The commercial district exists to sell electronics, perfumes, cosmetics and spirits to Brazilian and Argentine buyers. It is the largest single employer in the city and its fortunes track the real–guaraní rate more than any local policy.

Itaipú's generating hall sits at Hernandarias immediately upstream, and it pays royalties that reach the municipality through the FONACIDE and royalties programme the city publishes — a line no Paraguayan municipality outside the dam departments has.

Two international bridges to Brazil — the Puente de la Amistad and the newer Puente de la Integración downstream at Presidente Franco — plus the Argentine crossing make this Paraguay's busiest land frontier and a serious brokerage employer.
Maquila & light manufacturing
Electronics assembly, auto parts, textiles under Paraguay's maquila regime
Alto Paraná has been the main beneficiary of the maquila regime, which lets firms import inputs and re-export finished goods for the Brazilian market from a lower-cost base an hour from São Paulo's supply chains.
Agribusiness — soy, maize and beef
Cargill, ADM, LAR, Colonias Unidas and the eastern cooperatives
Alto Paraná and its neighbouring departments are the heart of Paraguayan soy, farmed heavily by Portuguese-speaking brasiguayo families. The trading offices are in Asunción; the land, the silos and the cooperatives are here.
Tourism to the triple frontier
Hotels, tour operators, Saltos del Monday, Itaipú visitor centre
Iguazú is on the Argentine and Brazilian sides, but the Paraguayan Saltos del Monday, the dam tour and cross-border day trips sustain a real hospitality sector serving visitors who base themselves cheaply on this side.
