Migraciones runs an Oficina de Admisión de Extranjeros in Ciudad del Este at Avda. Rogelio Benítez casi 4 de Mayo, open weekdays 07:00–14:30. That is a genuine advantage over most of the country: ten Paraguayan cities have one — Asunción, Ciudad del Este, Encarnación, Concepción, Pedro Juan Caballero, Salto del Guairá, Nueva Esperanza, Santa Rita, Pilar and Mariscal Estigarribia — and everywhere else, including the whole of Central department outside the capital, has to travel. Note the CDE office closes at 14:30 while most of the other regional offices run to 15:00.

Under Ley N° 6984/2022 you file for temporary residence first — up to two years — and the requirement list has no financial test at all: identity, entry stamp, birth certificate, civil status, police and INTERPOL records, two sworn declarations. Economic solvency is only examined when you convert to permanent, documentarily, under twelve categories that include remote workers, property owners, shareholders, farmers and pensioners. The old SOLVE bank deposit that dominates search results is gone.

Migraciones' visa table has a separate column for extending a stay, residing or working, and for the United States, Germany, Spain and France it reads REQUIERE VISA even where the tourist column does not. In a border city it is especially easy to assume that crossing the Puente de la Amistad and coming back resets something. It does not, and overstaying carries the Art. 87 fine of Gs 702,462.

The Agencia Nacional de Tránsito y Seguridad Vial sets identical requirements for every Paraguayan municipality, but each city hall issues and prices its own licence. Ciudad del Este's comes from the Municipalidad on Alejo García y Eusebio Ayala. If you already hold a Paraguayan licence from another municipality you must cancel it and produce an OPACI cancellation certificate — moving between Paraguayan cities means re-doing the licence, not transferring it.

Guaraníes, Brazilian reais and US dollars all circulate. Shop prices in the microcentro are often quoted in dollars or reais with change in guaraníes at a rate the shop chooses, and that spread is where the margin sits. Know the Banco Central's reference rate — around 5,949 guaraníes to the dollar in August 2026 — before you accept a shop's conversion, and pay in the currency the price was quoted in whenever you can.

Traffic, opening hours, which days are busy and which are dead all track Brazilian shopping demand and Brazilian holidays rather than Paraguayan ones. If you work anywhere near the commercial district, the Puente de la Amistad's queue is a daily variable in your life. It is also why the residential districts developed several kilometres inland along the Ruta Internacional instead of near the centre.

Alto Paraná has 763,702 people and a regional public hospital network plus IPS, but the country's referral centres — the Hospital de Trauma, the Instituto de Cardiología, the general paediatric hospital — are all in the capital, roughly 320 km and four to five hours away by road. For routine care that is irrelevant; for anything complex it is the single biggest health difference between living here and living in Asunción.
