Cebuano, also called Bisaya, is a different language from Tagalog with different vocabulary and a different feel — not a dialect of it. Notably, the Tagalog respect particles 'po' and 'opo' are not part of Cebuano and using them sounds like you are performing Manila politeness at someone. English works everywhere and is the language of business, government and higher education. But learn Cebuano courtesy words rather than Tagalog ones; the difference is noticed immediately and warmly.

Cebu City, Mandaue and Lapu-Lapu are each highly urbanised cities, legally independent of Cebu Province, and Talisay and the surrounding municipalities are separate again. Barangay clearances, business permits, real property tax and local traffic rules all belong to whichever city you are standing in. Crossing a street can change which city hall you deal with. Establish which local government unit your address sits in before you start any paperwork — it is not a formality.

The Metropolitan Cebu Water District does not supply the whole metro reliably, and many buildings and subdivisions supplement it with deep wells, storage tanks or delivered water. Pressure and availability vary by area, by floor and by time of day. Ask the building administrator directly: what is the source, how large is the storage, and how many hours a day does the mains actually run. This is the single most common quality-of-life complaint here and it is entirely knowable in advance.

The Cebu Bus Rapid Transit began partial operations in March 2026, the first mass transit the metro has ever had. Buses run a longer route from the South Road Properties up to Cebu IT Park, but dedicated bus lanes exist only along the first completed corridor, so for much of the trip the buses share the road with everything else. It is a genuine improvement and it is not yet a system you can organise your life around. Jeepneys, motorcycle taxis and ride-hailing still do most of the work.

A magnitude 6.9 earthquake struck offshore northern Cebu on 30 September 2025, with the heaviest damage around Bogo City and a documented ground rupture; Metro Cebu was shaken but the destruction was in the north. Typhoon Rai in December 2021 left large parts of the metro without power and water for weeks. Neither is a reason not to move here, but both are reasons to ask about a building's structural age and standby power, and to keep water, cash and a charged battery bank at home.

Rents, food and transport all run below Metro Manila, and the metro is small enough that a bad commute is thirty minutes rather than two hours. That combination is why a lot of people who tried Manila end up here. The trade-offs are a thinner international school and specialist medical market, fewer embassies and consulates, and a job market concentrated in outsourcing, manufacturing and tourism.
