Start the validity declaration from home
DTSER will not act without an attestation that your licence is genuine and current, from the issuing authority or that country's embassy in Luanda. Nothing here accelerates it, and being in Cabinda rather than Luanda adds a step if your embassy only acts in the capital. Request it before you pack.

Get the Angolan driver's medical certificate
It has to be issued in Angola, so a recent medical from home is not a substitute. Ask specifically for the driving-licence certificate; the form is what matters, not the examination.

File the exchange, and check where you have to file it
DTSER's foreign-citizen list is the one that includes residence proof and an employer declaration alongside the licence, its copy and the validity declaration. Confirm at the provincial traffic office whether the file is processed in Cabinda or forwarded to Luanda before you assume you can do it locally — an extra flight is a real cost here.

Understand where the roads actually go
Every land route out of the province crosses into the Republic of the Congo or the DRC. There is no domestic road to Luanda. Inside the province, the coast road to Landana is straightforward daytime driving; the roads north into the Maiombe are the ones the FCDO's advisory is about, and they are a security decision rather than a driving one.

Take checkpoints and landmines seriously
Checkpoints around the port, the oil installations and on the northern roads are routine. Carry originals, be unhurried and be polite. Away from the tarmac, the national warning applies with force: mines and unexploded ordnance remain on roads, verges and bridges outside major cities, and the rains can shift them. Do not park, camp or walk on an unmade verge.

Things most newcomers don’t know

There is no road from Cabinda to the rest of Angola.

This is the fact that reorganises every logistics assumption a newcomer arrives with. Roughly 60 km of DRC territory sits in between, so a car journey to Luanda is an international one with two border crossings and DRC visas. Nobody does it routinely, and a relocation plan that involves shipping a car overland has not understood the map.

The licensing authority is the police, and here that matters more.

DTSER sits inside the Polícia Nacional. In a province with a heavier security posture and more checkpoints than most, a correctly-issued Angolan licence and a resident card are what turn a stop into a two-minute conversation. Do the exchange properly rather than running on a foreign licence.

Your embassy is probably in Luanda, not Cabinda.

The validity declaration can be issued by your country's embassy in Luanda, and almost no country has a mission in Cabinda. Plan for that to be a postal or courier exercise, or to be done during a trip to the capital — not something you can walk in and sort locally.

Fuel is on a declared upward path.

Angola began withdrawing fuel subsidies on 2 June 2023, when petrol went from AOA 160 to AOA 300 a litre; diesel reached AOA 420 in June 2026. Cost driving on a rising line, and note that in a province supplied by sea, fuel logistics are not automatically as smooth as the pump price suggests.

Common mistakes to avoid

Assuming a road trip to Luanda is possible without leaving Angola
Leaving the validity declaration until you arrive, when your embassy is in another city
Presenting a home-country medical instead of an Angolan driver's certificate
Driving north into the Maiombe without a security conversation first
Driving at night outside urban areas, against explicit government advice
Leaving the tarmac on rural roads in a country that still has uncleared ordnance
