types carry the risk and which checks answer it.

How renting works in Daejeon

Choose jeonse or wolse, then protect the deposit — and in Daejeon take the second part more seriously than anywhere else in Korea. JEONSE (전세) is a lump sum worth most of the property's value with no monthly rent, refunded at the end; WOLSE (월세) is a smaller deposit plus rent, and is what newcomers should take. The protections are sequential and non-negotiable: read the property register, check the landlord's unpaid taxes, establish how many other tenants rank ahead of you in the same building, take possession and file the move-in report the same day, get the fixed-date stamp, file the lease report, and price HUG guarantee cover. The Housing Lease Protection Act gives you a two-year minimum term, one renewal you can demand, and a 5% cap on the increase at that renewal.

    Read the property register before any money moves

    Pull the 등기부등본 for the exact unit — anyone can get it online for a small fee without the landlord's permission. It shows the registered owner and everything secured against the property. If existing mortgages plus your deposit approach or exceed what the unit is worth, that is a 깡통전세 and you walk away. Confirm the person signing is the registered owner or holds a notarised power of attorney. Pull it again on the morning you hand over the balance, because the picture can change between the viewing and the signing.

    In a multi-household house, the mortgage is only half the picture

    This is Daejeon's specific risk and it is the reason the city's fraud numbers look the way they do. A 다가구주택 is one registered property with one owner and many separate tenancies. There is no unit-level title, so you do not rank against your own flat — you rank against the whole building, behind every tenant whose fixed-date stamp predates yours, and behind the mortgage. A building can look comfortably solvent on the register and still owe far more in deposits than it is worth. Ask the agent and the landlord for the building's 확정일자 부여현황 (the schedule of fixed dates already granted) and the 전입세대확인서 (every household registered at the address), add those deposits to the mortgage, and compare the total against a realistic value. If either document is refused, that is your answer. For a first lease, a registered apartment unit avoids the whole problem.

    Check the landlord's unpaid taxes — you no longer need their permission

    Unpaid national and local taxes rank ahead of your deposit at auction. Since April 2023 a tenant whose deposit exceeds ₩10 million may inspect the landlord's unpaid national taxes at any tax office in the country, without the landlord's consent, from the moment the contract is signed until the lease start date, on production of ID and a copy of the contract; unpaid local taxes are inspected the same way at any si/gun/gu office. Before signing you still need consent, so ask for it and treat a refusal as information. Given what happened in this city between 2022 and 2024, treat this as a required step.

    Understand the one-day gap in your protection

    Your opposing power (대항력) under the Housing Lease Protection Act arises from actually occupying the home and registering your residence — but it takes effect only from midnight at the start of the following day. A mortgage registered on the same day you pay therefore ranks ahead of you. This is the specific mechanism behind a large share of Korea's deposit-fraud losses. The standard defences are a contract clause forbidding the landlord from creating any new encumbrance until your registration takes effect, and re-checking the register the next morning.

    File the move-in report and the fixed-date stamp on day one

    The move-in report (전입신고) plus the fixed-date stamp (확정일자) create the priority right of repayment (우선변제권) — the right to be paid from auction proceeds ahead of anyone ranking after you. In a multi-household house the date on that stamp is also your position in the queue against every other tenant, which is why 'day one' is literal rather than advisory. Separately, leases with a deposit above ₩60 million or rent above ₩300,000 a month must be reported under the lease reporting system within thirty days, with penalties enforced on contracts signed from 1 June 2025; a simple late filing runs ₩20,000–300,000 and the ₩1 million ceiling survives only for a false declaration. Filing that lease report with the contract attached is treated as granting the fixed date, so one visit does both — and having your resident registration at the address is also what unlocks the monthly rent tax credit.

    Know Daejeon's small-deposit bracket, which is not Seoul's

    Beyond the priority right, the law ring-fences a slice of smaller deposits ahead of every other creditor, on regional ceilings. Daejeon sits in the metropolitan-city band alongside Busan, Daegu, Gwangju and Ulsan: under the enforcement decree as amended in February 2023, a deposit up to ₩85 million qualifies with ₩28 million protected first in line, against ₩165 million and ₩55 million in Seoul and ₩145 million and ₩48 million in the Seoul-area over-concentration zone. The protection is capped at half the property's value overall — which in a multi-household house means half of one building shared among everyone claiming it. Both figures are set by decree and revised periodically, so confirm the current ones at the district office.

    Price the HUG guarantee, and know that the rescue act has closed behind you

    HUG's deposit-return guarantee pays out if the landlord cannot return your money. Underwriting tightened sharply after the fraud wave: for non-apartment properties — villas, multi-family houses, many officetels — the property is valued at 140% of its official assessed price and only 90% of that can be covered, so a deposit above roughly 126% of the assessed price is uninsurable. If a landlord says a multi-household house 'cannot be guaranteed', that is not paperwork; it is the deposit exceeding what the unit is officially worth. And note the timing: the Special Act on Support for Victims of Jeonse Fraud was extended to 31 May 2027, but only for leases first signed on or before 31 May 2025. A contract signed now sits outside it, so the guarantee and your own checks are doing all of the work.

Upfront cost

Wolse: the refundable deposit (₩3–30 million is the normal range in Daejeon, and a larger deposit buys a lower monthly rent — the two are explicitly interchangeable and landlords will quote the conversion), the first month's rent, and the agent's commission. Jeonse: most of the property's value, usually about 10% at signing and the balance on move-in. On top of both: the monthly maintenance fee (관리비), quoted separately at commonly ₩90,000–250,000, plus utilities. Agent commission is capped by city ordinance on a sliding scale of transaction value, with landlord and tenant each paying their own agent. Budget separately for a HUG guarantee premium on anything that is not a registered apartment unit.

Insider tips

  • Take wolse rather than jeonse until you genuinely understand the system, and prefer a registered apartment unit for your first lease. Those two choices remove most of the risk this city is known for.
  • If a deal on a villa or multi-household house looks unusually good, assume the reason is the ranking rather than the landlord's generosity, and ask for the fixed-date schedule before anything else.
  • The deposit and the monthly rent are explicitly interchangeable. In a market where you are wary of the deposit, negotiate it down and the rent up — landlords will quote the conversion and it is a legitimate way to cut your exposure.
  • Ask what the maintenance fee (관리비) covers before signing. Agents advertising units with a fee over ₩100,000 have had to break it down since 2023, so ask for that breakdown in writing.
  • Check the tram alignment for your street before you sign. Line 2 follows arterial roads through five districts and surface works will rotate along them for years.
  • Daejeon is inland and the winters are colder and drier than the coastal cities'. Ask which fuel the boiler runs on — gas is markedly cheaper to run than electric — and what the previous tenant's January bill looked like.
  • If you are moving for a Sejong job, price both cities. Daejeon is materially cheaper and twenty minutes away by BRT, but check the specific route rather than assuming the whole city is equally connected.

Avoid these

  • Taking a room in a multi-household house without establishing how many tenants' deposits already rank ahead of yours.
  • Paying a deposit without pulling the property register first, and without re-checking it on the day the balance changes hands.
  • Skipping the unpaid-tax inspection, which since April 2023 you can do without the landlord's consent once the contract is signed.
  • Assuming the jeonse-fraud special act would cover you — it reaches only leases first signed on or before 31 May 2025.
  • Not realising the protection from your move-in report only starts at midnight the following day.
  • Getting the fixed-date stamp but skipping the separate lease report, which has carried a late-filing fine of up to ₩300,000 on contracts signed from June 2025.
  • Moving out at the end of the term without the deposit returned, instead of first obtaining a court lease registration order to preserve your priority.
