Ask HR for an address letter if you want a high-street bank
Most banks accept an employer letter confirming your address in place of a utility bill. Cardiff's universities, the health board and the Welsh Government all issue these routinely for international staff — ask rather than waiting for a bill you cannot yet generate.

Register for Council Tax in your first week, and read the band correctly
The occupier pays it, billed separately from rent over ten or twelve instalments. Wales revalued its housing stock in 2005 on 2003 values and added a ninth band, I, at the top — so Welsh bands are not comparable with English ones, and any 'average Band D' comparison across the border is meaningless. Claim the 25% single-occupant discount or the all-student exemption if either applies; neither is automatic.

If you buy, budget Land Transaction Tax rather than Stamp Duty
Land Transaction Tax replaced Stamp Duty Land Tax in Wales on 1 April 2018 — the first Welsh tax in almost 800 years — and is collected by the Welsh Revenue Authority. It has its own rates, its own thresholds and its own higher-rate surcharge for additional properties, all set in Cardiff Bay and revised in Welsh budgets. Use the WRA's own calculator; an English stamp duty calculator will give you a number that has never applied to a Welsh purchase.

Know the legal ceiling on what you can be asked for up front
In Wales a security deposit is capped at five weeks' rent under the Renting Homes (Wales) Act framework, and letting agent fees to contract-holders have been banned since the Renting Homes (Fees etc.) (Wales) Act 2019. Anything beyond rent, a capped deposit and a capped holding deposit is a prohibited payment.

Things most newcomers don’t know
A Welsh Band D and an English Band D are not the same thing.
Wales revalued in 2005 using 2003 values and added a ninth band; England still bands on 1991 values across eight. Every cross-border 'average Band D council tax' comparison you will read therefore compares two different measurements. Look at the actual annual charge for the actual address, which the council publishes, rather than the letter.

Buying a home in Wales means Land Transaction Tax, not Stamp Duty.
LTT replaced SDLT on 1 April 2018 and is administered by the Welsh Revenue Authority with its own thresholds and rates, including a different treatment of first-time buyers from England's. Conveyancers know this; buyers running their own numbers off an English calculator regularly budget the wrong figure by thousands.

Digital banks solved the address circularity and are now the standard route.
High-street banks want proof of an address a new arrival cannot produce, while landlords want a UK account. Monzo, Starling and Revolut open on a passport and a selfie. This stopped being a workaround years ago; it is simply how newcomers get a UK account.
